COLUMBIA, S.C. — Sen. Joe Biden, the Senate Foreign Relations Committee's incoming chairman, wants to get tough with Mexico, calling it an "erstwhile democracy" with a "corrupt system" responsible for illegal immigration and drug problems in the U.S.

Biden, D-Del., was in Columbia on Monday in his first postelection trip to this first-in-the-South presidential primary state as he continues to line up support for his presidential bid.

During a question-and-answer session before more than 230 Columbia Rotary Club members, Biden was asked about immigration problems.

Biden, who favors tightening the U.S.-Mexico border with fences, said immigration is driven by money in low-wage Mexico.

"Mexico is a country that is an erstwhile democracy where they have the greatest disparity of wealth," Biden said. "It is one of the wealthiest countries in the hemisphere and because of a corrupt system that exists in Mexico, there is the 1 percent of the population at the top, a very small middle class and the rest is abject poverty."

Unless the political dynamics change in Mexico and U.S. employers who hire illegal immigrants are punished, illegal immigration won't stop. "All the rest is window dressing," he said.

An even bigger problem are illegal drugs "coming up through corrupt Mexico," he said. "People are driving across that border with tons, tons — hear me — tons of everything from byproducts for methamphetamines, to cocaine, to heroine."

Covering a variety of topics, Biden kept most of the crowd in their seats for an hour — twice as long as scheduled.

"I warn all of you, all of you making more than a million bucks — I hope you all are — I'm taking away your tax cut," Biden said. "I'm not joking."

The extra revenue would generate $75 billion a year and pay for a backlog in national security and local law enforcement programs, Biden said.

Biden's appeal for bipartisanship captured Bruce Rippeteau, a former Rotary president who says he's in the Genghis Khan wing of the Republican Party.

He "was saying some important things in a nonpolitical way," Rippeteau said.

"I want to compliment him about what he didn't say," Wilson said. "He never one time mentioned weapons of mass destruction."

Biden will lead the Foreign Relations panel because Republicans around the nation lost seats in the Nov. 7 elections. That tide didn't reach Republican-dominated South Carolina, where the GOP maintained its four U.S. House seats and Democrats kept their two.

I am very glad that Senator Joe Biden is agreeing with the facts on this issue. It's good to know he has some common sense on the issue.

If our leaders in Washington took this common sense stand years ago we would not be in the mess we are in right now. I am sick and tired of the pro illegal supporters manipulating the citizens of America with accusations of racism. It is not racism to enforce our immigration laws and protect our borders. When will the insanity stop.

Pretty close to describing America....if not today, in the very near future.

Sen. Biden has been saying this for years, he is not unlike the rest of us in that no one listens to anything we have to say unless it comes with a Summer home and cigar money.

One thing is for sure, if the march on Washington DC that "Let Freedom Ring" is organizing is a success they can't any longer say that they didnt know the people were upset about the invasion. It will be hard to ignore the issue when its outside your window chanting with signs and flags.

It's more than that. Technically speaking, many ranch and farm owners can accidentally end up making more than that in a year due to things like appreciation of land value or capital assets. Same thing can happen to business owners who have one breakout year in the middle of several years of losses.

There is no justification for increasing the rate of the wealthy when the actual amount they are paying for the same exact government and services is already greater because it is based on a percentage of earnings rather than a simple hard number. When you start talking about progressive taxation, you really aren't talking about taxation. You are talking about social engineering.

Let me ask you this: Do you think it would be fair if the utility company started charging you a higher rate per kW/hour than your next door neighbor just because you earn more than he does? How about if you had to pay more per gallon of gasoline based on your relative earnings? Maybe grocery prices should be set by your SSN, so that when you get to the check out they scan your federal number and base your pricing on last year's tax return? Charging more based on what earns for the same government and services is the same damned thing, and that's why the founders of this nation strictly prohibited ANY direct tax (which most certainly included a tax on wages) except in time of national emergency, and even then ONLY by apportionment (which means a head tax).

Look folks......Biden is a SNAKE..........he's an OBL and is now blowing smoke up everyone's - nose, shall we say.

Check out his voting record! He'll give AMNESTY to the ILLEGALS and raise our taxes. He already voted for the Senate debacles, proudly.

