President Obama flashed anger for the first time in recent memory today as an eccentric conservative reporter interrupted his speech on immigration in the Rose Garden.
Neil Munro of The Daily Caller, a conservative news site, shouted at Obama in the middle of his speech formally announcing looser deportation rules, "Why do you favor foreigners over American workers?"
Irritated, Obama glared at Munro and told him not to interrupt, said he "didn't ask for an argument" and said the new order is "the right thing to do."
The change on immigration relaxes rules for younger illegal immigrants who haven't broken the law since coming into the country as children, a move that has riled Republicans while bringing the issue back into the fore of the 2012 election. The Homeland Security Department will no longer deport such immigrants, and work permits will be given to them.
The more lenient treatment is similar to the proposals in the DREAM Act, legislation supported by Obama but blocked in Congress.
"We're a better nation than one that expels innocent young kids," Obama said in his speech before he was interrupted.
The Obama administration denied that politics played a role in the announcement, but the timing is ideal for the president's re-election campaign. In the GOP primary, Mitt Romney adopted strictly conservative positions against illegal immigration in his effort to woo right-wing voters. He backs a strong fence along the border with Mexico, opposes most amnesty and boasts of his move as Massachusetts governor to deny in-state tuition for illegal immigrants.

Democrats have said they plan to hold Romney to those positions, painting him as a candidate with extreme views on immigration. Romney's campaign stumbled last month when the Republican National Committee's director of Hispanic outreach told reporters that Romney was "still deciding what his position on immigration is," fueling the notion that he holds few true convictions.
Kevin Madden, a former Romney adviser, today said on MSNBC that, "there are going to be a lot more questions here, I think particularly up on Capitol Hill and the Congress' role in whether or not they believe that the president can go out and around Capitol Hill and around legislatures and around Congress on something like this."
Obama's announcement today is likely to curry favor with Hispanics, a key growing voting bloc that could determine the winner in November in important states like Florida, Colorado and Nevada. The president beats Romney among Hispanics in polls, but most Latinos say they disapprove of Obama's deportation policy. Obama also plans to speak to the National Association of Latino Elected and Appointed Officials in Florida next week, as will Romney.
Homeland Security Secretary Janet Napolitano today denied that the plan was crafted at the direction of the White House.
"No, this was developed by the department," she told ABC News. "It was developed within my office, and it was, as I said, before a logical progression from decisions we have been making over the last three, three-and-a-half years."
Under the new rules, up to 800,000 immigrants will be affected. Deportation will no longer apply to immigrants who came into the country before they were 16 and are now younger than 30, have lived here for five straight years, have never been convicted of a crime or graduated from high school or got a GED.
Such immigrants will be allowed to apply for a two-year work permit that can be renewed unlimited times.
GOP Rep. Steve King of Iowa released a statement saying he was "outraged" by the new rules. "The American people have rejected amnesty because it will erode the Rule of Law," he said. "In much the same way, I believe the American people will reject President Obama for his repeated efforts to violate the Constitutional separation of powers."
Rep. Peter King of New York, the Republican chairman of the House committee on homeland security, said the White House is "overstepping its authority by weakening immigration laws without Congressional approval."
The story will be discussed Sunday on "This Week."

>> reporter: i was not here for the rose garden ceremony, but i was rather shocked to hear about it. this is a give-and-take between the president and the press corps. here in the united states we value and prize the freedom of the press and the ability of the press to question the chief executive, the ability to question the president of the united states , but as in any place, there are rules and there are rules of conduct. when the president of the united states democrat or republican, is speaking to the nation and speaking before the press, it behooves the press to allow the president that space and room to make that statement and then yell questions out. everyone knew that the president was only coming out to make a statement, and would not be taking questions. so this person from "the daily caller" who attempted this stunt at least did something for his own personal reputation and the reputation of his organization.

>> yes, indeed. julian getting to the content now, it seems to me today we had one candidate looking back in time, small-town america, and the president looking forward to weighs in which young law-abiding immigrants, albeit brought here illegal i by parents, can be encompassed by the nation. is that right?

>> i think romney's vision is to which ice cream socials and the next thing is sock hops. the president is showing when congress won't act, that he will get something done. this is a guy about action. the republican criticism -- they first said these amnesty, and these bloggers and right-wingers who so rudely interrupted the presidenter making this argument, but in reality marco rubio has proposed something similar to this. they've also said the president has not right to do this without congressional authorization. but presidents have done similar things. so there's enormous amount of press for this, and a lot of republican presidents have done this in the past. it shows you how bankrupt the right-wing is in terms of their criticism of this.

>> i want your reaction. you were watching it live. was it unprecedented to you?

>> i've been following politics since i was a kid. i have never seen a such a braising amount of disrespect. it's a mesh you have of contempt that the right holds with this particular president. "the daily caller" is a vaughned right-wing blog, basically, but also the fact that i went on twitter afterwards, and a lot of the people on the right were egging them on, that's how a real journalist is supposed to behave. there isn't a sense of respect as long as barack obama is in it.

>> i think they're being politic here, this is so unprecedented and outrageous, you have to ask the question, would the right-wing president be doing this if we had a white president there.

