Okla. Republicans Rip DHS Plans to House Illegal Minors at Army Base

    Friday, 06 Jun 2014 10:01 PM
    By Todd Beamon

Top Oklahoma Republicans are outraged that the Obama administration will begin housing as many as 600 illegal immigrant minors at the Fort Sill Army Base as early as Tuesday — at an estimated cost to taxpayers of $252 per child per day.

"Our nation has an immigration problem and a national security crisis, but I don't believe the answer is for our military facilities to be transformed into a center that houses, feeds, and cares for illegal immigrants," Sen. Jim Inhofe, the ranking GOP member of the Senate Armed Services Committee, said in a statement on Friday.

"This only encourages parents to send their children unaccompanied over the border and, with the average-aged child being between 13 and 17, it exposes our military facilities to unknown security concerns."

Rep. Tom Cole, whose district encompasses Fort Sill, said that he was "astonished and upset that I and others have learned about the administration's plan from unofficial sources, rather than through a process of official notification.

"The manner in which we have been informed of this decision allows almost no time to protest its implementation, to consider alternative solutions or to prepare for the arrival of hundreds of illegal aliens at a facility that is neither intended nor designed for their use," he said in a statement. "This is incredibly unfair to the American military."

The U.S. Department of Homeland Security (DHS) told Inhofe of its plan on Wednesday, Inhofe spokeswoman Donelle Harder told Newsmax.

"The administration has given no official notification, despite the fact that these children could arrive as early as June 10,” she said in a statement. “They alerted Senator Inhofe Wednesday that this would be happening."

A representative for Cole did not respond to an email query sent late Friday.

The Oklahoma development was among several on Friday involving illegal immigrants.

After widespread criticism by Arizona state and congressional officials, DHS said that it would stop dumping illegals that it was bringing there from Texas. But officials in Arizona say the dumping has continued and federal agencies have asked the state to provide food and medical supplies.

That started Memorial Day weekend, when 400 illegals were flown in and dropped off at bus stations in Tucson and Phoenix. As many as 48,000 children traveling on their own have since been dumped at the Arizona terminals.

"They have very little water," Arizona GOP Rep. Paul Gosar told "America's Forum" on Newsmax TV. "They're in a country that they do not know anything about. They're just being dumped."

In addition, the Fort Sill program mirrors something that has been going on for the past three weeks at Lackland Air Force Base in San Antonio, Texas. About 1,820 illegal minors have passed through there — and the effort costs taxpayers $252 per child per day.

And, the White House said on Friday that it would spend $2 million on lawyers for illegal minors facing deportation, The New York Times reports.

Officials from DHS or Immigrations and Customs Enforcement (ICE) did not respond to email queries from Newsmax about Fort Sill late Friday. Neither agency has officially announced the move.

As many as 600 illegal minors will be sent there, starting on Tuesday. Fort Sill is in Lawton, about 85 miles southwest of Oklahoma City, and has been in use since it was built in 1869. It was designated a national historic landmark in 1960.

The minors are generally 13 to 17 years old and generally come from Mexico, Honduras, El Salvador, or Guatemala. They cannot be immediately repatriated or housed in detention centers, so they are handed over to ICE.

Many seek to be reunited with a parent who is already in the U.S. — and who also crossed the border illegally.

"That, to me, is de facto amnesty," Cole charged in his statement. He said that their numbers have swelled from 6,000 in 2011 to 66,000 last year.

"It would be far more appropriate to return those who have come to the country illegally to their country of origin as quickly and humanely as possible.

"Otherwise, we will simply encourage this flood of unaccompanied juveniles to continue and expand in the years ahead," he said.

In addition, strapped U.S. Border Patrol officials have reported seeing huge increases in illegals crossing the border into Texas over the past year in anticipation of comprehensive immigration reform.

The Obama administration estimates that 60,000 children under 18 will enter the U.S. illegally alone this year. It's expected to grow to nearly 130,000 next year.

"The reasons, as we understand them, that contribute to this dramatic increase have to do with economic conditions in those countries, sustained violence in these countries — and the desire of these children to be reunited with family members in the United States," said Celia Munoz, the White House domestic policy adviser.

Meanwhile, about 1,000 illegal minors are sheltered at a time at in a portion of Lackland AFB. As many as 850 have so far been released to a vetted family member or a sponsor, said U.S. Department of Health and Human Services spokesman Jesus Garcia.

They must bring the child to an immigration hearing, he said.

Built in 1941, Lackland houses new recruits for basic training.

Another center for minors also is expected to open soon at Naval Base Ventura County in Southern California. It will also hold a maximum of 600 children.

Despite poor advance notice from DHS to Oklahoma officials, Inhofe and Cole said they expected Lawton residents to rise to the challenge and support Fort Sill in this effort.

"I am confident that the Lawton community will do whatever it can to support the soldiers at Fort Sill as they go about discharging the duties which they have been assigned," Cole said.

"However, I am disappointed and dismayed that the administration has failed to provide timely notification to the Oklahoma congressional delegation and to state and local officials about its plan," he continued. "This plan is an inappropriate use of military facilities.

