    One of the most important duties U.S. Congressmen perform is 'constituent services,' which basically translates into helping people navigate through the never-ending maze of federal bureaucracy.

    For example, every day, folks across the country enter their respective Congressional offices for assistance in applying for Social Security benefits or when they need help dealing with the Veterans' Administration.

    In fact, easy accessibility to these constituent services is a tremendous part of what keeps incumbents in office.

    It seems that one Congressman has been extending those services not to U.S citizens, but to illegal aliens.

    On January 15, Rep. Luis Gutierrez (D-IL) "announced the hiring of José M. Quintero as an employee in his District Office on North Avenue in Chicago," according to the Congressman's website.

    Quintero is an illegal alien who has recently been granted so-called 'deferred action' from deportation by President Obama.
    Gutierrez's official website boasts the following statement:

    Quintero was the first young immigrant in Illinois to receive work authorization via Deferred Action for Childhood Arrivals (DACA), the deportation-relief offered by President Obama to immigrants eligible for the DREAM Act. Quintero applied for DACA through the Congressman's office on the first day applications were accepted (Aug. 15, 2012) and received work authorization and his official two-year reprieve from deportation in October.
    The Congressman hired Quintero on a temporary basis in December and made him a full-time employee with benefits in January of this year. He will do casework in the Congressman's Chicago office, specializing in helping DACA applicants assemble and fill-out the necessary forms and documents to apply. The Congressman said he plans to hire an additional DACA recipient for his office in Cicero in the coming weeks.

    Not only has Gutierrez hired this young illegal alien, but he is now encouraging his fellow members of Congress to do the same thing.

    Gutierrez stated:

    "I am challenging my colleagues to put their money where their mouths are and hire young people who have come forward, applied and received work authorization. It takes a lot of courage for undocumented immigrants to get their records together, pay their fees, and apply for this program and this is a very small way for a Member of Congress to lead by example and to say I want to help you fully participate in your community by working and contributing."

    Now, remember...the current unemployment rate in Chicago, the city which Gutierrez represents, is 10 percent.
    While that figure is certainly high, the unemployment rate for Chicago youths is nothing short of staggering...
    Northeastern University recently released a study on the issue entitled: "The Persistent Depression in the Teen Labor Market in Illinois in Recent Years."

    The report states the following:

    -Only 8.7 percent of black teens in Chicago were employed in 2010-2011, which translates into a 92.3 percent unemployment rate among black teenagers.

    -Among Asian teens in the city, the unemployment rate was 84.5 percent during the same time period.
    -78 percent of Latino teenagers were unemployed during 2010-2011.

    -The unemployment rate for white teens during the study period was 79 percent.

    So, the question becomes...With depression-era unemployment rates for Chicago's young people, why is a U.S. Congressman giving any job, much less a much-coveted staff position to an illegal alien?

    The other, logical question: Why are the American people being forced to pay for it?

    Of course, Rep. Gutierrez has a long history of working for those who have come here illegally...
