    (CNSNews.com) – The mayor of Lynn, Mass. says that some of the illegal aliens from Guatemala who are enrolled in her city’s public schools are adults with graying hair and “more wrinkles than I have.”
    “They are not all children,” Judith Flanagan Kennedy told reporters at a press conference at the National Press Club in Washington, D.C. on Wednesday.
    “One of the things that we did notice when we were processing some of these students coming in was that they were adults,” she said.
    She added that the federal government will not allow school officials to verify their ages even though one of the students turned out to be 35 years old.

    Kennedy said that the majority of those from Guatemala who are enrolling in the Lynn Public Schools claim to be between 14 and 17 years of age.
    “But there were people with graying temples, hair around the temples,” said Kennedy, adding that although she did not see these individuals in person, she saw photographs of them in registration paperwork. “There were people with more wrinkles than I have around their eyes.”
    However, the school district was directed by the federal government not to verify the age of the foreign enrollees, Kennedy said.
    “We were told through a directive from the Department of Justice (DOJ) that we were not to question or verify – attempt to verify these ages,” Kennedy stated at the press conference, hosted by the Center for Immigration Studies (CIS).
    Kennedy said that she and the school superintendent in Lynn wanted to know why the number of students from Guatemala “almost doubled” from 56 who enrolled during the 2012-13 school year to 101 during the 2013-14 school year.
    When CNSNews.com asked whether she could be more specific about how they determined the ages of those enrolled, Kennedy replied that while school personnel cannot ask for age verification, they have confirmed that some of them are in fact adults.
    “We have no ability to confront a student directly and demand an accurate age,” Kennedy said. “Every once in a while, we’ll be able to determine that someone is well above the age at which they would be entitled to an education in the Lynn Public Schools.
    “For example, if a student does not show up for a few days of classes, we will send our truant officers out to find out what’s going on at that home,” Kennedy explained.
    “One example: the woman who answered [the] door said, ‘He’s 35 years old -- he’s not going to show up at school....But we cannot, per DOJ guidelines, we cannot ask them for any more verification of age,” Kennedy said.
    “It does become very frustrating,” she added.
    In May, the Department of Justice issued a statement to public schools reminding them that they are legally required to enroll all children, regardless of their immigration status.
    “You must ensure that you do not discriminate on the basis of race, color, or national origin, and that students are not barred from enrolling in public schools at the elementary and secondary level on the basis of their own citizenship or immigration status of that of their parents or guardians,” the DOJ statement read.
    However, under federal law, “the term ‘child’ means any person within the age limits for which the State provides free public education.” In Massachusetts, those between the ages of 3 and 21 are eligible to attend public school.
    At the press conference, Kennedy said that the economic impact on American cities like Lynn, which is located about 10 miles north of Boston, includes an increase in cost to taxpayers for educating these overage students and for providing them with health services, including vaccinations that are required for all children attending U.S. public schools.
    But the federal government has not said whether cities and school districts will be reimbursed for these increased costs, according to Kennedy.
    She described Lynn as a blue-collar "factory” town with a diverse population of about 90,000. It is the ninth largest city in Massachusetts and has the fifth largest school district in the state.
    As reported earlier by CNSNews.com, the Administration for Children & Families’ Office of Refugee Resettlement said that by the end of July, 37,477 unaccompanied alien children have been placed with relatives or other sponsors around the country and are entitled to attend U.S. public schools. Of that number, 989 were sent to Massachusetts.

    This is ridiculous and if the parents of actual school age children aren't outraged they are fools. JMO

    The liberal bastion of Massachusetts is feeling the consequences of the last two elections with the arrival of a flood of Guatemalan illegals into the small, blue-collar town of Lynn. If only the fallout from the problem could be restricted to those who brought it upon all of us through their “enlightened liberalism.” Those of us who saw it coming, who sounded the alarm will suffer right along with the wanna-be elitists.

    The city voted Democrat in the last four elections, with Obama capturing a 53% share in 2012. That’s a mistake they’re now paying for.

    Mayor Judith Flanagan Kennedy says they’ve got a real problem on their hands. The new resident illegals are driving education costs and home rental prices up, while forcing government services to be cut.

    The mayor says the citizens of her town are afraid to speak out in public because they fear being labeled as racists, but they are concerned. She said, “They want to see it stopped. They’re glad I’m speaking up about it,” she said.

    538 illegal, largely illiterate students are presently attending schools in Lynn, which is a popular destination for Guatemalans. They gravitate to places where they have friends or family, a policy reinforced by the infamous phone contacts that ICE uses to determine the illegals’ placement location.

    Home land Security won’t share information as to the background of the illegals the school and community is forced to absorb. Kennedy said that some of the supposed minors are obviously adults.

    She said that during the 2013 enrollment, “we were seeing people with graying temples, people with more wrinkles around their eyes than I have.”

    They lie about their age, knowing that the government doesn’t verify anything and that common sense and judgment are not a factor in the process. Statements made as to their supposed, name, age or any other characteristics or history are treated as the truth, even when they are obvious lies.

