Obama Presses "North American Union" With Mexico, Canada

    Written by William F. Jasper

President Obama’s February 19 meeting in Toluca, Mexico, with Canadian Prime Minister Stephen Harper (right) and Mexican President Enrique Peña Nieto (center) did not produce any big, headline-grabbing breakthroughs, but that does not mean that it didn’t lay new ground for political and economic integration of the three nations. In fact, in their Joint Statement issued at the conclusion of the summit, the three leaders affirmed their commitment to a number of initiatives, many of which are already far developed, including approval of the Trans-Pacific Partnership (TPP), the "trade” agreement that is stirring widespread opposition in all three countries.

The controversial TPP is evoking broad-spectrum hostility particularly because of the total secrecy under which it has been crafted; while the American public and even the U.S. Congress have been kept from seeing the text, privileged corporations and NGOs have been given full access to the negotiated documents. The portions of the agreement that have been publicly leaked have confirmed that it poses a serious threat to national sovereignty, both from international institutions (such as the United Nations and the WTO) as well as multi-national corporations. The Joint Statement unequivocally endorses the TPP, declaring:

We seek to set new standards for global trade through the prompt conclusion of a high standard, ambitious, and comprehensive Trans-Pacific Partnership.

This is similar to the language of the Joint Statement issued by Obama, Harper, and then-President of Mexico Felipe Calderon at the 2012 Summit of North American Leaders, which declared:

The Trans-Pacific Partnership (TPP) provides an opportunity to further deepen our trade relationship and create jobs. The United States welcomes Canada’s and Mexico’s interest in joining the TPP as ambitious partners.

The TPP is an attempt to forge a supranational government for the nations of the Pacific Rim modeled after the European Union. There are currently 12 members of the TPP: United States, Mexico, Canada Australia, Brunei Darussalam, Chile, New Zealand, Peru, Singapore, Vietnam, Malaysia, and Japan.

The TPP represents the latest attempt of the globalists in the Washington ruling elite to greatly expand the power and reach of 20-year-old NAFTA, the North American Free Trade Agreement. Following the example of the European Union, they are pursuing a twin path of “broadening and deepening.” Broadening refers to the process of adding new member nations; deepening refers to the process of greater and greater “integration” and “harmonization,” the progressive convergence and intertwining of economic, political, and social sectors of the individual countries into a regional government, over which the citizens and their elected officials would have less and less control and accountability. Eventually, the various supranational regional governments would be merged into a world government under the United Nations, World Trade Organization, International Monetary Fund, and other UN-related agencies.

Following the establishment of NAFTA in 1994, under the Clinton administration, President George W. Bush attempted to deepen the U.S.-Canada-Mexico tri-national region with the Security and Prosperity Partnership (SPP), but public opposition spearheaded by this publication, The John Birch Society, WorldNetDaily, Phyllis Schlafly’s Eagle Forum, and other pro-independence, pro-Constitution groups, forced the Bush administration to shelve the plan — temporarily — and drop the tainted SPP moniker. At the same time, the Bush administration was pushing the broadening agenda, under the banner of the Free Trade Area of the America’s (FTAA), an endeavor launched during the Clinton administration to expand NAFTA to include all the nations of North and South America. As with the SPP, an awakened electorate put sufficient heat on the U.S. Congress to torpedo the FTAA. The subversive integration/merger plans that The New American had been exposing for years were confirmed in 2011 with the release by WikiLeaks of U.S. State Department cables showing that U.S. officials had been colluding with their Canadian and Mexican counterparts to undermine our constitutional government through various “integration” schemes. (See here and here.)

