On Wednesday, 17-year-old Kyle Rittenhouse was arrested in Illinois on charges of first-degree murder after allegedly shooting and killing two protesters the night before during protests in Kenosha, Wisconsin, in response to the shooting of Jacob Blake earlier this week.

During the Kenosha Police Department’s first press conference in response to the Blake shooting and subsequent protests, Chief Daniel Miskinis blamed the unidentified victims in Tuesday night’s shooting for their own deaths, saying the violence was the result of the “persons” involved violating curfew:

Persons who were out after the curfew became engaged in some type of disturbance, and persons were shot.

Everybody involved was out after the curfew. I’m not going to make a great deal of that, but the point is the curfew is in place to protect. Had persons not been out involved in violation of that, perhaps the situation that unfolded would not have happened.

“It is the persons who were involved after the legal time, involved in illegal activity, that brought violence to this community,” Miskinis added later, seeming to blame protesters who were on the streets because a still-unnamed member of Miskinis’ department shot Blake seven times in the back as his children watched.

Miskinis would not give the names of the “persons” who were the victims of Wednesday’s murders, but did say they were “a 26-year-old Silver Lake resident and a 36-year-old Kenosha resident.”

In describing the shooting of two protesters, Miskinis also declined to call it a homicide and instead referred to it by various euphemisms often used to describe killings by a police officer, which Rittenhouse is not.

He said that the shooter “was involved in the use of firearms to resolve whatever conflict was in place” and that there was a “disturbance that led to the use of deadly force.”

Additionally, Miskinis refused to comment on the video of Blake’s shooting, but offered that there may have been a reasonable explanation for the man being shot seven times in the back, which has reportedly left him paralyzed and in critical condition. (The officer has been put on administrative leave and has not been fired or arrested.)

“I’m not going to address that [video] because it is one snippet of a very large situation and much as what’s happened across this nation for a long period of time, it’s focused on what you see in this much of an incident,” Miskinis said, apparently alluding to other police shootings of unarmed Black men. “It’s unfair to everybody involved, whether you’re the person using force or the person being arrested that the picture isn’t painted.”

Video taken on Tuesday before the shooting showed Rittenhouse gathered with what appeared to be members of armed militia groups. Those vigilante groups had gathered on Tuesday night, it was reported by CNN and the Verge, in response to calls on Facebook for “any patriots willing to take up arms and defend our city tonight from the evil thugs.”

When asked about the vigilante groups, Miskinis defended them as civilians out to protect property and “exercise their constitutional right.”

“Across this nation there have been armed civilians who have come out to exercise their constitutional right and to potentially protect property,” he said. “Am I aware that groups exist? Yes, but they weren’t invited to come.”

Miskinis’ views of the gathering of vigilante groups that reportedly led to the killing of two local men appears to be very much in line with those of his department. Before the shooting, officers in armored vehicles could be seen giving water to armed men gathered with the alleged shooter and telling them, “We appreciate you guys, we really do.” After the killings, the alleged shooter walked slowly past a series of police vehicles with his arms raised and was allowed to simply walk away. (It’s not yet clear what the officers knew about the shooting at the time, but the shots were audible in nearby footage.)

When asked why his officers had given the armed men water and thanked them, Miskinis said, “Our deputies would toss a water to anybody” and “You’re asking me to tell you what one person did. I can’t tell you that.” In explaining why his officers were able to show such restraint with Tuesday’s shooter, he blamed the “high stress” situation on the scene and possible “tunnel vision” on the part of his officers.

“I’m not making an excuse. I’m just telling you from personal experience what could have done that,” he said.

Toward the end of his comments, Miskinis was asked about the vigilante groups and again compared them to the protesters who had violated curfew, saying both sides were to blame.

“It’s no different than those on the protesters’ side who are walking around armed and those who are counterprotesters, or those who are just witnessing, to be armed, so I’m not going to address any more issues relative to that,” he said.

When asked if he wanted the vigilante groups to be present again after Wednesday night’s curfew, Miskinis refused to reply.

“I just said I’m not going to answer any more questions,” he said.

When asked again, he again refused to say.

“I’m done talking about that,” Miskinis said.

At the end of the press conference, Kenosha Mayor John Antaramian clarified whether the city wanted armed vigilante groups patrolling the street after the killing of two civilians. “No, I don’t need more guns on the street in the community,” he said.

