    Mark Levin points out the what he believes is a direct connection between the IRS and Senator Carl Levin.
    Carl Levin is the Chairman of the Homeland Security and Government Affairs Permanent Subcommittee on Investigations in the Senate, which has standing subpoena power.
    He was, according to Levin, calling for the prosecution of political opponents, conservative Americans.
    The IRS headquarters in DC responded to pressure by Levin. Sen Levin sent letters to the IRS, becoming personally involved, citing a conservative group and the type of action that the IRS should be taking against them.
    Senator Levin viewed the matters as urgent, and wanted a response by April of 2012, well in advance of the November election.
    Mark Levin sees an attempt to overwhelm and delay the approval of these groups and believes there is no doubt that he was in communication with the White House.
    Mark Levin also questions whether the Senator’s upcoming retirement is in response to his criminal acts and an attempt to avoid the consequences.
    The Deputy Commissioner wrote to Sen Levin that the standard practice is to individualize the information requested, and emails indicate collusion.
    The paper trail shows direct targeting of Tea Party applications, with a development of a system for abuse.
    The information indicates that the agents in Cincinnati were being prodded, pushed and working with Senator Levin.
    Judicial Watch has once again come through for the American people. Levin says this is no longer a scandal about the IRS, it is a scandal about the U.S. Senate and the Obama White House.



    Mark Levin says that Senator Levin was using his office to carry out the demands of the Democrat White House and the Democrats. Levin says, “We have a criminal conspiracy at the highest levels of government and it is the worst of the worst types of scandals.”

    Don't leave Elijah ummings out of the game. His office was contacting the IRS also. I will not b surprised to learn that the entire thing was a "vast Democratic conspiracy".

    Judicial Watch does it again, and this is a big one. They obtained, through a FOIA request, emails between top IRS officials and Senator Carl Levin which indicate they were working together throughout at least 2012 to target specific conservative groups in order to impact the presidential and other elections in favor of the Democrats.
    Katie Pavlich of Townhall.com is interviewed and covers the specifics. The emails show ongoing conversations between the Deputy IRS Commissioner Steven Miller and Levin, including discussions of how they could dig through the regulations to find something upon which to base a revocation of their tax exempt status.
    Miller reassures Levin not to worry, that the IRS has broad discretion and they will indeed use it.
    That cackling sound you hear in the background is the chickens coming home to roost.

    Judicial Watch today released a new batch of Internal Revenue Service (IRS) documents revealing that its handling of Tea Party applications was directed out of the agency’s headquarters in Washington, DC. The documents also show extensive pressure on the IRS by Senator Carl Levin (D-MI) to shut down conservative-leaning tax-exempt organizations. The IRS’ emails by Lois Lerner detail her misleading explanations to investigators about the targeting of Tea Party organizations.

    One key email string from July 201 2 confirms that IRS Tea Party scrutiny was directed from Washington, DC. On July 6, 2010, Holly Paz (the former Director of the IRS Rulings and Agreements Division and current Manager of Exempt Organizations Guidance) asks IRS lawyer Steven Grodnitzky “to let Cindy and Sharon know how we have been handling Tea Party applications in the last few months.” Cindy Thomas is the former director of the IRS Exempt Organizations office in Cincinnati and Sharon Camarillo was a Senior Manager in their Los Angeles office. Grodnitzky, a top lawyer in the Exempt Organization Technical unit (EOT) in Washington, DC, responds:
    EOT is working the Tea party applications in coordination with Cincy. We are developing a few applications here in DC and providing copies of our development letters with the agent to use as examples in the development of their cases. Chip Hull [another lawyer in IRS headquarters] is working these cases in EOT and working with the agent in Cincy, so any communication should include him as well. Because the Tea party applications are the subject of an SCR [Sensitive Case Report], we cannot resolve any of the cases without coordinating with Rob.
    The newly released IRS documents contain several letters and emails revealing an intense effort by Levin and IRS officials to determine what, if any, existing IRS policies could be used to revoke the nonprofit exemptions of active conservative groups and deny exemptions to new applicants. In a July 30, 2012, letter, Levin singles out 12 groups he wants investigated for “political activity.”
    In perhaps the most revealing letter from the IRS to Levin, Miller on June 4, 2012, takes 16 pages to explain to the senator what IRS regulations and policies may and may not be used to evaluate political groups and assures him that the agency has considerable leeway in picking and choosing which groups would be subject to additional scrutiny: “These new documents show that officials in the IRS headquarters were responsible for the illegal delays of Tea Party applications,” stated Judicial Watch President Tom Fitton. “It is disturbing to see Lois Lerner mislead the IRS’ internal investigators about her office’s Tea Party targeting. These documents also confirm the unprecedented pressure from congressional Democrats to go after President Obama’s political opponents. The IRS scandal has now ensnared Congress.”