"It will inevitably strain and limit facilities and resources that are intended for the use of service men and women."

The Associated Press and Reuters contributed to this report.

How many of these illegal has Celia Munoz personally spoken with to become so knowledgeable about why they are coming here? If she has not personally spoken to them, she is spreading hearsay only. Egad, what a bunch of inept fools, all 537 of 'em.

These children need to be put on a plane and sent back to government officials in their home country! The responsibility of caring for them should not rest on our shoulders. I still want to know what the Mexican government is doing to protect their borders.

Oklahoma Army Base To House Up To 1,200 Illegal Immigrant Children

OKLAHOMA CITY (AP) — As many as 1,200 children who were detained while trying to enter the U.S. illegally will be taken to Fort Sill this week as federal officials try to find their families or place them with a sponsor, federal and military officials said Monday.

The unaccompanied minors, most of them teenagers from Central America, will start arriving at Fort Sill from Arizona starting Friday, according to Fort Sill and the U.S. Department of Health and Human Services. The children and teens are among the more than 47,000 unaccompanied minors taken into custody at the border since October.

Federal authorities plan to use a holding facility in Nogales, Arizona, as a way station where the children will be vaccinated and checked medically before being sent to Fort Sill and other housing facilities in Texas and California.

Fort Sill said it will temporarily hold between 600 and 1,200 minors in vacant housing at the Army post for up to four months, or as long as directed. DHHS’s Administration for Children and Families will be responsible for their care.
“Fort Sill will provide a vacant facility historically used by soldiers set apart from main post that offers sleeping quarters, bathing and toilet facilities, as well as multi-purpose gathering space,” Keith Pannell and Nancy Elliott, spokespeople for Fort Sill, said in a statement released Monday.

Oklahoma’s congressional delegation criticized the plan, saying military bases shouldn’t be used for such purposes.
“Using Fort Sill and other military bases to house illegal immigrants is simply an inappropriate use of military facilities,” said Republican Rep. Tom Cole, whose district includes the Army post about 85 miles southwest of Oklahoma City. “Moreover, I am concerned that what begins as an emergency measure could, over time, evolve into a permanent juvenile detention center for those who have entered the country illegally.”

The move is part of the Unaccompanied Alien Children program, which provides foster care, group homes and residential treatment centers for minors who try to cross the border without their parents or guardians. It also provides classroom education, health care, vocational training and legal services, according to DHHS’s website.

The U.S. Department of Homeland Security last month started flying immigrants in the U.S. illegally to Arizona from the Rio Grande Valley in Texas after the number of immigrants — including more than 48,000 children traveling on their own — overwhelmed the Border Patrol there.

Immigrant families were flown from Texas and released in Arizona, then told to report to a U.S. Immigration and Customs Enforcement office near where they were traveling within 15 days. ICE has said the immigrants were mostly families from Central America fleeing extreme poverty and violence.

The Obama administration announced it is designating a third U.S. military base for emergency housing of children immigrating illegally into the United States without parents or relatives.
The news came as officials insist that the children are in good hands, despite allegations of abuse by US authorities.
Senior administration officials, who asked not to be identified, told reporters that an Army base at Fort Sill, Oklahoma, will initially hold 600 ‘unaccompanied minors’ and eventually will be able to accommodate up to 1,200.

Influx: There has been a tidal wave of children fleeing from central America to the States recently

In recent weeks, the Obama administration has opened similar emergency shelters at Lackland Air Force Base in San Antonio, Texas, and Naval Base Ventura County in Southern California.

The moves come amid a tidal wave of children trying to slip into the United States, largely from Honduras, El Salvador and Guatemala, often to join a parent already here.
Reuters previously reported that the administration was seeking about $2billion for the Department of Health and Human Services (HHS) to handle the influx in fiscal 2015, which begins on October 1, more than double the $868million appropriated this year.
HHS takes custody of the children shortly after they are detained at the border by federal law enforcement agents.

On Monday, administration officials said they would be asking Congress for an additional $560million to help the Department of Homeland Security cope with the illegal border crossings.
One week ago, the White House director of domestic policy, Cecilia Munoz, attributed the rapid run-up in illegal immigration by unaccompanied minors to growing violence - often drug related or due to domestic abuse - in the three Central American countries.
However, there are also concerns about the children being abused on American soil.
Documents obtained by BuzzFeed show that a large number of minors have lodged complaints that they've suffered abuse at the hands of US immigration officials.
The allegations include officials kicking, punching and verbally abusing minors.
There were 809 abuse complaints filed against the Border Patrol between 2009 and 2012, according to the American Immigration Council.
Many children crossing the border to America end up being held in Arizona and a top official there says that they are well looked after.
Hundreds of kids are temporarily housed in a former warehouse in the border town of Nogales and its mayor, Arturo Garino, toured the massive facility on Monday.
He said: ‘The warehouse is very nice comparing to a lot of what I've heard… I'm very comfortable with it.’
