Mayor Adams declares state of emergency over NYC migrant crisis, seeks help from feds, state

Mayor Adams declared a state of emergency Friday over the city’s migrant crisis and pleaded for financial and legislative assistance from the federal government and state lawmakers.
The declaration will suspend certain land-use requirements so the city can more rapidly set up emergency housing for migrants, such as the controversial tent camp set to be constructed on Randalls Island, Adams said in a speech from City Hall.

But the declaration only goes so far.
With more than 17,000 South and Central American migrants currently in the city, the homeless shelter system is nearly at 100% capacity and social services are being strained to the brink of collapse, Adams said.

“It is burning through our budget,” he said, predicting that the city will spend more than $1 billion on the crisis in this fiscal year alone. “This is unsustainable.”
As a result, Adams demanded that President Biden’s administration and Albany lawmakers do what they can to help, including allocating emergency funding and passing legislation that would expedite work permits for the migrants.
“This is an all-hands-on-deck moment,” he said.

The massive influx of migrants has placed a big burden on the city’s homeless shelter system. That pressure has led to several apparent violations of the state’s right-to-shelter law, which requires the city to provide housing to anyone who seeks it within a proscribed timeframe.
To relieve the burden on shelters, Adams signaled last week that he planned to house some migrants in tents at an Orchard Beach parking lot in the Bronx. But earlier this week, he reversed himself over concerns of flooding there. Instead, he opted to move the tent encampments to Randalls Island.

In a statement released by the Legal Aid Society and the Coalition for the Homeless, which act as watchdogs regarding the right to shelter law, the groups slammed Adams for failing to invest more adequately in affordable housing, which would also ease the burden on shelters.
“It is the city’s historic shameful failure to adequately invest in affordable housing that has continued to fuel mass homelessness,” they said in the statement. “We reaffirm our call on the city to abandon its plan to construct tent cities, and to instead focus on high-quality indoor shelter options and permanent housing.”

Also at play on Friday are the politics of the situation — both here and in other states. Many of the migrants streaming into the city have come from Texas. That state’s governor, Greg Abbott, who’s running for re-election, has directed buses filled with asylum seekers to the Big Apple as a way to criticize Biden’s border policies.
Biden is also seeking a referendum on his effectiveness in the coming November midterm elections. And Gov. Hochul is also seeking re-election.

The mayor said he is not concerned about politically putting Democratic allies in a tight spot.
“[Biden] understood the urgency of the moment,” Adams said, referring to his most recent conversation with the president. “Speaking with the governor’s office, they understand the urgency of the situation. There was never a time that they stated, ‘Eric, you know, we don’t want to engage in this conversation because it’s too political.’ Nope, they did not do that at all.”
He would not offer specifics regarding exactly how the state might help as far as providing locations to house asylum seekers, but noted that “there are plenty of locations that are under state control that I believe we should look at.”
“Right now, I’m not going to disclose exact locations,” he said. “As soon as we get the approval from them — the inspections that state that they’re suitable for people to be inside — we’re going to make a formal announcement.”

(Barry Williams/)During a press conference after his speech, Adams offered few details on which aspects of the city’s land use laws his administration intends to tweak. He did say the city does not plan to suspend its Uniform Land Use Review Procedure as part of the process, though.
Bronx Councilman Rafael Salamanca, who chairs the Council’s Land Use Committee, said he has “no idea” which specific land use requirements the mayor is targeting, but speculated that the changes could involve rezoning industrial and commercial areas to house the asylum seekers. That could mean retrofitting vacant warehouses to help ease the city’s burden, he said.

