    Just days after Islamist terror group ISIS urged random attacks on Australians and other “disbelievers,” an apparent sympathizer stabbed two counter-terrorism officers in Melbourne before being shot dead.

    The incident occurred when Abdul Numan Haider, an 18-year-old who had allegedly made threats against Australian Prime Minister Tony Abbott and reportedly waved an ISIS flag at a local mall, arrived at a police station in the southeastern suburb of Endeavour Hills on Tuesday night, ostensibly to assist police with an investigation.

    On arrival at the station, Haider stabbed a state police officer who had tried to shake his hand, before turning on a federal police officer and stabbing him three or four times in the body and head. Haider was then fatally shot by the first officer. Both officers were rushed to hospital for surgery where they are reported to be in serious but stable condition.


    Prime Minister Abbott, who is en route to New York to attend an emergency session of the U.N. Security Council on ISIS, commended the officers during a stopover in Hawaii.


    “Obviously this indicates that there are people in our community who are capable of very extreme acts,” he said. “It also indicates that the police will be constantly vigilant to protect us against people who will do Australians harm.”


    On Sept. 21, ISIS released a 42-minute audio clip that called on its supporters to attack non-Muslims in Australia, among several other countries. The threat made against Australians followed the dispatch to the Middle East of 600 Australian military personnel and 10 aircraft, which will be used to launch airstrikes against ISIS.


    “If you can kill an American or European infidel — especially the spiteful and cursed French — or an Australian, or a Canadian, or any other disbeliever from the infidel fighters, including the citizens of the countries that entered into a coalition against the Islamic State, then rely upon God, and kill them in any way possible,” exhorted ISIS spokesperson Abu Mohammad al-Adnani al-Shami on the recording.


    He added: “Why have the nations of disbelief entrenched together against you? What threat do you pose to the distant place of Australia for it to send its legions towards you?”


    Professor Greg Barton of Monash University’s Global Terrorism Research Centre in Melbourne tells TIME that Tuesday night’s attack was not necessarily a result of al-Shami’s call-to-arms.


    “It is likely this kid had read the translation that appeared in the media on Sunday. But I don’t think the recording in itself is so significant,” he says.


    Barton points out Haider was one of 40 to 60 individuals who recently had their passports cancelled over concerns they would join the small but prominent legion of Australians fighting with ISIS in Syria and Iraq, and suggested that this could equally have prompted the stabbing of the two police officers.


    “We have to do more work on community engagement on those who had their passports taken,” he says. “These are troubled young men who are highly frustrated and the fact is they can cause a lot of trouble by running someone over with a car or attacking them with knife. Last night’s incident is a reminder of that, and the fact that, if left unattended, these people will become ticking time bombs.”

    Terror suspect shot dead 'planned to behead officers'

    An 18-year-old who was shot dead after he stabbed two officers in Melbourne was planning to behead them, cover their bodies in an Islamic State flag and post photos to social media, according to reports.

    The teenager, who recently had his passport cancelled on security grounds and had been spotted at a shopping centre draped in an IS flag, stabbed an AFP officer three to four times before twice stabbing a Victorian officer in the forearm after greeting them with a handshake, police said.


    The teen, who has been named in media reports as Abdul Numan Haider, was searched and found to be carrying a larger knife and an Islamic State flag in his pocket, Fairfax reports.


    He is a known terror suspect who authorities had been monitoring for months.




    The wounded Victorian officer fired a single shot that killed the teen.
    Both officers were taken to hospital, where they have undergone surgery and remain in a stable condition.

    A woman who lives next door to the Melbourne police station where the teen was shot dead says she knew something had happened when she heard a "pop" and her dog started reacting.


    "It wasn't so loud because we were inside," she said.


    "It was a pop. That's all I heard, one, single noise, but it was something very unusual. It wasn't something that I've heard before."

    Joan said she went outside where her neighbours already stood, concerned, before one of them told her there appeared to be a body beside one of the cars.

    She said police didn't tell them what had happened and sent them all back inside their homes for safety reasons.


    Victoria Police chief commissioner Ken Lay said the man, who was armed with two knives, first came into contact with police about three months ago.




    "What we saw did cause us some concerns which resulted in us taking some interest in him.
    "It's true to say late last week we learned of some behaviours that were causing us significant concern and our interest was greatly heightened."

    Australian Federal Police acting commissioner Andrew Colvin said it was a range of factors that heightened the police interest in the man.


    "It was a range of factors that had escalated our interest in this gentleman over the recent days, a range of factors that gave us concern about possibly his intentions and what he may do.


    "But again it wasn't specific."

    The man had been seen in a shopping centre with a flag that appeared to be from jihadist group ISIS, also known as Islamic State, but that was not the only factor that led police to escalate interest in him.

    "It was factors in terms of activity at shopping centres, more about rhetoric and things that he had been heard to say," Mr Colvin said.

    Mr Colvin said he was pleased with how the officers responded to the attack.

    "Our worst case scenario is an unprovoked attack by someone at close quarters with a knife," Mr Colvin said.


    "We should be thankful we're dealing with one death not three."


    Mr Colvin confirmed there were no specific threats made against Prime Minister Tony Abbott by the man who was fatally shot, contrary to earlier reports.

    Earlier, Justice Minister Michael Keenan told reporters in Canberra the man was a known terror suspect.

    "The person in question was a known terror suspect who was a person of interest to law enforcement and intelligence agencies," Mr Keenan said.


    The man agreed to meet police at the Endeavour Hills station on Tuesday night to discuss what Australian Federal Police Commander Bruce Giles described as a "routine" issue.


    "The incident took place in the course of normal greetings; so, meeting with the individual, shaking hands, introducing and then the incident unfolded," Mr Giles told reporters at the scene.




    He said it appeared the man had been acting alone.
    The man stabbed an AFP officer three to four times before twice stabbing a Victorian officer in the forearm, police said.

    Victoria Police Assistant Commissioner Luke Cornelius said the Victorian officer fired a single shot that killed the man.


    "Our members had no inkling that this individual posed a threat to them," he said.


    "It's absolutely clear to us that our members really had no choice other than to act in the way in which they did."

    Mr Cornelius said police had not singled the man out.

    "Where we see individuals behaving in a way which causes concern for public safety, we have to reach out to those individuals," he said.


    Islamic Council of Victoria secretary Ghaith Krayem confirmed the man was a Muslim and said his family was struggling.


    He said the man had been involved with Al-Furqan, a group raided by police in 2012, but had not had recent contact with them.


    Mr Krayem said the threat of ISIS in Australia had been overplayed and police were on top of potential terror threats in Melbourne.


    "There's nobody who I'm aware of in the last couple of months in terms of who the police are looking at, who the police weren't already looking at well before now," he said.

    Mr Abbott, who is in Hawaii on his way to a United Nations meeting in New York, said it was a "fierce attack" on the police officers.

    "Obviously this indicates that there are people in our community who are capable of very extreme acts," he said.


    "It also indicates that police will be constantly vigilant to protect us from people who would do us harm."
