Well, the Defense Appropriations Bill for 2006 has now been passed by both houses of Congress. Bill Frist, at the last minute, inserted language that gives vast protections to drug companies and the US government itself.

Piecing various reports together (the major media have been almost completely silent), here is the situation.

The Secretary of Health and Human Services---a cabinet post under the president---can declare a medical emergency on any pretext, for any reason. This declaration would be an alert. There is a serious disease outbreak that threatens the US. Or---such an outbreak may be coming soon. The outbreak could be labeled epidemic or pandemic or just outbreak. Or actual or impending or potential bio terror attack.

Once the Secretary of HHS makes his declaration, certain rules apply. ANY countermeasure to such a threat (a drug, a vaccine) would be protected from legal liability. In other words, if people are injured by the medications or killed, no one can sue. No one can sue the drug manufacturers or the government.

We're talking about a shield for old or new drugs or vaccines. Suppose, for example, there are 10 drugs the government decides constitute countermeasures to threat A: aspirin, smallpox vaccine, doxicillin...

All protected. All companies protected.

The only exception: if a drug company is proven to have injured people WITH INTENT. This means assault or murder. Try showing that in a courtroom.

Tomorrow, the Sec. of HHS could say: AVIAN FLU REPRESENTS A CLEAR AND PRESENT DANGER TO THE PEOPLE OF THE UNITED STATES. THEREFORE, I AM DECLARING A MEDICAL EMERGENCY. THE FOLLOWING DRUGS AND VACCINES (INCLUDING NEW FUTURE DRUGS) ARE OFFICIAL COUNTERMEASURES TO THE IMMINENT OUTBREAK....

No recourse. No review. No appeal. It's a done deal.

Now, from everything I can see, a "companion" Bill, SB1873, which has passed out of committee on to the floor of the Senate and awaits debate and vote, will establish, among other things, MANDATED DRUGS AND VACCINES (you have to take them) for actual or potential outbreaks, epidemics, pandemics, bio-terror threats.

That would provide the last link in the chain.

While in medical school, Frist obtained cats from animal shelters, under pretense of adoption as pets, for school research experiments in which he killed the animals. In a 1989 autobiography, Frist described his deception in obtaining these shelter cats as "heinous and dishonest". He attributed his behavior to the pressures of school. The incident sparked controversy after a 2002 Boston Globe story repeated the account.

Entering politics

Though he was a public policy major in college, Frist was late to take an interest in politics; he did not vote for the first time until he was 36. In 1990, he met with former Senate Majority Leader Howard Baker about the possibilities of public office. Baker advised him to pursue the Senate, and in 1992 suggested that Frist begin preparations for a U.S. Senate election, 1994. Frist began to build support. He served on Tennessee's Governor's Medicaid Task Force from 1992 to 1993, the Republican National Committee's Health Care Coalition's National Steering Committee, George H.W. Bush-Dan Quayle '92, and was deputy director of the Tennessee Bush-Quayle '92 campaign. As part of Frist's preparations for political office, in December 1993 he ended his membership in Nashville, Tennessee's racially segregated Belle Meade Country Club, which he had joined in the 1980s following family tradition.

During his first campaign, Frist repeatedly accused his opponent, incumbent Senator Jim Sasser, of "sending Tennessee money to Washington, DC, to Marion Barry ... While I've been transplanting lungs and hearts to heal Tennesseans, Jim Sasser has been transplanting Tennesseans' wallets to Washington, home of Marion Barry." During that campaign, he also attacked Sasser for his attempt to become Senate Majority Leader, claiming that his opponent would be spending more time taking care of Senate business than Tennessee business. Frist won the election, defeating incumbent Sasser in the devastating (to Democrats) 1994 Republican sweep of both Houses of Congress by 13 points, thus becoming the first physician in the Senate since 1928. There were claims that Frist had used Barry and other symbolic issues to appeal to Tennessee's Southern conservative, white majority; the Frist camp denied it.

In U.S. Senate election, 2000, Frist easily won reelection with 66 percent of the vote. He was elected by the largest vote total ever received by a candidate for statewide election in the history of Tennessee, although Al Gore won a higher percentage of the vote (70%) in his 1990 Senate re-election.

My personal oppinon is that he is a low life piece of scum.

So they can forcibly vaccinate us regardless of our personal or religious beliefs and then not be held accountable if it causes harm to us? This has to stop.

I have NEVER trusted Bill Frist. He just LOOKS shifty-eyed. But, this article about LYING to adopt cats to KILL THEM just makes me SICK. I don't trust that man as far as I could throw him and, if HE runs for President, I think he will be in for a rude awakening.

jp--I had heard about this vaccination provision and I think it's a disgrace. Believe me--they won't FORCE ME to take any kind of vaccination that has not gone through RIGOROUS testing by the FDA and THEN ONLY IF ABSOLUTELY NECESSARY.

Where is the #@$%*&&#$ Sepreme Court on this? They could inject ANYTHING into us and not be liable, as long as they made their intent secret, and they're good at doing just that.

I was in the military when orders to inject the Swine Flu vaccine were given to all military personel. It got me sicker than a dog.

Screw that, they are going to have to hold me down or jail me or something becuase i am not injecting myself with something that if i die or am hurt becuase of it cant do anything about it. This i crap and i cant beleive that this type of legislation is allowed to just go though!

Why, of COURSE NOT. He has his eyes set on a HIGHER GOAL. He might end up cross-eyed from the effort if I know ANYTHING about politics. They will rip him apart and spit him out in little, mutilated BITS. They would START with his "EXPERT MEDICAL OPINION" of Terri Schiavo and go from there. There wouldn't be a recognizable part of him left after the mud-slingers got through with him. AND, THE TOMATO THROWERS!