“My team is looking into it and we’re reaching out to [the mayor] because we want to understand: What are you suspending?” Salamanca said.
New York City Corporation Counsel Sylvia Hinds-Radix also did not offer much in the way of specifics when it comes to suspending land-use requirements.
“It does not suspend all our city laws, but just the land-use laws,” she said, adding that more details would be “forthcoming.”
On Wednesday, Council Speaker Adrienne Adams and several other Council members put out a statement urging Hizzoner to consider vacant hotels as an option for housing migrants. The Daily News at the time requested a list of the hotels they were referring to, but the Council still has not made it public.
Before taking questions from reporters, Adams urged them to inquire with the Council as to why it has not yet released a list of potential hotels to house migrants.
“Can you ask the City Council where’s the list?” he said. “Cause we can’t get it. They said there were ten hotels that were available and we should be using them ... People need to stop criticizing. They need to step up.”
Without calling out anyone by name, Adams also slammed Council members for demanding the city house migrants in hotels while at the same time telling his administration that they don’t want to house migrants in their Council districts.
“I cannot tell you how many Council people, local electeds that are yelling, ‘house people,’ but are saying ‘not in my district,’” the mayor said. “You can’t have it both ways.”

When asked about cooperation with the City Council and complaints that he provided little notice to Council members Diana Ayala and Marjorie Velazquez, who represent Randalls Island and Orchard Beach, respectively, Adams again appeared to point his finger back toward lawmakers, saying that his administration has been “communicating with them all the time on this.”
“There’s a deafening silence that’s coming from other parts of government,” he said. “This is not one of these operations where we can sit down and analyze what’s taking place. We had nine buses yesterday. We have eight buses today. We’re getting hundreds of people that are coming here, and it’s going to take real-time movement.”
In an ironic twist, the city’s Immigration Affairs Commissioner Manuel Castro suggested that many of the migrants in New York City could end up in Florida. That state’s governor, Ron DeSantis, also made waves weeks ago when he sent migrants to Martha’s Vineyard.
About one-third of the asylum seekers coming into the city want to be re-settled in other parts of the country, according to Castro. Many of those coming into the city began their journey from Venezuela.
“The largest population of Venezuelans in the country are in Florida, and that’s where most people indicated where they wish to be,” he said. “It really is up to the individuals. We want to make sure that we support people getting to where they wish to go.”

Biden quietly unveils new border policy that could ease flow of migrant asylum seekers from Venezuela to NYC

President Biden’s administration quietly announced on Wednesday that Venezuelans who enter the U.S. illegally will be “returned” to Mexico and that those seeking asylum must secure a sponsor, undergo a public safety screening and fulfill certain, as yet unspecified vaccination requirements, according to a statement put out by the Department of Homeland Security.
The policy is coming after New York City has buckled for months under the strain of migrants — many of them Venezuelans — streaming into the five boroughs in search of refuge.

So far this year, nearly 20,000 migrants have come to the Big Apple.
In that time, Mayor Adams has pleaded for assistance from the state and federal government to help relieve the pressure the influx of new arrivals has placed on the city’s homeless shelter system.
Biden’s new policy — pieces of which were posted with little fanfare on the Department of Homeland Security’s website Wednesday — is similar to former President Donald Trump’s in that it allows for migrants to be sent back to Mexico if they enter the U.S. illegally.

Two areas where the policy differs from Trump’s are the provision that asylum seekers must secure sponsorship in the form of someone providing financial support in the U.S. and a clearer path to legal residency. The Department of Homeland Security did not immediately respond to a message.
According to DHS, the new policy seeks to establish a safer and more orderly process for people fleeing Venezuela and ease the pressure on cities like New York that have been taking in the migrants.
“These actions make clear that there is a lawful and orderly way for Venezuelans to enter the United States, and lawful entry is the only way,” said Secretary of Homeland Security Alejandro Mayorkas in a written statement. “Those who attempt to cross the southern border of the United States illegally will be returned to Mexico and will be ineligible for this process in the future. Those who follow the lawful process will have the opportunity to travel safely to the United States and become eligible to work here.”

The new program will also establish new migration checkpoints along the southwestern border, target human smuggling rings, and create a new process to lawfully allow up to 24,000 “qualifying” Venezuelans into the U.S.

