Should we accept election results if voter fraud is found to be pervasive?

During last night’s debate when Trump was asked if he would accept the outcome of the election should Hillary Clinton win, Trump said “I will keep you in suspense,” to which Hillary responded Trump’s answer was “horrifying,” saying he was “talking down our democracy.”
Was Hillary Clinton actually suggesting that the American People should accept the outcome of an election if it is proven that voter fraud determined its outcome?
What seems to be taking down our constitutionally limited “Republican Form of Government”___ which is guaranteed in our Constitution ___ is voter registration fraud and voter fraud and court rulings which have struck down voter ID laws.

"Nothing in this record shows that the reasonable impediment exception ensures that the photo ID law no longer imposes any lingering burden on African American voters," Wynn wrote.
A spokesperson for the North Carolina Department of Justice did not immediately respond to a request for comment on the ruling and the state's likely next steps.
The Obama Administration was among those urging the appeals court to invalidate the North Carolina law.
Attorney General Loretta Lynch hailed the ruling Friday, pointing to its description of the law as "one of the largest restrictions of the franchise in modern North Carolina history."

”Dissenting judges said the law was reasonable in both purpose and effect.
"Requiring a voter to verify her identity with a photo ID at the polling place is a reasonable requirement widely supported by Texans of all races and members of the public belonging to both political parties," they said. The majority ruling "fans the flames of perniciously irresponsible racial name-calling."

Any meaningful measures to insure an honest election have been struck down which in turn allows for massive voting fraud schemes in which the identity of the actual voter is left unchecked.
What is needed is accurate identification of those who vote which can be accomplished with photo IDs and biometric verification at the time of voting, e.g., finger prints, earlobe geometry, retina and iris patterns.
In any event, it would be absurd for the American people to accept the results of an election if significant voter fraud has been found.