CFR Handprints on Every Page — No Surprise There

As with NAFTA and all of the other myriad “free trade” agreements that have flooded out of the current Obama administration and the Bush I, Clinton, and Bush II administrations, the actual fountainhead for the texts continues to be the Council on Foreign Relations (CFR) and its allied think tanks and media spigots. Carla A. Hills, a top CFR insider, is but one of the brain trust’s key operatives promoting the TPP. In testimony on January 15, Hills laid out the CFR line on the TPP as a broadening-deepening upgrade to NAFTA. Her statement before the House Committee on Foreign Affairs Subcommittee on the Western Hemisphere, entitled, “NAFTA at Twenty, Accomplishments, Challenges, and the Way Forward,” called for more U.S. integration with Canada and Mexico, while moving forward with the TPP (of which Mexico and Canada are already partners) and also bringing Canada and Mexico into the Transatlantic Trade and Investment Partnership (TTIP) currently underway to merge the United States and EU into a super-regional bloc. Hills, a co-chair of the CFR board of directors, told the subcommittee:

In 2012 Mexico and Canada joined the United States and eight other nations to negotiate a Trans-Pacific Partnership (“TPP”) to link the Asia and Pacific regions. Having our two neighbors at the table will better enable us to take positions to maintain and advance the unique competitiveness of the North American Region. It also gives us an attractive opportunity to address issues that were not relevant when the NAFTA was negotiated.…

It also provides an opportunity to harmonize a number of conflicting trade rules.… Today there are eight existing bilateral trade agreements between the three NAFTA governments and other TPP participants that were negotiated after the NAFTA came into being…. These differences could be dealt with in the TPP agreement.

Then, on to the push for the TTIP. According to Hills:

Third and most importantly, a North American-European Union Trade Agreement. Last year the United States and the European Union’s 28 states launched a comprehensive Trans-Atlantic Trade and Investment Partnership (“T-TIP”). The third round of negotiations occurred this past December.

Without question the T-TIP is a very big deal…. Failure to include Canada and Mexico in T-TIP would erode the unique and hugely beneficial economic integration that we have achieved with our two neighbors as a result of the NAFTA.

Carla Hills is one of the big movers and shakers in globalist circles. Besides being a longtime CFR officer and current co-chair of the organization (along with Robert Rubin, former U.S. treasury secretary and former co-chair of Goldman Sachs), she is also chair and CEO of Hills & Company (her international consulting firm), a member of the executive committees of the Trilateral Commission and the International Crisis Group, and an attendee of the secretive Bilderberg Group meetings. The biography for Hills on the official U.S. Department of State website dated March 12, 2012 says:

Over the past 25 years Mrs. Hills has served on a number of corporate boards of directors. She currently serves on the International Boards of J.P. Morgan Chase, Rolls Royce, and the Coca-Cola Company and is a member of the Board of Gilead Sciences. Mrs. Hills is also actively involved with a number of eleemosynary organizations, serving as Co-Chair of the Council on Foreign Relations, of the Inter American Dialogue, and of the International Advisory Board of the Center for Strategic and International Studies; Chair of the National Committee on U.S.-China Relations, … among others.
Hills was also a member of the CFR’s high-powered Independent Task Force that produced the 2005 report entitled Building a North American Community, a full-throated call for continental merger. Robert Pastor (CFR member), frequently cited as “the father of the North American Union,” was the principal co-chair of that task force; he is the author of the 2001 book, Toward a North American Community, and the 2011 book, The North American Idea: A Vision of a Continental Future, both of which promote the CFR program of hemispheric integration. Pastor, who passed away recently, gained infamy for subversive activities during the Carter administration, working under national security advisor Zbigniew Brzezinski, and also working closely with the radical-Marxist Institute for Policy Studies (IPS).

Pastor and Carla Hills were also among the current and former U.S. officials that attended a secret conference in Banff, Alberta, in 2006 to discuss continental merger plans with foreign counterparts. The U.S. participants included Defense Secretary Donald Rumsfeld, former Secretary of State George Shultz (CFR), former Central Intelligence Agency Director R. James Woolsey (CFR), former Immigration and Naturalization Services Director Doris Meissner (CFR), former Defense Secretary William Perry (CFR), and others. Exposure of that secret meeting and the SPP stealth agenda to surreptitiously carry forward the transnational merger in violation of the U.S. Constitution, and without the knowledge and consent of the American people, caused another firestorm that helped stop the SPP version of the NAU.

