STAMFORD — A 28-year-old man is facing charges for allegedly carrying on an inappropriate relationship with a 13-year-old girl, police said.

The investigation into Jorge Carrillo-Palencia began in November 2012, when the victim was 12, police said. Carrillo-Palencia allegedly took the girl, who he knew, to a Norwalk hotel for a weekend.

After that incident, he was charged with risk of injury to a minor, but the victim was uncooperative with police and no further charges could be brought, police said.

Then last month, officers received information that the relationship was ongoing and recovered a cellphone that was supposed to be delivered to the victim through a third person, police said.

Officers also seized Carrillo-Palencia's phone and found pornographic pictures of the girl on it, police said.

An arrest warrant for Carrillo-Palencia was being prepared when officers were informed by the victim's school that she had told several classmates she and Carillo-Palencia were planning to run away together Friday, police said. The girl was taken into protective custody and police set up surveillance on Carillo-Palencia's vehicle, police said.

He was located and arrested after a brief struggle in the area of 32 Smith St., police said.

Carillo-Palencia is charged with possession of child pornography, employing a minor in an obscene performance and risk of injury to a minor. He was held on $500,000 bail, as well as an immigration detainer, police said.

This is a perfect example of the culture clash.

IMO an IA living anywhere in the US is not, NOT a Stamford Man etc. Call them what they are...an Illegal Alien from where ever. Doesn't matter if the IA has lived there 10 days or 20 years.
