The states have the power to do it, regardless of the senate voting down the Isaksons amendment.
I hope the report is correct.

This whole issue, shifts the blame away from the governor while the border states some are repub. It gives them the chance to do it, without blame on the Governors. I am almost thinking this was planed since, the governors could send more than what is required and give the blame to the president. Perhaps iam thinking outside of the box or into nothing but what think?

The good news is this could get out of control as far as Bush is concerned. Just imagine Bush's worst dream.....people actually acting to protect the border. Now that Bush has been forced to break the dam maybe we will get a better response than expected.

From what I am seeing, Perry is merely attempting to make sure that Texas gets at least its pro rata share of federally placed National Guard units. Perry was making the point that Texas accounts for more than half of the border with Mexico and so it should receive at least 3000 of the 6000 promised Guard troops. He also made the note that even though the troops will be sent and paid for by the federal government, they are to remain under control of the state. Interesting.
Here's a local article on it from the Dallas Morning News:
Perry expects about 3,000 troops along border
09:32 PM CDT on Tuesday, May 16, 2006
Associated Press
AUSTIN – Gov. Rick Perry said Tuesday that he expects about 3,000 National Guard troops to be placed along the Texas border with Mexico as part of a plan announced the night before by President Bush.
Perry, who was briefed by the White House late Monday, said the exact number has yet to be determined.
"We know that we have over half of the border, and there are 6,000 troops that are going to be augmented in, so quick math will tell you about half of them are going to come Texas way," Perry said.
The president announced Monday night that as many as 6,000 National Guard troops would be dispatched to states along the Mexican border to provide intelligence and surveillance support to Border Patrol agents. The Border Patrol would remain responsible for catching and detaining illegal immigrants.
The troops are to come from the four border states – California, Arizona, New Mexico and Texas – but those states' governors may also seek Guard troops from other states.
No Texas National Guard troops were called up Tuesday, said Tech. Sgt. Gregory Ripps, a spokesman. Ripps said the Guard is in the planning phases, but provided no details.
Perry spokeswoman Rachel Novier said the president will call up the troops and pay costs associated with their deployment, but they will remain under state control.
"We are still working out the details of the plan," Novier told The Associated Press on Tuesday.
The White House has said it wants deployments to begin in June.
The Texas Guard, based at Camp Mabry near Austin, will remain under Perry's control.
The governor said additional help from Washington is needed to secure the border, including Department of Homeland Security dollars that can be used to offset the cost of overtime pay for law-enforcement officers.
"We'll take any help that we can get," Perry said.

This doesn’t make sense with regard to Perry. If they take National Guard troops from other states and he wants to keep control, isn’t there a conflict of command of those National Guard troops if they are in another state?

It makes sense if you know Rick Perry. All he is doing is grabbing all the media attention he can and will do little in return. The man is a total embarrassment to the state of Texas. It not for rigged elections this man would not have been reelected.
