I think one risky assumption is that 'The Dictator' is so utterly despised he CANNOT be reelected.

This is exactly what he wants us to believe

My question is how can 'The Dictator' routinely bypass Congress and propel his hidden agendas without them and immigration reformists go to Congress and never get past square one with them?