    By enrolling in school, they become registered as being a minor, reinforcing the “validity” of their asylum petition.
    The lawless president is also impacting this city and its citizens in other predictable ways, such as a much higher dropout rate and reductions in performance-based funding by the state of their school. Additionally, more nurses here hired to provide vaccinations to the new future Democrats.

    Kennedy told reporters that the costs associated with the illegals have already boosted the education budget by nine percent and forced a cut of five percent in city services. The city used to have a $16.5 million reserve fund. That no longer exists.

    The community is also facing the reality imposed by one law the Democrats can’t break, that of supply and demand. Rents in the city are rising dramatically, with citizens being forced to pay more as a result of their new illegal neighbors, with actual bidding wars being waged for vacant apartments.

    This is the future of America, a direct result of the lawless dictatorial acts of B. Hussein Obama and the Democrats. With the border still wide open and the regime working night and day to import as many illegals as possible, the problems faced by Lynn, Massachusetts aren’t unique. Maybe it’s time to rethink that Democrat voter registration.

    President Barack Obama is dumping hundreds of Guatemalan migrants into the blue-collar town of Lynn, Mass., boosting its education costs, forcing cuts in government services, and helping raise rental prices for Americans, according to the city’s mayor.
    Many “are illiterate in both English and Spanish [and] the odds of us getting them to pass a 10th grade math test are negligible,” Judith Flanagan Kennedy, the mayor of Lynn, told reporters Aug. 27.
    Most of the city’s residents “are very afraid to speak publicly about it, because they don’t want to be branded as a racist,” Kennedy said.
    But the voters tell her, via letters, emails and conversations, that “they are very concerned about the number of people coming in,” she said.
    “They want to see it stopped. They’re glad I’m speaking up about it,” she said.
    Many Central Americans have enrolled in the town’s schools, including 101 new students in the 2013-14 school year, she said.
    They’re a large part of the growing number of legal and illegal migrants — now roughly 1,200 — crowding into the city’s schools. The growth is much faster than expected, she said. The city will open a new school schedule in 2016, but that still won’t provide enough space, she said.
    The 101 new Guatemalan students in 2013-14 are part of the growing wave of Central American illegal migrants that have crossed the border to ask for asylum since 2010.
    More than 125,000 low-skill migrants have been allowed into the country since last October. That number includes at least 60,000 “unaccompanied alien minors.” The minors include kids, youths and people masquerading as teenagers, most of whom are guided to the U.S. border by coyotes.
    Once they cross the border, many of the Guatemalans migrate to Lynn because the city already had a population of Guatemalans before the wave began, she said. Migrants settle where they have friends, she added.
    Federal officials have not said where the “family units” are being settled, pending the slow resolution of their asylum claims. Many of the migrants’ claims won’t be settled for several years.
    The Department of Homeland Security won’t allow school officials to learn more about the migrants that arrive in Lynn, such as their age or even possible criminal records. Some of the migrants are clearly adults, Kennedy told reporters at an Aug. 27 press event in the National Press Club.
    During 2013 enrollment, “we were seeing people with graying temples, people with more wrinkles around their eyes than I have,” she said.
    The migrants have an incentive to lie about their age, because Obama is allowing Central Americans aged 18 or below to file for asylum.
    They also have an incentive to enroll in schools. By registering in school, the migrants are forcing the city to declare they are aged 18 or below, which helps their legal claim for asylum, residency and, eventually, citizenship.
    The city’s truant officers can visit their homes when they don’t show up for school, Kennedy said. One woman at a student’s home told an truant officer that the so-called student “is 35 years of age, he’s not going to show up at school,” said Kennedy.
    The city’s drop-out rate is rising, partly because some migrants quit school for work, she said. “We’ve had one of these students drop out four times already … [and] we see a lot of problem coming down the road.”
    Many of the migrants are so unprepared for school that they’re dragging down Lynn’s apparent school performance, which threatens performance-based funding from the state, she said.
    When “one gentleman presented his [enrollment] papers, he presented an arrest warrant” because he could not read English, she said. School officials called immigration officials, who have declined to say what became of that supposed student.
    None of the students “come in with any criminal record history, so we have no way of knowing if they have been in trouble criminally in their home countries,” she said. ”I think that poses a danger for my children and my community at large.”
    Guatemala’s population has one of the highest crime rates in the world.
    The city has also had to hire nurses to provide hundreds of vaccinations to the incoming Guatemalans, she said.
    “It does become very frustrating.”
    The extra school costs have boosted the education by budget by nine percent, and forced a cut of almost five percent in other city services, she told reporters. For example, those cuts ended a neighborhood policing program that had helped cut gang activity by more than 50 percent.
    The extra costs have eaten up the city’s $16.5 million reserve fund, the mayor continued. ”In the last couple years, it has all fallen apart.”
    Kennedy told reporters she is visiting D.C. to meet with congressional staffers to ask for help.
    The city’s residents are also paying directly because rents are rising as the population rises, she added.
    “There’s a bidding war” for apartments, she explained, adding that “the landlords are happy to see the prices go up.”
    There’s so much demand for apartments that some landlords are illegally covering houses as a rooming houses, she said.