I don't know about you guys, but I resent anyone in this country having their taxes raised just so they/government can grow an even bigger entitlement rail.

Here in Colorado we got the tough immigration laws we did in the special session because of Gov Bill Owens R and a Democratic legislature.

The negotiation on the session laws was done by Dick Lamm (former Dem Gov.) and Fredrico Pena (Former Dem mayor Denver)

I belive most Democrats sincerely want to end illegal immigration and will probably go further than Bush and last years do nothing congress

The Thing we have to do is convince democrats that it is not in the best intrest of american workers to retain current illegal workers. Bringing in guest workers needs to be done with hard evidence.

As things unfold, hard negotiation will not be with dems on stopping illegal immigration but with allowing more legal immigration.

Okay, back to the tax thing...is the tax cut based on someone's net or gross? Personally, I don't think that the tax cut should be removed because those are the people that are spurring the economy, and that is part of the reason that our economy is as good as it is right now. Even with rates creeping up, we have had a good run with the housing market and unemployment too. I do think that middle America gets the short end of the stick generally speaking. Not rich enough to be too comfortable and not poor enough to get freebies. We end up paying for everything. Our government has a lot of pork in the budget, they should just reallocate it to things we REALLY need it for. Any thoughts on the Fair Tax Act?

Well, according to SCOTUS in Brushaber v Union Pacific RR Company, Amendment XVI did not eliminate the constitutional prohibition on unapportioned direct taxes, so the only "fair" fair tax would be one that is tied to consumption, not income. It would have the effect that you and other desire of being paid disproportionally by the rich, but their payment would be voluntary because it would only occur when they made a purchase. Buy a yacht and cough up a few tens or hundreds of thousands in federal taxes. Don't want to pay the taxes? Don't buy the yacht and put the money back into the market or into and interest-earning account for your kids.

I don't think people should be penalized if they are rich, but I do agree that everyone should pay taxes and pay them fairly. Or...I am all for eliminating taxes being taken out of my paycheck and paying a higher tax when I purchase something. That way my tax dollars aren't being spent on baloney!I can't tell you how many times I would turn down a loan because there was not enough income and the person said that they made a great deal more but did not report it. It makes my blood boil!! 9 out of ten times, it was someone not born in the US. Fairly. Now there's a contentious term! In a free nation that operates on the presumption that all men are created equal, a fair tax would be one that is more or less the same for everyone, with the exception of fees and excises on those operating in privileged conduct, such as regulated commerce. But for many in America, socialist indocrination in Dewey's brainwashing mills convinces them that "fair" is stealing from the rich and giving from the poor, whether the rich came by their wealth honestly or not and whether the poor are worthless layabouts.

I hear Rosie O'Donnel was promoting the "steal from the rich" theory on her show. She is getting a little too much power lately. Hopefully The View zombies won't listen.

As I recall, it was a Democrat (Ted Kennedy) whose immigration bill started this nonsense decades ago. It was a Democrat-controlled Congress that passed the first amnesty. It was a Democrat President (Clinton) who opened the floodgates for this current invasion. At the same time, it was a Republican President who signed that amnesty bill, it was a Republican Congress that was too afraid of losing the Hispanic vote to do anything about Clinton's revised immigration enforcement guidelines, and it is a Republican President (Bush) who is waving the illegals through the open door today.

I have said so many times that I'm getting tired of saying it that this is a bipartisan problem that has its villains on both sides. At the moment, the handful of heroes appear to be on the Conservative side, but they're not getting much done except for keeping any really bad immigration legislation or an amnesty from going through in the last session. Bush has betrayed his country and his party on this and other issues, but I resent in the extreme the attempts of Demopimps to rewrite history and pretend that this is a Republican or even a partisan issue. Both parties are selling the farm right out from under us, but all that some cheap individuals can conjure is to try to gain some political traction from the tragedy. That, to my way of thinking, is pathetic.

