    Soros has bankrolled efforts to challenge voter ID laws, register minority voters

    A top priority of liberal billionaire George Soros is to enlarge the U.S. electorate by 10 million voters by 2018, according to leaked documents.

    The plan to grow the electorate by millions of voters was discussed during a May 2014 board meeting of the Open Society Foundations, a liberal grant-making group founded by Soros. A 220-page guide detailing the plan was among more than 2,500 hacked Soros documents released by DC Leaks, which publishes documents from influential officials around the world.

    The guide covers strategies and tactics the group will employ in the United States from 2015 to 2018. The top goals listed by the guide are to “advance electoral reform” and “combat suppression.”

    “The following four goals form the scaffolding of U.S. Programs’ work,” the guide states. “1. An American democracy strengthened through increased meaningful participation, inclusive practice, and accountability.” The third strategic goal expands upon this, calling for “Full political, economic, and civic participation of immigrants and communities of color by dismantling the barriers and strengthening the conduits to opportunity.”

    Later, the guide discusses expanding the electorate by “at least 10 million voters” in the United States. This would be accomplished “by lowering barriers to voter registration through the various forms of modernization and increased ballot access while sustaining and expanding the franchise by establishing strong protections against vote suppression, denial and dilution.”

    An Open Society Foundations spokesperson affirmed the group’s interest in voter turnout.

    “The Open Society Foundations supports efforts to encourage wider participation in U.S. elections, and opposes measures used to try to suppress voter participation,” the spokesperson said via email.

    The leaked documents help explain why Soros has quietly funded efforts to battle voter identification laws and target Democratic-trending voters for registration.

    Soros began supporting challenges to voter ID laws in 2014.

    “We hope to see these unfair laws, which often disproportionately affect the most vulnerable in our society, repealed,” Soros said about the campaign in 2015. He vowed to spend at least $5 million on the effort.

    The campaign’s leader is Marc Elias, a partner at the D.C-based law firm Perkins Coie and Hillary Clinton’s top campaign lawyer. Elias’ work on the legal project is separate from his work on the campaign, although Clinton supports the effort.

    The first in a series of lawsuits claiming that voter ID laws disproportionately hurt minority voters was filed in Ohio just days before the Open Society documents were transmitted to the board of directors in May 2014.

    Elias filed the Ohio lawsuit on behalf of a group called the Ohio Organizing Collaborative. That group was later replaced on the lawsuit when it was investigated by a state criminal agency for allegedly forging signatures and registering dead people to vote.

    Weeks after the Ohio lawsuit was filed, a second lawsuit was filed challenging Wisconsin’s voter ID laws. A third lawsuit was filed in Virginia soon afterward, a challenge Soros and Elias would ultimately lose. Lawsuits in other states followed.

    Soros has also funded recent voter registration campaigns from his own bank account.

    Soros donated $3 million to the Immigrant Voters Win PAC, which was established to fund the Families Fight Back campaign. That campaign aims to register 400,000 Hispanic voters in swing states before the November elections.

    J. Christian Adams, president of the Public Interest Legal Foundation, a nonprofit law firm that litigates to defend election integrity, said that Soros is spending big to transform American elections.

    “George Soros is involved in every aspect of manipulating the rules of American elections,” Adams told the Washington Free Beacon. “From funding Pew’s efforts to centralize election administration, to fueling litigation that attacks election integrity laws, to fanning the flames of racial agitation and polarization, Soros dollars are doing all they can to fundamentally transform American elections.”

    DCLeaks Website Down, Twitter Suspended After Releasing Soros Docs

    DCLeaks, a website that releases information on powerful political figures, has had part of its website taken offline after releasing a cache of documents on billionaire donor George Soros. The @DCLeaks Twitter account has also been suspended from Twitter for reasons unknown.

    The website had previously released 2,500 internal Open Society Foundation (OSF) documents in order to “shed light on one of the most influential networks operating worldwide.” OSF is one of Soros’ networks of organizations.