Trump: Federal assistance on way; Evers: More National Guard coming to Kenosha

President Trump announced on Twitter that he is sending federal assistance to Wisconsin, and that Gov. Tony Evers has accepted it.

"We will not stand for looting, arson, violence and lawlessness on American streets. My team just got off the phone with Governor Evers who agreed to accept federal assistance (Portland should so the same!)," Trump tweeted.

Rep. Bryan Steil, R-District 1, and U.S. Sen. Ron Johnson, R-Wisconsin, made this statement after Evers decided to accept Trump's offer:

“It is a tragedy that two people had to lose their lives before Gov. Evers was willing to set aside politics and accept President Trump’s help to restore order in Kenosha. Violence and chaos like we’ve seen the last three nights do nothing to advance justice, and they drown out the voices of those protesting peacefully. Going forward, our focus should be on healing – for Jacob Blake, for the lives turned upside down in the rioting, and for the community of Kenosha.”

Also Wednesday, Evers announced he has authorized 500 members of the Wisconsin National Guard to support local law enforcement in Kenosha County this evening.

The governor is continuing to work with other states in facilitating additional National Guard and state patrol support.

On Monday, at the request of local officials, the governor announced he authorized the Wisconsin National Guard to help protect critical infrastructure and assist in maintaining public safety and the ability of individuals to peacefully protest in Kenosha County. On Tuesday, in addition to declaring a state of emergency, he authorized increasing Wisconsin National Guard support for Kenosha County to 250 members.

Kenosha has seen three nights of protesting, rioting, looting and violence since Sunday after the shooting of Jacob Blake of Kenosha by kenosha police.

Video evidence appears to show first Kenosha shooting victim charging shooter, using N-word while taunting militia members

    Leon Wolf

As new details continue to emerge concerning a deadly confrontation between rioters and a militia group in Kenosha, Wisconsin, a new video appears to show that the first victim charged at the shooter, who appeared to be attempting to retreat behind a car, and threw an object at him.

It also appears that the first shooting victim of the bloody night may have been the same person who was caught on video before his shooting, taunting a member of an armed militia with the N-word and daring him to "Shoot me."

Earlier in the evening, shortly before the shooting, Townhall writer Julio Rosas caught video, which he posted to Twitter, of some protesters involved in an increasingly agitated discussion with members of a "militia" that was apparently present in an attempt to protect Kenosha businesses from damage caused by rioting and/or looting.

In the clip, one bald white, bearded individual who was seen wearing a maroon shirt, white sneakers, and carrying a white plastic bag begins to taunt one of the militia members (some of whom were black), saying, "shoot me, n*****!"

    Content warning: Rough language

That individual can be seen wearing a maroon shirt, capri-length jeans, white sneakers with white socks, and a tan belt.

And earlier in the video, with a white plastic bag:

Image source: Julio_Rosas11 twitter video screen shotNewly released video of the seconds before the shooting shows an individual charging toward another individual with a gun and throwing what appears to be a white plastic bag at him.

Notably, this was the first shooting of the night, which caused the crowd to chase after the shooter and attempt to subdue him, whereupon two more individuals were shot.

Although the video quality is admittedly poor, it appears to show the shooter point the gun up in the air and fire a warning shot, which does not deter his would-be pursuer at all. The pursuer and the gunman both disappear around the corner of a car, whereupon several more gunshots can be heard, presumably one of which hit the pursuer in the head.

Another video, which is extremely graphic and can be viewed at this link, shows the victim after the shooting, and his clothing:

Image source: livesmattershow Twitter video screen shot

The victim, as you can see, is wearing the same capri-length style of jeans, also with white sneakers and crew socks, as well as the same color belt. Close ups from the video show that the maroon object around his head appears to be a maroon shirt that has been repurposed as a head wrap.

Additionally, a Twitter user noticed that the shirt worn by the bald male in the Rosas video certainly appears to be the same shirt that was wrapped around the victim's head.

Additionally, the white plastic bag thrown by the victim seconds before he is shot appears to be similar if not identical to the white bag thrown by the victim at the shooter right before he is shot. Additionally, although the maroon shirt covers a substantial portion of the victim's face, he appears to have reddish-brown facial hair that matches the individual from the Rosas video.

Police have not yet released the names or identities of the victims. They have charged a 17-year-old Illinois resident with first-degree murder in connection with the shooting.
