Most or many people are in a position where they can't afford to leave.

The legislature and the governor would do well to listen to the will of the people.

That would be novel, but the will of the people in this country who are most vocal barely speak English, barely have an education and have no idea of what their will really is until someone tells them what it should be.
Unfortunately, the Silent Majority is too silent for my taste.