    The leaked documents had resulted in several damaging reports about the organization. OSF had previously confirmed that the documents were legitimate.

    Before the website went offline, an OSF spokesperson had called the leaks “a symptom of an aggressive assault on civil society and human rights activists that is taking place globally” in a statement released to The Daily Caller.

    Open Society Foundations Claims Secret Payments To Foreign Gov Officials Were To ‘Boost Democratic Practice’

    A spokesperson for Open Society Foundations told The Daily Caller that the group was trying to “boost democratic practice” by secretly funneling $135,000 to foreign government officials.

    As originally reported by TheDC, from July 2013 to February 2015 OSF secretly paid hundreds of thousands of dollars to four key staffers working for the prime minister of Moldova, including chief of staff Eugen Sturza. The organization, which is controlled by liberal billionaire George Soros, worked around Moldovan laws by funneling the money through a German non-profit.

    A leaked July 2014 memo revealed the payments, which were approved by now-OSF regional director Leonard Benardo.

    “Due to the constraints in the Moldovan legislation, OSF cannot directly pay staff members of PM office. The advisors will be paid as research consultants within a project run by a German think tank — the Institute for European Policies (Institut für Europäische Politik),” the memo said.

    OSF paid each of the staffers $33,750 between July 2014 and February 2015 for a total of $135,000. An additional $6,750 marked as “admin cost” went to the Institute for European Policies.

    It’s unclear how much money OSF shelled out between July 2013 and July 2014, but the memo states that the organization was paying three of the staffers during that time period (the fourth started receiving payments in July 2014).

    An OSF spokesperson said the payments were “an effort to work with civil society and governments to boost democratic practice and strengthen human rights” in a statement released to TheDC.

    “A number of Open Society Foundations internal documents, including strategies, work plans, and funding requests, have been published after being removed from an online community that served as a resource for our staff, board members, and partners. In some cases, the materials reflect big-picture strategies over several years from within the Open Society Foundations network, which supports human rights, democratic practice, and the rule of law in more than 100 countries around the world. This attack is a symptom of an aggressive assault on civil society and human rights activists that is taking place globally,” the statement said.

    “The project described in the document you reference aimed to undertake in-depth research and explore possible recommendations on how to make headway towards resolving the seemingly intractable Transnistria conflict, an important provision in Moldova’s Association Agreement with the European Union. Part of the researchers’ mission was to share the recommendations as advice with the prime minister and his cabinet. What you call ‘backdoor bankrolling’ is an effort to work with civil society and governments to boost democratic practice and strengthen human rights.”

    Leaked Memo Reveals Soros Plan for Federally Controlled Police

    A leaked document from George Soros’s Open Society Foundations exposes the billionaire’s level of involvement in attempting to build what his organization describes as a “national movement” to reform local police forces across the U.S. The reform largely consists of federal guidelines for local police forces.

    The document identifies an opportunity in the police killings of African-American men in Ferguson, Staten Island, North Charleston, and Baltimore. It relates that the U.S. contingent of Open Society held a planning meeting titled, “Police Reform: How to Take Advantage of the Crisis of the Moment and Drive Long-Term Institutional Change in Police-Community Practice.”

    The extensive memo further documents that Soros-financed groups and personalities influenced President Obama’s Task Force on 21st Century Policing, which last May released a final report consisting of 60 recommendations providing guidance to localities on how to modify policing practices.

    The information was contained in a 59-page report on an Open Society Foundations’ U.S. Programs board meeting in New York from May 7-9 of last year.

    The document states that the Foundations’ U.S. Programs (USP) was seeking to use “this moment” – meaning the so-called crisis in policing following high profile shootings and charges of racism – to “create a national movement” for police reform.