However, that did not mean "game over"; the globalists merely shifted gears, changed their game-plan labels, and rotated in some new players. As we reported concerning the Obama TTIP-TPP program:

Heading up Team Obama’s official TTIP effort is U.S. Trade Representative Michael Froman (CFR), who is described in his official USTR bio as “President Obama’s principal advisor, negotiator and spokesperson on international trade and investment issues.” Froman’s chief deputy at USTR is Miriam Sapiro (CFR). Leading the effort with Froman is undersecretary of state for economic growth, energy, and the environment (and longtime Washington insider) Robert D. Hormats (CFR). Froman and Hormats have been busy for months lining up top-level support for TTIP in speeches before business, banking, and industry groups. They are both Wall Street insiders. Froman was a managing director at Citigroup, and also served as president and chief executive officer of CitiInsurance before joining the Obama administration. Hormats was vice chairman of Goldman Sachs International. Both men were principals in massive corruption scandals (Froman in the bailout of Citigroup, Hormats in PetroChina’s takeover of Sudan’s oil).

The late Admiral Chester Ward was a longtime CFR member who became one of its most notable critics. According to Adm. Ward, the goal of the CFR’s leaders is the “submergence of U.S. sovereignty and national independence into an all-powerful one-world government.” James Perloff’s definitive book on the CFR, The Shadows of Power: The Council on Foreign Relations and the American Decline, together with numerous articles in this magazine over the years, has shown Admiral Ward’s evaluation of the organization to be spot-on.

New Obama Executive Order Pushes Us Closer To A North American Union And A One World Economic System

By Michael Snyder, on May 1st, 2012

When it comes to Barack Obama, one of the most important things to understand is that he is a committed globalist. He firmly believes that more “global governance” (the elite don’t like to use the term “global government”) will make the world a much better place. Throughout his time in the White House, Obama has consistently sought to strengthen international institutions such as the UN, the IMF, the World Bank and the WTO. At every turn, Obama has endeavored to more fully integrate America into the “global community”. Since he was elected, Obama has signed a whole host of new international economic agreements. He regularly speaks of the need for “cooperation” among global religions and he has hosted a wide variety of different religious celebrations at the White House. Obama once stated that “all nations must come together to build a stronger global regime”. If you do not want to live in a “global regime” that is just too bad. To globalists such as Obama, it is inevitable that the United States of America will be merged into the emerging global system. Just this week, Obama has issued a new executive order that seeks to “harmonize” U.S. economic regulations with the rest of the world. This new executive order is yet another incremental step that is pushing us closer to a North American Union and a one world economic system. Unfortunately, most Americans have absolutely no idea what is happening.

The American people need to understand that Barack Obama is constantly looking for ways to integrate the United States more deeply with the rest of the world. The globalization of the world economy has accelerated under Obama, and this latest executive order represents a fundamental change in U.S. economic policy. Now federal regulators will be required to “harmonize” their work with the international community. The following is how this new executive order was assessed in a recent Businessweek article….
Obama’s order provides a framework to organize scattered efforts to promote international regulatory cooperation, the chamber’s top global regulatory official said today.

“Today’s executive order marks a paradigm shift for U.S. regulators by directing them to take the international implications of their work into account in a consistent and comprehensive way,” Sean Heather, vice president of the chamber’s Center for Global Regulatory Cooperation, said in an e-mailed statement.

Members of the Obama administration are touting this as a way to “reduce regulation”, but the truth is that this is much more about aligning ourselves with the rest of the world than anything else.

