    According to reports from CNBC, the Trump administration is considering a new policy to deport immigrants on welfare.
    This is part of the administration’s plans to put the clamps on the migration of low-income people.
    Although residents who are deemed as public charges can be deported in practice, it’s rarely ever applied.
    The proposal in question would include immigrants who are on public benefits such as cash welfare, food stamps, housing subsidies, or Medicaid.

    According to The Daily Mail, U.S. law permits the deportation of immigrants who become “public charges” within five years of admission if their motivation for seeking public aid preceded their entrance to the U.S.
    However, a 1948 ruling determined that the deportation of immigrants had to be limited to cases where the government required payment for public services, and the person failed to pay.
    BLP covered how recent studies show that a substantial portion of recent migrants end up on public assistance, lending credence to Trump’s latest policy proposals.
    Several countries such as Sweden have seen migrant dependency on welfare lead to a certain degree of social upheaval in recent times.
    With the reality of a divided Congress, Trump is looking at whatever means he can use to bring some rationality to American migration policies.
    One thing is certain: immigration will be the hottest issue in the 2020 elections.

    This will get millions of them out of here! These people are scamming us and bankrupting our social service programs FOR American's.

    We owe them nothing. Stop extending TPS and boot them out too! No more refugees or asylum, shut it down and defund it. We are not working, trying to pay our own bills, and save for our retirement to have our government TAKE our tax dollars and pay for foreigners!

    Go home and build America on your soil, get on birth control, and set up your own free programs! Get them out!

    Start implementing this policy and ENFORCE it.

    We are not the world's baby daddy, dumping ground, OR their ATM machine! We are not their Motel 6, their Uber driver, their Healthcare system, their Wal-Mart or their Denny's!

    And would this include the illegal alien parents of U.S. born children, as they collect the majority of their welfare through them? As it is , pregnant illegal aliens receive taxpayer funded Medicaid for their prenatal care and deliveries , no questions asked, on the assumption the child will have citizenship at birth. It is misleading to talk about ending welfare to illegals without ending birthright citizenship.

    All these welfare, food stamps, WIC, TANF, social security, disability, HUD housing, and government taxpayer funded programs need bio-metrics or fingerprinting and DNA to ensure they are NOT using the same kids and passing them around too LYING about being a family unit!

    Everybody on these programs should have to check in quarterly, in person, and stop this fraud! Dead people still get S.S. payments and the relatives are cashing in on it.

    If the parents are illegal...deport them WITH their minor children. They should not benefit from any programs OR tax refunds!

    And no more walking over the border to attend our schools! If they are not a resident of the school district, paying taxes, NO school and they live in Mexico! Shut this SCAM down too!