>> you answer that question.

>> i think it's an important question. this is the first african- american president . we've never had a white president told to shut up in the middle of a major address. we've never had a president like this heckled so duringfully. and never had this afforded to any other president. i think the right wing has some explaining to do. to me it seems --

>> not to their base, though, julian . the problem is there aren't grownups on the other side saying this is out of bounds. no one has the courage.

>> mitt romney says nothing when a woman is call a slut and --

>> and the -- yeah, go back to sandra fluke, the treatment of women, anyone who dares to not be a conservative. you're treated as a nonentity, and there isn't anyone on the right to stand up to say that is out of bounds.

>> that is why all the of the demographic data is showing that the republican party are going to quickly become a minority party unless they can do better in reaching out to people of color. when the leadership of the republican party doesn't condemn it the way they didn't with rush limbaugh , it sounds a loud and clear message.

>> do you think that someone like romney imagines that he could become president without any support from african-americans and hispanics?

>> certainly he can.

>> do you think that's statistically possible? 90% approval rating among african-americans, and maybe 10% of the black vote, maybe mitt romney should consider that maybe a victory, but the real problem is latino voters who, through all polls we have seen, if he cannot crack 35%, he's not going to be president of the united states . right now we are still watching mitt romney , the presumptive republican nominee still trying to convince folks in his party, particularly the far right and conservative wing, that he is one of them, which is why you don't hear him abrading rush limbaugh for what he said about sandra fluke, which is why you hear him coining new terms like "self-deportation" things like that alienating himself from the very voters he will need. i hope he does this, but don't be surprised if mitt romney doesn't say that what that heckler did to the president of the united states was uncalled for and disrespectful, if not to barack obama the current occupant of the oval office , then to the respect and dignity of the oval office .

President Obama was in the middle of delivering remarks on immigration in the Rose Garden this afternoon when he was interrupted and heckled repeatedly by a reporter.


The man, later identified as Neil Munro of The Daily Caller, asked the president several times "why do you favor foreigners over American workers?"


"Not while I'm speaking," the president responded angrily. "Let me finish."
While reporters were present at the Rose Garden announcement, the president was not expected to take questions.


Asked afterwards who he was, Munro said "I'm just a reporter asking questions you should be asking."


The president was announcing plans to stop deporting and begin granting work permits to young immigrants who came to the United States illegally as children but have since been enrolled in, or graduated from school and have abided by the law.

In a video interview, The Daily Caller’s White House correspondent Neil Munro answered questions about his exchange with President Barack Obama in the Rose Garden.


“I shouldn’t be the story. The important thing is the president’s policy today, which could have a significant impact on American workers. I asked a question about that. Admittedly, it was in the middle of his speech. I thought he was ending his speech — his statement — but then I asked a question at the end and he turned his back on the reporters and walked away,” Munro said.


“Timing these things is a little awkward. He speaks very well, very smoothly — very nice delivery. It’s hard to know when he’s about to end. I thought he was going to end today. I asked my question too early. He rebuked me. Fair enough.”
Before coming to The Daily Caller, Munro worked at National Journal for over a decade. He has also reported for Defense News and Washington Technology. Judging from his experience, Munro says open press events at the White House are “well designed by the president and his staff.”


“He comes out of the Rose Garden, gives a short statement and then turns his back and walks away very quickly without taking questions,” he said. “Sometimes he takes questions. He took a question on Trayvon Martin in March. Sometimes these shouted questions at the end work — not today: He refused to answer an obvious and conventional question about the impact of his policy on American workers at a time of record unemployment.”


In the future, Munro hopes the White House will “arrange events so the reporters can ask the president or his senior staff about the important policy changes.”
Munro added that the administration normally selects which reporters are able to ask the president questions at press conferences beforehand.


“You can see the president at press conferences naming people who are to ask a question,” Munro said. “Other reporters sit around quietly not asking questions, not shouting questions because it risks their access to White House off the record comments and future chances of asking questions, but this is a very important issue. There’s no reason we should sit around and wait for another day for an answer on this important question.”

On Martin Bashir’s Friday MSNBC program, Maryland Democratic Rep. Elijah Cummings said that President Barack Obama and Attorney General Eric Holder have received an “alarming” amount of disrespect, possibly because of their race.
According to Cummings, the so-called disrespect included an incident involving The Daily Caller’s Neil Munro in the White House Rose Garden on Friday and coverage of Holder’s handling of the Operation Fast and Furious gun-walking scandal.

“What I believe is happening is there has been a disrespect not only for the president, but for the office of the president. And that is very, very alarming. We saw it when Joe Wilson called the president a liar,” said Cummings.

“I think a lot of the same thing is happening with our attorney general,” he added. “You know, these are two men who are doing an outstanding job, but there are folks who just don’t like it. And they never treated other folks like this, but here they are doing it to these gentlemen.”

Host Martin Bashir asked if race was a factor in these instances, and Cummings said he thought it was.

“I think that probably has something to do with it,” said Cummings, “and I think the other thing it has to do with is they purely disagreed with their politics, period.”