Obama’s “Information Czar”, Cass Sunstein, authored a piece in the Wall Street Journal on Monday in which he stressed the need to eliminate “unnecessary regulatory differences across nations” so that the United States can compete more effectively in our “interdependent global economy”. The end result of this process will be that we will now do things much more like how the rest of the world does things….
In an interdependent global economy, diverse regulations can cause trouble for companies doing business across national boundaries. Unnecessary differences in countries’ regulatory requirements can cost money, compromising economic growth and job creation. Think of divergent requirements for car headlights, or the labeling of food, or standards for container sizes.
Recognizing this, President Obama’s Jobs Council has called for U.S. agencies to better align U.S. regulations with those of our major trading partners. And today the president is issuing an executive order, “Promoting International Regulatory Cooperation,” with a simple goal: to promote exports, growth, and job creation by eliminating unnecessary regulatory differences across nations.

But a one world economic system is not going to arrive overnight. Initially, it is much more likely that there will be a very strong push toward North American integration first. The goal will be to shape North America into an integrated regional economic unit similar to the EU. Cass Sunstein discussed how this new executive order will affect North American integration on the White House website on Tuesday….
The new Executive Order will build on work that is already underway. We have started close to home, with President Obama launching Regulatory Cooperation Councils with Prime Minister Harper of Canada and President Calderon of Mexico. The Councils are implementing work plans to eliminate or prevent the creation of unnecessary regulatory differences that adversely affect cross-border trade; to streamline regulatory requirements; and to promote greater certainty for the general public and businesses, particularly small- and medium-sized enterprises, in the regulation of food, pharmaceuticals, nanotechnology, and other areas. The United States and Canada released the United States-Canada Regulatory Cooperation Council (RCC) Joint Action Plan last December. In February, we announced the United States-Mexico High-Level Regulatory Cooperation Council (HLRCC) Work Plan.

Most Americans have absolutely no idea how far plans to integrate the United States, Canada and Mexico have advanced.

Last year, Barack Obama signed an agreement to create a “North American security perimeter” and most Americans never even heard about it because the mainstream news networks almost entirely ignored it.

But this is exactly what the globalists want. They don’t want people to become alarmed by these moves toward North American integration. In fact, a document uncovered by Wikileaks shows that those involved in the effort to integrate North America believe that an “incremental” approach is best. Apparently they believe that small moves toward integration are less likely to alarm the general population. The following is from an article that appeared in The National Post last year….
The integration of North America’s economies would best be achieved through an “incremental” approach, according to a leaked U.S. diplomatic cable.

The cable, released through the WikiLeaks website and apparently written Jan. 28, 2005, discusses some of the obstacles surrounding the merger of the economies of Canada, the United States and Mexico in a fashion similar to the European Union.

“An incremental and pragmatic package of tasks for a new North American Initiative (NAI) will likely gain the most support among Canadian policymakers,” the document said. “The economic payoff of the prospective North American initiative … is available, but its size and timing are unpredictable, so it should not be oversold.”

If the people of Canada, the United States and Mexico were told that there was a plan to merge all three economies, there might be massive protests to stop it, and the globalists do not want that.

A few years ago, the “Security and Prosperity Partnership Of North America” (SPP) that was being promoted by President George W. Bush started to generate quite a bit of negative publicity. That caused those seeking to integrate the economies of North America to back off for a little while.

But as an article by Jerome Corsi last year detailed, the eventual goal is to turn North America into another version of the eurozone. That includes a common currency for North America called the “amero”….
The SPP in the administration of President George W. Bush appeared designed to replicate the steps taken in Europe over a 50-year period following the end of World War II to transform an economic agreement under the European Common Market into a full-fledged regional government, operating as the European Union, with its own currency, the euro, functioning as the sole legitimate currency in what has become known as “the eurozone.”
The concern under the SPP has been that the North American Free Trade Agreement, or NAFTA, could be evolved into a regional government, the North American Union, with a regional currency, the amero, designed to replace the U.S. dollar, the Mexican peso and the Canadian dollar.

So will we ever see the “amero” replace the U.S. dollar?

