Amendment # 1197 - Senator Thune's Border Fence mandates the construction of 350 miles of double-layered fencing along the border with Mexico—half the amount specified in the Secure Fence Act—before illegal aliens receive provisional legal status. The remaining 350 miles of fence must be completed before they can receive green cards.


Amendment # 1228 - Senator Vitter’s US-VISIT Amendment would bar legal status to illegal aliens until the DHS certifies that the biometric entry-exit system known as US-VISIT is implemented and in operation at each land, sea, and air port of entry. Further, Congress would have to pass a joint resolution specifying that the system has been sufficiently implemented.
