Rep. Luis Gutierrez (D-Ill.) was handcuffed by federal police Monday after refusing to leave an Immigrations and Customs Enforcement (ICE) office in Chicago.

Gutierrez, a staunch advocate of immigration reform, was at a meeting between ICE officials and immigration lawyers, activists, community leaders and other elected officials, NBC Chicago reported.


“They were asking about specific cases and about the general conduct of ICE and deportations,” said Gutierrez's director of communications, Doug Rivlin.

Gutierrez refused to leave the office after the meeting and was briefly handcuffed.

“The congressman has decided that he did not get the answers he was looking for from the ICE regional director and he’s going to be staying inside until he gets answers, even if that means risking arrest,” said Rivlin, according to NBC.

In a statement later, Rivlin said: "There has been no dialogue, no transparency, no consultation, and no accountability – just like every other aspect of how this White House does business. It is heavy-handed government in secret all to make the new strongman President look tough and to satisfy the cravings of his coliseum audience for some immigrants to sacrifice."

ICE spokeswoman Gail Montenegro told The Hill that police took action after Gutierrez made demands of ICE that officials were unable to agree to and then refused to leave the premises.

"However, when the Congressman sought actions and assurances that ICE officials couldn’t provide, he and other meeting attendees staged a sit-in and refused to leave the ERO office at the conclusion of the meeting," Montenegro said.


In a tweet shortly after his release, Gutierrez said he did not know if he was going to be formally arrested over the incident.

"I was arrested, cuffed then cuffs were cut off. Waiting for further word on if/when we will be arrested," Gutierrez said on Twitter.

Seven other people who attended the meeting also refused to leave, according to NBC.

Montenegro said officials asked Federal Protective Services (FPS) to remove Gutierrez and the protesters, but later relented on that request.

"[T]hey were briefly placed in flexible plastic restraints before ICE officials relayed that they no longer wanted the individuals removed from the building," Montenegro said.

She added the protesters had not been cited.

"The Congressman and other individuals were placed in the restraints for approximately two minutes before the flex cuffs were removed by FPS. FPS did not cite these individuals,” she said.


Gutierrez has been arrested for protesting before.

In 2011, he was arrested outside the White House protesting deportations by the Obama administration.

He should not have been released, he should have been charged.

Most of his so-called constituents must be illegals because I've never seen a congressman work so hard for people who are not citizens of our country.

More than likely that would have been giving him exactly what he wanted, more attention.

This was probably not a spur of the moment thing, it was probably a previously planned exercise by him and the group he was part of to draw attention to their agenda.

Face it head on. The guy is on the take with the drug cartels. All the people there at this meeting were there to try to find out what the ICE game plan is so they can pass it on to the cartels. It's like a treason when you get down to it.

You're entitled to your opinion, however, declaring that everyone who supports illegal immigrant amnesty is a member of a drug cartel is wrong.

I've never said, thought or posted that everyone who supports illegal immigrant amnesty is a "member of a drug cartel". I've posted they're on the take with the drug cartels. It's really sad, pathetic really, that you don't even see let alone understand that and a shame that you would make such opposing declarations of your own on this subject. It's also very curious.

Illegal immigration is a complex issue and to reduce it to something as simple as 'everyone who supports amnesty is in league with a drug cartel' is just not reality based. Just because I don't support your position doesn't make my comments "very curious" as you said. If you're implying that I am now somehow in league with the drug cartels, you're obsession on the issue has reached a new high. I don't think Judy's blanket accusation about the drug cartels is enough of a problem to argue about. Organized crime is very much involved in illegal immigration and we need to be reminded of that. Anyone who supports or condones illegal immigration is in league with organized crime whether they know it or not. It does suggest a blanket accusation. It is not necessary to flesh out details.

Perhaps the confusion is the use of the term "drug cartels" which suggests that illegal immigration is nothing more that a part drug trafficking. But illegal immigration all by itself is a money maker for organized crime. The money that illegal immigrants send back to Latin America is said to go to relatives, but more likely it is what they owe to organized crime to pay for their presence here.

Yeah, I don't see it as 'complex' either.

I don't even like that word. It is what our politicians use to describe something we want fixed and they don't want to fix.

If you mean there are many fingers in the pie of profits from illegal immigration. Of course there is.

That should not preclude the simple act of enforcing our laws and demanding they return home - or forcing them if they don't.

The solution is neither 'complex' nor complicated.

Enforce the laws we have on the books. Simply enforce the laws on the books. The very same laws they would punish the average citizen for breaking. Nothing more and nothing less.

Our so call 'complex' problem would be greatly diminished, if not eradicated quickly.

You are contradicting yourself. Yes, you say, "there is a criminal aspect to it" but then you say that amnesty supporters are "not all associated with drug cartels". It may not be a willful association, but they are most certainly applied to that end whether they know it or not.

"supporters and constituents" = drug cartels

It isn't complex at all.

Of course, they come for various reasons, that doesn't change the fact they are here illegally. That means they are breaking the law. In fact, they are breaking many laws.

People commit crimes for various reasons. Some people steal out of what they perceive as economic necessity. That doesn't keep it from being theft. That doesn't mean the victim is any less harmed by the theft - regardless of the reason.

The economics of it is some employers want to make money from illegals. They can usually pay them less, but they can also have no responsibility for them. If they get hurt, we foot the bill. They don't have to match taxes, etc.

Since the employer wants them here to make money, they pay the politicians and legal system to allow it to continue and to grow.

The illegals want it because they can make money, no taxes. They can get free education, medication, housing, food.

Their home countries love it - they like all the money that is siphoned off our economy and ends up in theirs.

The drug cartels love it. It gives them not only carriers and distributors, but cover.

The banks love it, they make tons of money from bank transfers as well as the money laundering.

Guess who gets the bill for all this? We, the American citizen and taxpayer does.

Yes, we have plenty of other miscreants - some home grown and some we have imported.

When I see illegals insulting, threatening, demanding from the American people - I loose all compassion. They not only are ungrateful, they have no respect. It's as if we have no right to our own country, property, wages, or life.

Illegal immigration gives cover to drug trafficking, to human trafficking, to terrorism, etc. There is blood on the hands of each and every illegal supporter - no way around that.

I think that Gutierrez was just putting on another show for publicity.

There were several people involved in this meeting trying to get ICE to tell them what their game plan was. Luis was just one of them and yes, he did it for the show to make the news to make sure his "supporters and constituents" knew he was working for them.