    Hopefully not.

If the globalists try to introduce the “amero”, it would probably be after a horrible financial crisis in which the U.S. dollar falls apart. The “amero” would be heralded as the “solution” to the problems that were plaguing the dollar.

If there ever is a move to get rid of the U.S. dollar for an international currency of some kind, the American people will need to resist it with all of their might.

The more integrated the world becomes, the more likely it becomes that we will see nightmarish global tyranny someday. It is very frightening to think of what someone very evil might do if they had the chance to run the entire planet.

Once our national sovereignty is gone, it will be incredibly difficult to get back. If the American people don’t take a stand while they still can, their children may wake up someday as citizens of a very oppressive “global regime”.

After Crying “Conspiracy Theory,” CNN Touts North American Union

    Written by Alex Newman

Just a few years ago, it was all a baseless “conspiracy theory.” Now, promotion of a European Union-style merger between the United States, Mexico, and Canada is being shouted from the rooftops — by U.S. taxpayer-funded globalists writing in the very same media outlet, CNN, that tried to ridicule GOP presidential hopeful Ron Paul over the North American Union issue just a few years ago. Indeed, according to the recent opinion piece by two mid-level operatives for the “New America Foundation,” the future of the United States does not rest with the U.S. Constitution, “We the People,” or even the Supreme Court. Instead, it “lies in North America,” claimed New America’s Andrés Martinez and Daniel Kurtz-Phelan.

“This is not a geographic truism, but a strategic imperative,” the duo argued. “The United States, Canada and Mexico are bound by a shared economic, environmental, demographic and cultural destiny.” In recognition of what they refer to as North America’s “shared destiny,” Martinez and Kurtz-Phelan propose the establishment of what they call a “North American passport.” The radical passport scheme would eventually facilitate the erasing of U.S. borders in exchange for “North American” borders — a plot that has been underway for years with the “Beyond the Border” initiative and other schemes.
“Much like the EU passport,” the tax-funded globalists wrote, the new North American passport would ultimately allow citizens to “travel, work, invest, learn and innovate anywhere in North America.”

Apparently, at least in the minds of globalists paid with Americans’ tax dollars, the economies of the United States, Mexico, and Canada are “far more integrated” than recognized by the current immigration system — or lack thereof, in light of Obama’s imperial decrees purporting to nullify U.S. immigration laws. So, phasing out U.S., Mexican, and Canadian passports and replacing them with a single North American one would merely serve to “align our laws with reality.” Of course, it is true that, thanks largely to the North American Free Trade Agreement (NAFTA), U.S. sovereignty has already suffered a severe blow. Unelected North American “tribunals,” for instance, already purport to overrule state and federal laws enacted by the American people’s elected representatives. North American bureaucracies are proliferating, too.
However, Martinez and Kurtz-Phelan claim to view the subversive attack on the independence of the American Republic as a positive development. NAFTA, they explained, “has created an integrated manufacturing platform and labor market.” But it must go much further, the “New America” duo argued, exploiting any conceivable pretext to eliminate self-government and national sovereignty. “This potential must be leveraged regionally, with cross-border infrastructure investments and environmental planning,” they wrote after discussing oil production in the “North American region.” Apparently, corruption-riddled and Big Government-plagued Mexico is America’s “lynchpin” to “relations with the countries of Central and South America.” So, they argued, give up your sovereignty and merge with Mexico!

“The inception of NAFTA marked an important step toward leveraging these geographic realities for a shared North American success,” continued Martinez, who resigned from the Los Angeles Times amid a scandal, and Kurtz-Phelan, a former policy adviser on then-Secretary of State Hillary Clinton’s staff. “But the promise of NAFTA has fallen short in a critical respect; while trade and investment have grown, the barriers to movement have remained too high for the people who help drive and stand to benefit from that growth.”

