THE UNDENIABLE AND INDISPENSABLE CONTRIBUTIONS UNDOCUMENTED
IMMIGRANTS MAKE INTO THE SOCIAL SECURITY SYSTEM
Brief Note:
Undocumented workers often present potential employers with false documents in order
to secure a job. Employers must accept these documents if they are "facially valid," and
employers are not permitted to ask for additional documentation of an applicant's
authorization to work. Once hired, these workers typically are treated like any other,
with Social Security and income taxes withheld.
• It is estimated seven million illegal immigrant workers in the U.S. are providing
the Social Security system with a subsidy of as much as $7 billion a year.
• The Social Security Administration’s chief actuary estimates that three quarters
of undocumented immigrants pay Social Security tax, an estimate that makes
undocumented workers responsible for about 1.5% of total wages reported to the
SSA.
• More than $519 billion in wages has been reported to the Social Security
Administration but can't be matched with workers.
o The total is presumed to reflect the large number of illegal immigrants
working in the country using fake Social Security cards.
• In 2002 alone nine million W-2's with incorrect Social Security numbers landed in
the suspense file, accounting for $56 billion in earnings, which is 1.5 percent of
total reported wages.
• In 2004, undocumented workers illegally hired by U.S. businesses contributed $7
billion to Social Security and $1.5 billion to Medicare.
• Should will allow for earned legalization, thereby bringing the underground illegal
population to the surface, the contributions to Social Security would increase
exponentially.
