City offers $10,000 reward in search for hit-run driver

NORWALK - The city of Norwalk is offering a $10,000 reward to anyone who helps deputies arrest a driver accused of running over a crossing guard and then fleeing to Mexico.

At about 7 p.m. March 1, Jaime Meza, 50, of Whittier was struck in a crosswalk at Rosecrans and Greenstone avenues, near John Glenn High School, according to the Sheriff's Department. Meza was a contract worker for the city.

Meza had walked into a marked crosswalk holding up his stop sign in order to allow a bicyclist to cross the road, according to Deputy Jeff Tibbetts of the sheriff's Norwalk Station.

The driver of a red 1986 Toyota pickup was eastbound on Rosecrans. Tibbetts said the driver didn't see the stop sign and struck the guard, dragging him for about 45 feet before stopping.

The driver got out of the truck for a moment, got back in, then got out for a second time. He then walked away from the scene without making any effort to render aid or identify himself, said Tibbetts.

Meza survived head injuries and a broken leg and is now undergoing rehabilitation.

Tibbetts said deputies later discovered the truck was owned by Jose Francisco Velez Serrano, 32, of Artesia. Serrano, who had only an identification card from the Mexican consulate, left the country and went back to Mexico, they said.

Tibbetts said that investigators discovered Serrano apparently returned to his home south of Pueblo, Mexico, where he has refused to talk about the accident even to his family.

He said investigators were hopeful that someone might convince Serrano to give himself up.

Serrano is described as about 5 feet 10 inches tall and 180 pounds, clean shaven with acne scars on his face.

Anyone with information about Serrano or the case was asked to call Tibbetts at (562) 863-8711,

    Ext. 5441.

Since they know where this guy is, why doesn't Bush's friend south of the border extradite this criminal?
