Shock: More than 500 Voted Illegally in North Carolina in 2016
Election integrity audit reveals ballots cast by felons and non-citizens, plus other irregularities

More than 500 ineligible voters cast ballots in the 2016 election in North Carolina, according to an audit released Friday.
The irregularities included votes cast by convicted felons, non-citizens, and even two people who impersonated other voters.
Of the 508 votes, Democrats made up 326, or 54 percent of the total. Republicans provided 91, or 15 percent of the total. The rest were registered members of other parties or unaffiliated.
In addition, another 24 voters cast more than one ballot.
“Nearly 4.8 million N.C. voters participated in the 2016 general election, the largest number in state history,” states the report by the North Carolina State Board of Elections. “It is important to recognize that suspected cases of ineligible voters casting ballots and/or committing fraud represent a tiny fraction of that number,” the report continues.
But Logan Churchwell, a spokesman for the Public Interest Legal Foundation, urged public officials not to be complacent.
“If it weren’t a problem, the number would be zero,” he said. “Not only is it above zero, but [it includes] things that are not supposed to be able to happen, like dead people voting. That’s supposed to be a punchline.”
The report indicates that investigators so far have referred 16 substantiated cases to prosecutors. It remains to be seen how many cases will be referred and how many actually will be prosecuted.
“This is 500 cases, 508, that we did not know about yesterday,” Churchwell said. “The experts in the field have already made their cases. Now it’s a question of whether prosecutors will take that next step.”
If they do not, Churchwell added, it will promote more illegal voting.
The report breaks down the fraudulent ballots as follows:
*441 open cases of suspected voting by felons. Investigators ruled out more than 100 ballots initially flagged as ineligible. The report indicates that new procedures are being implemented to ensure prisoners serving felony sentences are removed from the voter rolls.
*41 legal permanent residents with green cards who voted even though that is a right reserved for citizens. Investigators are reviewing an additional 61 records.
*24 cases of double-voting that came from tips and data audits. A few dozen voter records remain under review.
*Two cases of voter impersonation. The election board is conducting an additional review to determine if there are more cases. Of the two cases referred for prosecution, one involves voting by mail; the other, in-person voting. In both cases, according to the report, people voted in the name of relatives who recently had died.
In one of the cases, a voter who admitted to voting illegally wrote to investigators that, "My mother at 89 was a tremendous Donald Trump fan. She donated to his campaign, watched all his debates and news involving his campaign on Fox News."

NC Board Of Elections: Dems Cast More Than Half Of Illegal Votes In 2016

The North Carolina Board of Elections released Friday a report detailing the number of people who cast votes illegally in 2016, and Democrats comprised over 60 percent of those who voted illegally.
According to the report, 441 were felons serving active sentences, 41 were non-citizens, 24 voted twice, and 2 voted under the names of dead family members. Nineteen other cases of individuals voting under other people’s names are currently being investigated.
The total number of confirmed cases of voters who cast their ballots illegally comes out to 508.
Democrats comprised 64 percent of the illegal ballots cast — outnumbering Republicans, Libertarians, and unafiliated voters. Republicans followed with 18 percent illegal votes cast. Unafiliated voters comprised 17 percent of the illegal votes, and only 1 percent of Libertarians cast illegal votes.

Of those who double voted, 14 were affiliated with the Democratic Party, five were Republicans, and five were unaffiliated. Of the individuals with felony backgrounds who cast ballots, 292 were Democrats, 73 were Republican, 72 were unaffiliated, and four were Libertarian.
Of the 41 people who cast ballots and were non-citizens, 20 were Democrats, 11 were Republican, and 10 were unaffiliated.
Finally, two individuals affiliated with the Republican Party were found to have impersonated another voter when casting a ballot.
“This audit is a positive step in identifying weaknesses in the local election system. The State needs to be doing a better job tracking felon voters and freezing their records until sentences are complete. NC would also do well to implement voter identification requirements into the absentee voting system–addressing the impersonation of dead voters and others,” Logan Churchwell, Communications & Research Director for the Public Interest Legal Foundation, told The Daily Caller in an e-mail statement.
“The continued trend of noncitizen voting can only be fixed with proof of citizenship built into voter registration applications. Simply inquiring about eligibility is not going to cut it any more,” he added.