Oh, and I also resent the bullcrap comment above about the alleged inactivity of "Republicans and Conservatives" on this issue followed by a chest thumping about some nebulous claims of "work(ing) to jail illegal aliens and there (sic) employers." Sir, are you suggesting, as you seem to be, that Conservatives are not equally engaged in meaningful actions on this front? I take EXTREME umbrage at that grossly unsupportable claim, as I myself and a number of the Conservative members of this and other organizations are doing all we can here in the Dallas area to stem the tide, including counterprotests, pressing for local legislation and enforcement, making substantial contributions to groups combatting illegal immigration and to the campaigns of those politicians pledged to ameliorating this problem, and engaging in letter-writing and calling campaigns (in addition to all the little email writing campaigns and online petitions that may or may not be effective). Those are a few of the SPECIFIC things that I personally am doing. If it was not your intent to offend, then you have surely trudged on toes out of verbal clumsiness at the very least!

Is Biden just deflecting the issue from himself? Really, if you put the blame on Mexico, then Congress is not accountable for not enforcing our laws and for allowing the business magnet to draw them in. Sure, Mexico is part of the problem and if we do the right thing, they will feel the brunt of the backlash. The citizens of Mexico will have to correct their system because they will not have America to ease their pain by being their social welfare system. Illegal aliens need to correct their homelands and not keep depending on America to make their lives easier. Nothing worth fighting for is free.


A 5th of Mexico's population has abandoned it for the easy life in America. How honorable are those people? The hypocrisy of them waving the Mexican flags in honor and loyalty of a country they abandoned. It's laughable. In my opinion, it might as well be a roll of toilet paper because it represents the disposable value of their homeland. To illegal aliens, Mexico just aint worth fighting for. I have no respect for illegal aliens because they are not made of the right stuff to be Americans.

Share the wealth principal of economics. That's what the earned income credit is all about. Balancing the difference between rich and poor. Robinhood. Tax the rich and give to the poor. Only seems fair if you are on the receiving end of a credit. Non-progressive taxation would be a flat tax.

Luxury Tax or Sin Tax (hidden tax attached to booze and cigarettes.) We pay so many forms of "hidden tax" on purchases. Gasoline and utilities... Not to mention the good old sales tax.

Then there are property taxes, school taxes and vehicle registration taxes. Ahhhhhhhhh! And people wonder where all their money goes. It's to taxes and insurance.

As for the tax thing, Oregon does not nor has ever had a sales tax, and to be honest our state income tax is more than what we would be paying in sales tax. We lived in Washington for a while and paid about 1/4 in sales tax, versus the amount that would have been taken while paying income tax to the state of Oregon, and we make very little, plus, the county had a "temporary" income tax as well.

I think an across the board luxury tax is the best thing for America. We all know that people would not curb their spending, and that there would be plenty of revenue from it, as well, then like you said Crocket, it would be voluntary, no one would be forcing Americans to spend on luxury items.

Right now, as it stands, people in our income level (which is not very good), here in Oregon at least, get hit really hard with taxes we cannot afford to pay. If no income tax was ever taken out of my husband pay, our yearly income would go up about $4,000.00 more a year (including the state income tax here). Now to some that does mot sound like a whole lot, but truthfully for us it would be, since living paycheck to paycheck, this could be money we could actually put into savings, potentially to get into a better place to live. So no income tax? Yep, has my vote!

Heh, Biden is very much against Reid then? Reid wants Amnesty.

But the media won't follow up on this of course.

I would kind of like to know where you got the idea that our economy is in good shape?
The Dow Jones and Nasdaq only reflect that rich people are indeed getting richer. Unemployment figures are down because like me, millions of us are off the radar. When benefits are over you aren't even a statistic any longer. I have a college education and I worked 20+ years in excavating too so I am not afraid of work and I can not find a job anywhere. I am willing to work for the wages in bush's America because I have no alternative but there is no jobs. I am willing to load and unload trucks, stock shelves whatever it takes to pay my bills, but there just are not any jobs.
I live in the 12th largest city in America. Sunday there was 3 pages in the help wanted section for telemarketers and such. It use to be 10-15 pages of all kinds of work.
There is no construction work, no manufacturing, nothing that pays more than $8 an hr.
Explain to me how our economy is good.

Crockettsghost is right it was Kennedy who started this whole mess. He promised at the time that demographics would not be changed. There was a Republican at that time who said that he was afraid that these new immigrants would not have the traditional American sense of fair play. He was ridiculed for saying that. Wish I could remember his name.
