After reading this thread I'm still not sure why this isn't a valid solution.
A writ of mandamus allows officials to be sued for failing to exercise a duty that arises under the law. Mandamus was the center of the case that started Judicial Review in Marbury v. Madison.
I guess any case depends on a court that respects the rule of law.

Before I joined this site I was hoping someone would file a class action lawsuit on behalf of the victims of illegal immigrant criminals.
The objective would simply to come up with a MONETARY amount calculated for the cost of illegal immigration.
