Heartless animals are running these cities that allow this to continue. It's just unbelievable to see in our country. It was unheard of in our country so far as I knew until the late 1980's, 1990's. There were always lots of people who didn't have a home they owned or lost a rental, but they had family or friends and the situation didn't last very long.