    States the board meeting document:
    The federal government is seeking philanthropic support for a number of its initiatives. In addition to seeking support to advance the implementation of the recommendations of the Presidential Taskforce, the White House recently launched the Policing Data Initiative to explore how best to use data and technology to build trust, voice, and solutions to improve community policing.

    The Department of Justice recently selected the first six cities to host pilot sites for the National Initiative for Building Community Trust and Justice, which was launched last fall to help repair and strengthen the relationship between law enforcement and the communities they serve by exploring strategies intended to enhance procedural justice, reduce implicit bias, and support racial reconciliation.

    We are gaining a better understanding of these efforts in order to determine how best USP can use this moment to create a national movement. We have already had a set of preliminary conversations with about a dozen key stakeholders and will undertake a field scan to map the areas of work currently underway to advance police reform, including an assessment of the redundancies and gaps in work, and opportunities for collaboration. As we proceed, we will engage the funder network we helped to establish, the Executive Alliance on Men and Boys of Color, which now includes forty foundations.
    The document also identifies reducing incarceration rates as another goal of police reform:

    The police killings of African-American men in Ferguson, Staten Island, most recently in North Charleston, Baltimore, and many other American cities, highlight that reform of policing policy and practice must be integral to our criminal justice agenda. Notably, while such reform activities are inextricably linked with our concerns about racial justice and equity, in particular about advancing opportunity for boys and men of color, they are also critically related to our goal of reducing incarceration, given the role that police practices play in bringing people into the justice system.
    The memo states Soros-financed groups and activists influenced Obama’s police reform task force. One of the nine members of the task force was Bryan Stevenson, identified on the final task force report itself as “Founder and Executive Director, Equal Justice Initiative.” However, as the Soros document highlights, Stevenson also serves on the board of the Open Society Foundations’ U.S. Programs. The Foundations’ document also states that a number of Soros-financed organizations gave testimony to Obama’s police reform task force.

    The document states:
    Perhaps more promising is the taskforce empaneled by President Obama on policing, which developed more than 60 recommendations to provide direct support and guidance to localities on how to improve policing practices. (USP Advisory Board member Bryan Stevenson served as a member of the taskforce and a number of grantees, including NAACP-Legal Defense Fund [LDF], Leadership Conference on Civil and Human Rights [LCCHR], and others, testified at its hearings.)

    Since the release of the taskforce’s recommendations earlier this month, there has been much discussion about how best to ensure effective implementation given the federal government’s limited authority to dictate reform at the local level.
    The memo reveals a coalition of Soros-financed groups and other organizations advocating for police reform:

    The events of the past several months have understandably led to a wide range of activities, including a variety of advocacy efforts, to respond to the significant challenges in policing that have been exposed and the opportunity to promote meaningful and lasting change.

    For example, organized under the banner of the Civil Rights Coalition on Police Reform, organizations like the Lawyers’ Committee for Civil Rights Under the Law, LCCHR, and LDF are advocating for federal reform efforts with a particular emphasis on data collection and transparency and, as noted above, effecting federal funding streams.

    A variety of other national advocacy organizations, including grantees Advancement Project, PolicyLink, the Center for Popular Democracy, and the ACLU are working to provide advocates with toolkits and resources to help their organizing efforts. Locally based groups such as the Ohio Student Association, the Organization for Black Struggle, the Asian Law Caucus, and the ACLU of New Jersey, to name a few, are advocating for specific reforms at the city and state levels.
    It identifies Black Lives Matter as central to the national campaign: “Another layer of grassroots and youth-oriented groups like Freedom Side, Ferguson Action, Black Lives Matter, and Million Hoodies Movement for Justice are also advocating for specific reforms.”

    Earlier this month, Breitbart News first reported that another hacked Soros document confirmed that the Open Society last year approved $650,000 to “invest in technical assistance and support for the groups at the core of the burgeoning #BlackLivesMatter movement.”

    The Open Society also called for a discussion on whether it would be appropriate for the Soros group to try to “shape” Black Lives Matter in the future, that document related.
