WASHINGTON (AP) — President Donald Trump plans to join with two Republican senators to unveil legislation that would place new limits on legal immigration. It would seek an immigration system based on merit and jobs skills instead of family connections.
Trump was appearing with Republican Sens. David Perdue of Georgia and Tom Cotton of Arkansas at the White House on Wednesday to discuss the bill. The president said at an Ohio rally last month that he was working with the conservative senators to “create a new immigration system for America.”
Trump has made cracking down on illegal immigration a hallmark of his administration and has tried to slash federal grants for cities that refuse to comply with federal efforts to detain and deport those living in the country illegally.
His involvement will put him at the center of efforts to make changes to the legal immigration system. Previewing the event, White House officials said the bill would aim to create a skills-based immigration system to make the U.S. more competitive, raise wages and create jobs.
The White House said that only 1 in 15 immigrants comes to the U.S. because of their skills, and the current system fails to place a priority on highly skilled immigrants.
Perdue and Cotton introduced the legislation in February that would change the 1965 law to reduce the number of legal immigrants, limiting the number of people able to obtain green cards to join families already in the United States.
The bill would also aim to slash the number of refugees in half and eliminate a program that provides visas to countries with low rates of immigration.
Trump’s appearance was aimed at bringing attention to the bill, which has been largely ignored in the Senate, with no other lawmaker signing on as a co-sponsor. GOP leaders have showed no inclination to vote on immigration this year.
Some immigrant advocates have criticized the proposal, saying that slashing legal immigration would hurt industries like agriculture and harm the economy.
“Our system is broken, but the response should be to modernize it, not take a sledgehammer to it,” said Jeremy Robbins, executive director of New American Economy, a group of business leaders, mayors and others backed by former New York City Mayor Michael Bloomberg that advocates for comprehensive immigration reform.

Trump unveils bill to transform legal immigration system

President Donald Trump introduced a bill on Wednesday to create a new legal immigration formula for the United States, which he says emphasizes merit in an effort to protect American workers and the American economy.
"I campaigned on creating a merit-based immigration system that protects U.S. workers and taxpayers," President Trump said at the White House Wednesday. "[This bill] will reduce poverty, increase wages and save taxpayers billions and billions of dollars."
The legislation, called The Raise Act, aims to replace the current permanent employment-immigration framework, which has been characterized by the Trump administration as a “lottery system,” with what it is calling a skill-based system that operates on the basis of individual merits. The new competitive application process will favor those who possess skills that will benefit the U.S. economy, can speak english and are able to financially support themselves and their families, Trump said.
The measure is based on a bill that was developed in Congress by Sen. Tom Cotton (R-Ark.) and Sen. David Perdue (R- Ga.) and will also slash the number of legal immigrants admitted to the country, limiting permanent resident status for refugees to 50,000 per year.
According to the Department of Homeland Security, more than 1,051,000 individuals became permanent residents in 2015.
The Trump administration’s goal is to prevent low-skilled American workers from being undercut by immigrants with a comparable level of expertise. Sen. Cotton said Wednesday the current system places "great downward pressure on people who work with their hands and work on their feet."
The White House also believes this transformation could raise wages and protect taxpayers by potentially decreasing the number of immigrant families that rely on welfare. More than 50% of all immigrant households receive welfare benefits, while 30% of native households do, according to the administration.
President Trump has promised to reform the immigration system throughout both his campaign and the first few months of his presidency. The Raise Act must still pass through both houses of Congress before it becomes law.

Am a little confused as Number USA says:
The new RAISE Act is similar to the version introduced by Senators Tom Cotton of Arkansas and David Perdue of Georgia except that it adds an extra element. It replaces the current employment-based green card system that sets aside 140,000 green cards for new foreign workers, including 10,000 for unskilled workers, and replaces it with a new merit-based points system that awards green cards to only the most skilled foreign workers who have a job offer from employers with salaries that are at least 1.5x the state's median salary.
The new RAISE Act would:
- Keep immigration preferences for the spouses and minor children of U.S. residents, encouraging the unification of nuclear families
- Eliminate preferences for extended family and grown adult family members of U.S. residents
- Create a renewable temporary visa for parents of U.S. citizens for care taking purposes
- Eliminate the outdated visa lottery
- Limit refugees offered permanent residency to 50,000 per year, in line with a 13-year average
- Replace the current permanent employment-visa framework with a skills-based points system, akin to the systems used by Canada and Australia
Create a renewable visa for caretakers of US citizens interprets to anchor babies' parents - millions of illegals would receive permission to be here and they will stop leaving with their kids and continue to have kids.

Right now it looks like they want to cut legal immigration and sneak in an amnesty for DAPA and DACA.
NO AMNESTY
