2005-2007 JWC Work Plan

This most current work plan of the JWC addresses the development of a Border Master Plan, Border Information Flow Architecture, a Border Infrastructure Needs Assessment II, and a second phase of the Bottleneck Study. Other topics included in the work plan include:

- The identification and finance of short term/low cost/high impact projects;
- A Safety Conscious Planning Seminar and follow up actions;
- The development of a Regional Operations Model;
- A Border Wizard/Sim Fronteras Pilot regional study in the El Paso/Cd. Juarez and San Diego/Tijuana areas;
- A Border Technology Exchange Program (BTEP) Strategic Plan Update; and,
- The development and implementation of outreach strategies.

2003-2005 Biennial Work Plan
This most current work plan of the JWC addresses innovative finance mechanisms, including a pilot one-day border financing workshop; a transportation infrastructure and traffic management analysis of crossborder bottlenecks; a GIS training program on the use of US/Mexico Border GIS applications; an analysis of coordination systems at POEs; and the development of the Otay Mesa FAST Lane Project.
2001-2003 Biennial Work Plan
Because of limited time and money, the JWC selected to work on five of the nine topic areas identified in the 2000 Memorandum of Understanding on the 2001 biannual work plan:

- Border Infrastructure Needs Assessment
- GIS/Live Data Bank
- Coordinated Port of Entry Management System
- ITS
- Border Technology Exchange Program
1998-2000 Work Plan
This work plan was developed in accordance with the functions of the JWC as identified in the transition plan. The plan highlights the topics discussed during interviews conducted by the coordinators. This document presents the activities of the JWC for November of 1998 to November of 2000. The four principal goals of this work plan are to:


Support for the binational planning processes at the federal, state, and local levels
Coordinate the federal, state, & local planning processes with in and between both countries
Encourage the implementation of innovative solutions to improve border efficiency
Provide technical assistance
April 13, 1998 Transition Plan
In 1998, FHWA and SCT established a transition plan for advancing opportunities for cooperation identified in the binational study. This plan describes the actions suggested for the JWC to transition from an organization performing primarily study oversight to an entity conducting on-going U.S.-Mexican border area transportation planning and programming. The report provides suggested protocols for the operation of the JWC as well as descriptions of actions needed to complete the transition, including changes in responsibilities of the JWC, transferring of information and activities from consultants to JWC member agencies, and startup of new activities.