    New Emails: Democratic Senator Pressured IRS To Target Groups

    The IRS’ Washington, D.C. headquarters targeted conservative groups in part due to pressure from Democratic Sen. Carl Levin, according to emails obtained by the watchdog group Judicial Watch and reviewed by The Daily Caller.
    Levin, chairman of the Senate Homeland Security and Governmental Affairs’ permanent subcommittee on investigations, wrote a March 30, 2012 letter to then-IRS commissioner Douglas Shulman discussing the “urgency” of the issue of possible political activity by nonprofit applicants. Levin asked if the IRS was sending out additional information requests to applicant groups and citing an IRS rejection letter to a conservative group as an example of how the IRS should be conducting its business.
    A top IRS official replied that the agency could send out “individualized questions and requests.”
    “Some entities claiming tax-exempt status as social welfare organizations under 26 U.S.C.&501(c)(4) appear to be engaged in political activities more appropriate for political organizations claiming tax-exempt status under 26 U.S.C.&527,” Sen. Levin wrote. “Because of the urgency of the issues involved in this matter, please provide the following information by April 20, 2012.”
    Levin asked ”if it is not provided on a routine basis, approximately what percentage of such applicants receive an IRS questionnaire seeking information about any political activities, and how the IRS determines whether and when to send that questionnaire; and approximately how many days after an application is filed that questionnaire is typically sent.”
    Levin cited a 1997 IRS rejection letter to the conservative group National Policy Forum, formed by former Republican National Committee chairman Haley Barbour, and asked Shulman, “Is it still the position of the IRS that a 501(c)(4) organization cannot engage in any partisan political activity, even as a secondary activity?”
    Then-IRS deputy commissioner Steven T. Miller sent Levin a 16-page response explaining that the flexibility of IRS rules allow for the agency to “prepare individualized questions and requests.”
    “There is no standard questionnaire used to obtain information about political activities,” Miller wrote. “Although there is a template development letter that describes the general information on the case development process, the letter does not specify the information to be requested from any particular organization … Consequently, revenue agents prepare individualized questions and requests for documents relevant to the application. . .”
    As TheDC has extensively reported, IRS agents targeted groups’ donors, seized training information, demanded personal information on college interns, and even targeted individuals by name.
    The emails obtained by Judicial Watch clearly demonstrate that the targeting was based in Washington, D.C.
    IRS official Holly Paz wrote a July 6, 2010 email to Washington-based IRS lawyer Steven Grodnitzky “to let Cindy and Sharon know how we have been handling Tea Party applications in the last few months.” Grodnitzky replied to the email, confirming that the Washington-based Exempt Organization Technical unit (EOT) was designing the targeting in the nation’s capital.
    “EOT is working the Tea party applications in coordination with Cincy. We are developing a few applications here in DC and providing copies of our development letters with the agent to use as examples in the development of their cases,” Grodnitzky wrote.
    “Chip Hull [another lawyer in IRS headquarters] is working these cases in EOT and working with the agent in Cincy, so any communication should include him as well. Because the Tea party applications are the subject of an SCR [Sensitive Case Report], we cannot resolve any of the cases without coordinating with Rob,” Grodnitzky wrote.
    “Rob” is believed to be then-IRS director of rulings and agreements Rob Choi, who was based at the agency’s Washington headquarters, according to Judicial Watch.
    Lois Lerner also sent an April 2013 email to IRS internal investigators shortly before the scandal broke, explaining that “staff used their own interpretations of the brief reference to ‘organizations involved with the Tea Party movement,’ which was what was on the BOLO list.”

    Newly released internal IRS emails obtained by the group Judicial Watch document active direction... Newly released internal Internal Revenue Service emails obtained by the group Judicial Watch document active direction by the federal tax agency's headquarters in targeting Tea Party and conservative nonprofit applicants during the 2010 and 2012 campaigns.
    The emails were obtained by the conservative non-profit in response to a Freedom of Information Act request.
    In a July 2012 email, Holly Paz, who was then director of the IRS Rulings and Agreements division, asked IRS lawyer Steven Grodnitzky “to let Cindy and Sharon know how we have been handling Tea Party applications in the last few months.”

    Cindy Thomas is the former director of the IRS Exempt Organizations office in Cincinnati, and Sharon Camarillo was a senior manager in its Los Angeles office.
    The email conflicts with claims by Obama administration officials that the targeting effort was done exclusively by the government workers in the Cincinnati IRS office.
    Grodnitzky worked in the IRS headquarters' Exempt Organizations Technical Unit. In his response to Paz, he said his colleagues were "working the Tea party applications in coordination with Cincy. We are developing a few applications here in D.C. and providing copies of our development letters with the agent to use as examples in the development of their cases."
    In a February 2010 memo, Thomas directed a colleague to "let 'Washington' know about this potentially politically embarrassing case involving a 'Tea Party' organization.
    "Recent media attention to this type of organization indicates to me that this is a 'high profile' case. In addition to 501(c)(4) typical legislative activities, application indicates possible future political candidate support."
    Portions of the February 2010 Thomas email that were redacted by the Obama administration when it was provided to the House Ways and Means Committee were left visible in the response to Judicial Watch.
    A third email being made public today by Judicial Watch came from Lois Lerner, the former IRS Exempt Organizations chief who was recently held in contempt of Congress by the House of Representatives.
    In the April 2013 email, Lerner describes the broad criteria for including a nonprofit applicant among those targeted as being linked to the Tea Party under the BOLO -- "Be On The Lookout" for -- designation:
    Such applicants included "organizations meeting any of the following criteria as falling within the BOLO's reference to "tea party" organizations: 1. 'Tea Party', 'Patriots' or '9/12 Project' is referenced in the case file. 2. Issues include government spending, government debt and taxes. 3. Educate the public through advocacy/legislative activities to make America a better place to live. 4. Statements in the case file that are critical of the how the country is being run."