Migrants who’ve been ordered removed from the U.S. in the last five years or who have crossed the border illegally after Oct. 12 will be ineligible to remain in the U.S. People who are permanent residents or dual nationals of countries other than Venezuela or who hold refugee status in a country other than the U.S. would also be subject to deportation.

“Venezuelans should not travel to Mexico to pursue entry into the United States,” according to DHS.
In the written statement it issued Wednesday, the agency noted that it “may consider expanding [the process] in the future,” but it did not elaborate on what exactly that means.
Over the past several months, assistance from the feds and state has either come in trickles, or not at all. Gov. Hochul activated more than 140 members of the New York National Guard to assist with the logistics of setting up tents to house migrants on Randalls Island recently, but with the midterm elections looming and Hochul in the middle of her own re-election run, both she and Biden have appeared reluctant to make any moves that would supply Republicans with talking points on a hot-button issue like immigration.
Despite the politics, Adams, also a Democrat, delivered a speech from City Hall last Friday renewing his demands that the feds and state do more to provide assistance to the city. Among those asks were that the federal government loosen work requirements for migrants now in the U.S. and that there be a concerted effort to distribute the burden felt by New York to other cities and states.

On Thursday, Adams pointed to the president’s new policy as a victory — but with the caveat that more needs to be done.
“While details are still emerging, this federal action is a short-term step to address this humanitarian crisis and humanely manage the flow of border crossings. But a long-term and proactive strategy is still needed, which includes Congress both passing legislation that will allow asylum seekers to legally work and providing emergency financial relief for our city,” Adams said. “We additionally need a bipartisan effort to deliver long-awaited immigration reform so we can offer people a safe, legal path to the American dream. We are grateful to President Biden and his administration for our ongoing dialogue to address this humanitarian crisis and look forward to continuing to work closely with them moving forward.”

Republicans were declaring victory over the announcement Thursday morning as well.
City Councilman Joe Borelli (R-Staten Island) suggested the news validated Texas Gov. Greg Abbott’s controversial practice of bussing migrants to New York — a policy Adams has criticized repeatedly for Abbott’s failure to coordinate with him.
“The pressure that built after New York’s crisis exploded was enough for the administration to realize they couldn’t advertise an open border policy going into the midterms,” Borelli said. “If you’re the governor of Texas or Arizona, you probably can’t help but think the mission was partially accomplished today. This wouldn’t have happened without New York experiencing an explosion in the migrant population with budget-busting costs.”

Aide To New York Mayor Admits That Migrant Crisis Is Destroying The City

Top aide to New York City Mayor Eric Adams, Chris Baugh, is recorded on video by Project Veritas discussing the consequences of the Texas migrant strategy. Baugh admits that New York is broke, with an anticipated $10 billion budget deficit by 2026 now that federal covid money has finally dried up (this is also further confirmation that covid stimulus has been keeping blue state economies alive). To his credit, his observations on the migrant buses to NYC from Texas are correct - The city is being crushed by its own sanctuary laws and right to shelter laws, not Republicans and their buses.
Baugh also admits that the housing situation for incoming migrants is a joke, and not as comprehensive as the media initially led the public to believe. New York could in fact repeal these laws at anytime, as the aide notes, but they will not. First and foremost because this would be admitting that leftist socialist policies are a failure. Second, because many of the leftists in the city government would quit if the government backed out of said policies. In other words, the leftists in New York are their own worst poison.

These admissions are interesting because the narrative within the mainstream media has been that red state conservatives are to blame for the NY and Washington DC homeless disaster. Yet, the truth is that it is the ideology and laws of Democrats and sanctuary cities that are the real cause of their woes. Texas has simply said "Okay, put your money where your mouth is. You want us to take on the financial burden of your policies, but we're going to make YOU do that now. Let's see how you react."
If leftists don't want to take care of tens of thousands of illegal immigrants, they don't have to (and they clearly don't want to). They can always send them back to their country of origin, which is the law and all that red states have been asking for, along with secure borders.