    The full possible impact is not known, but the change in policy could affect permanent residents — also known as “green card” holders — who are legally entitled to use public benefits soon after their arrival in the United States, such as refugees.
    A Department of Justice spokesman did not immediately respond to a request for comment.U.S. law allows for the deportation of immigrants who have become “public charges” within five years of admission if their reason for seeking help preceded their entry to the United States — for example, if they had a chronic health condition that was not disclosed.
    But due to a 1948 ruling, the deportation of immigrants for using public benefits has been strictly limited to cases in which the government has demanded payment for public services, and the person has failed to pay. Immigration lawyers said they have rarely if ever heard of someone being deported for using public benefits.
    The draft rule indicates the government would override that precedent to allow for deportation of some permanent residents who have used certain public benefits within five years of admission.
    For the plan to go into effect, it would be subject to public comment, after which it could be revised. Attorney General William Barr would then have to sign off on it.
    The public benefits in question include Supplemental Security Income (SSI), given to disabled and older people; the Supplemental Nutritional Assistance Program (SNAP), commonly known as food stamps; Section 8 housing vouchers; many Medicaid benefits; and Temporary Assistance for Needy Families (TANF), a cash assistance program.
    According to federal policy, many permanent residents do not qualify for public benefits unless they have had a green card for five years, making it unlikely they could be targeted for deportation on the basis of “public charge” even under the draft rule.
    But dozens of states have looser rules — for instance, allowing pregnant women and children who are permanent residents to access Medicaid without a waiting period. And the effort to tighten the rules could affect thousands of immigrant veterans, refugees and asylees, who are eligible to receive many benefits without time restrictions. Active members of the military would not be affected.
    Administration officials had earlier indicated that the Justice Department, which oversees U.S. immigration courts, planned to issue a regulation on who can be deported for using public benefits, but its details were not previously known.
    ‘New territory’
    Immigrant advocates said the impact of the possible change is unclear, because it would be such a departure from long-standing practice.
    “We’re in new territory here because this has never been tested,” said Charles Wheeler, an attorney with the Catholic Legal Immigration Network non-profit group. “I’m concerned that it’s going to be targeted at permanent resident aliens who otherwise thought they were free and clear to receive SSI and other public benefit programs.”
    The change, if implemented, fits with broader Trump administration efforts to squelch legal immigration by transforming public-charge rules. The administration has also slashed refugee admissions and imposed a broad travel ban on citizens of several mostly Muslim countries.
    The Justice Department’s draft proposal is based on a similar plan by the Department of Homeland Security (DHS) to significantly broaden the definition of what it means to be a public charge.
    While DHS can decide whether to grant or deny immigration benefits, DOJ’s immigration judges can also decide whether a resident ought to be deported.
    The DHS is expected soon to tighten regulations so that a “public charge” would be any foreigner “who receives one or more public benefits,” including an array of cash and non-cash benefits, such as food stamps, housing vouchers, and Medicaid.
    The DOJ’s draft proposal mirrors that and also directs immigration judges to consider the use of public benefits as a heavily weighted negative factor when determining whether to admit a foreigner to the United States.
    The State Department is also trying to restrict entry to the United States of people it suspects might use public benefits.
    Last year, it gave U.S. consular officers more discretion to reject visas for people they believe may become public charges. The number of people refused immigrant visas on public-charge grounds was four times higher in 2018 than in 2017, and the highest total since 2004.
    In addition to considering new standards for deporting legal residents, the DOJ is also looking at requiring foreigners seeking permanent residency status to submit a declaration to an immigration judge that demonstrates their self-sufficiency. The form asks for a detailed listing of assets, income, and debts, among other information.

    The Trump Administration is looking into altering how it determines the national poverty level, which may put some Americans at risk of losing access to welfare programs, according to Bloomberg. The move might occur from changing how inflation is calculated in the "official poverty measure" according to a regulatory filing by White House Office of Management and Budget. That formula has been used for decades to try and determine where the poverty line is and what people qualify for social programs and federal benefits.
    The measure is calculated at three times the cost of a minimum food diet and adjusted every year as prices rise. It was first set in the 1960s and, in 2018, a family of four making no more than $25,900 was considered under the poverty line. This figure determines eligibility for federal, state and nonprofit programs like Medicaid and food stamps.



    By changing this measure, the poverty level could wind up rising at a slower rate. One proposal has been a shift to "chained CPI", which regularly shows a slower pace of price gains than the already rigged traditional measures. It shows slower inflation growth because it assumes consumers will substitute less expensive items when prices rise.

    The Office of Management and Budget said: “Because of this, changes to the poverty thresholds, including how they are updated for inflation over time, may affect eligibility for programs that use the poverty guidelines.”

Last year, the president signed an executive order calling on federal agencies to strictly enforce current work requirements for welfare recipients and propose new stricter requirements that could reduce eligibility.

    Trump said in December: “Millions of able-bodied, working-age adults continue to collect food stamps without working or even looking for work. Our goal is to move these Americans from dependence to independence, and into a good-paying job and rewarding career.”




    This isn't the first time that the government has suggested using chained CPI to bring down the cost of government programs. While democrats won’t like to hear it, but President Barack Obama proposed switching cost-of-living adjustments in Social Security and other retirement programs to the index in 2014. Obama ultimately abandoned the proposal after outrage from congressional Democrats. Something tells us Trump may not fall victim to that same pressure, however.At the beginning of the year, we reported that the U.N. Special Rapporteur on extreme poverty and human rights in the United States found about 40 million live in poverty, 18.5 million in extreme poverty, and 5.3 million live in Third World conditions. The U.N. Special Rapporteur on extreme poverty warned the U.S. has one of the highest rates of income inequality among Western nations, while critiquing the Trump administration for the $1.5 trillion in debt-fueled tax cuts in December 2017 that overwhelmingly benefited the wealthy and worsened inequality among the middle class and poor.