Of course, both globalists know full well that the people of all three countries would overwhelmingly reject any such scheming — probably laughing them out of the room as kooks, if not seeking prosecutions for trying to surreptitiously subvert the independence of their own nations. So the people must be defied. “As evidenced by the recent political firestorm over President Obama's executive move to allow more undocumented workers to avoid deportation, it would take farsighted and courageous political leadership in all three countries to press for a North American passport,” they wrote, as if defying the Constitution, the oath of office to uphold it, and the will of the people somehow represented “courage” rather than lawlessness. In fact, they argued that abolishing the borders between the United States and its neighbors would “help alleviate our contentious domestic immigration battles.”

The fact that the radical anti-sovereignty screed promoting deeper North American integration was published by CNN, though, is especially ironic. During the 2007 GOP presidential debates, CNN selected a question for Ron Paul asking him if he really believed in the “conspiracy theory” about ongoing efforts to build a North American Union. The effort to ridicule Paul backfired, big time, after he offered an excellent answer making the questioner look foolish. But the attempt did not go unnoticed. Some years later, official U.S. government documents from the embassy in Canada leaked by WikiLeaks revealed that long before that debate, top federal officials were working hard with their counterparts in Canada on plots to create a regional currency, subvert national constitutions, and eventually create a North American regime.

More recently, after spending years dishonestly dismissing criticism of their machinations as “conspiracy theories,” top globalists have been much more open about the potentially treasonous plot. “After America comes North America,” disgraced former General and CIA boss David Petraeus said confidently last year in answering a question about what comes “after” the United States. “Are we on the threshold of the North American decade, question mark? I threw that away — threw away the question mark — and boldly proclaimed the coming North American decade, says the title now.” He also boasted about how the three economies have been put “together” over the last 20 years as part of the “implementation” of NAFTA. Globalist mouthpiece Henry Kissinger, meanwhile, recently outlined his vision of a “New World Order” that would first have to divide the globe up into regional regimes.

While much of the scheming has come from the global government-promoting Council on Foreign Relations, the taxpayer-funded New America Foundation appears to be playing a growing role in pushing the outlandish plot. Google boss Eric Schmidt, whose search engine stands accused of increasingly working to hide alternative media voices that oppose “North America” scheming, serves as chairman of the foundation’s board of directors. The outfit’s top funding sources included unwitting American taxpayers, forced to contribute more than $1 million — potentially much more, the foundation does not say — in 2013 alone through the U.S. State Department. Various other federal agencies also contributed taxpayer dollars. Another top source of funding was the Bill and Melinda Gates Foundation, infamous for promoting abortion, population reduction, globalized and federalized education standards, and more. Bailed-out megabanks, globalist tax-exempt foundations (Rockefeller, Ford, Carnegie, and more), billionaire extremist George Soros, the World Bank, Big Media, various tax-funded universities, and other sources also finance the outfit.

And as the name suggests, a “New America” is indeed what they are pushing for — a new America without self-government, individual rights, national sovereignty, or the principles upon which the old America was founded. Just consider the farewell address by America’s first president, George Washington. “It is our true policy to steer clear of permanent alliances with any portion of the foreign world,” he told the young nation. Now, globalists are pushing not just for “permanent alliances,” but the outright surrender of U.S. independence to merge with “North America” and eventually, the world. The scheming has been underway for generations, mostly in the shadows. But, as the final phases approach, much of the agenda is now being touted openly in establishment media organs such as CNN and beyond.

Of course, The New American has been exposing the plot to surrender American independence to a continental regime for almost a decade. The founding father of the bid to impose a North American regime on the United States, Council on Foreign Relations operative Robert Pastor, even credited The John Birch Society, a constitutionalist organization and affiliate of this magazine, with stopping the plot. However, as recent developments show clearly, the extremist movement to subvert self-government and national sovereignty by powerful forces across North America is still alive and well. And unless the people of the United States, Canada, and Mexico get educated and organized to stop it, the threat of an EU-style continental regime to rule “North America” will continue to grow.
