That is correct.

Ronald Reagan was president at the time, and there were two other Republican presidents that served since then.

1986 was also the year of the failed amnesty in the Immigration Reform and Control Act. It neither reformed nor controlled anything, and is the perfect example of why granting amnesty to millions of illegal aliens at a time is a disastrous backfiring solution that still haunts us to this day.
