Officer Fired For Ticket To 3-Year-Old Who Urinated On Lawn

Officer Fired For Ticket To 3-Year-Old Who Urinated On Lawn

    Posted: November 21, 2012

An officer was fired for giving a ticket to a 3-year-old who urinated on his lawn.

The officer who was fired, Ken Qualls, issued the ticket to the mother of the 3-year-old boy, Dillan Warden, after the boy unzipped his pants and prepared to urinate in the family’s front lawn, MSN reported. The 18-year veteran of the police force wrote a ticket for a $2,500 fine, which was later dropped.

The ticket for the 3-year-old urinating on the lawn was changed to contributing to the delinquency of a minor, which comes with a smaller fine.

The officer who was fired the for 3-year-old’s ticket said he was just doing his job, the man’s attorney said Wednesday. Qualls said he was responding to complaints that someone was urinating on vehicles when he came across Dillan dropping his pants on the family’s lawn, The Oklahoman reported.

Extra patrols had already been sent to the area where the Wardens lived after complaints of loud parties, beer bottles thrown into lawns, and cars being urinated on, Police Chief Alex Oblein confirmed to The Oklahoman.

The attorney for Ken Qualls said that the officer feels let down by the city and police force for failing to stand by him.

“He is disappointed with the city because he put his life on the line for the city every day,” attorney Jarrod Leaman said.

Piedmont Mayor Valerie Thomerson said City Hall fielded more than 200 emails from residents upset over the incident, leading to the officer being fired for giving the ticket to the 3-year-old.

UPDATE: Officer fired for issuing $2,500 ticket to peeing 3-year-old

Remember Dillan Warden, the Oklahoma 3-year-old who earned his mother a $2,500 fine after he unzipped and prepared (or pee-pared) to whiz in the family's front yard?

Ken Qualls, the officer who wrote that ridiculous ticket, has been fired by the city. Qualls, an 18-year police veteran, was widely criticized for his four-figure overreaction to the situation. ("We did receive a lot of notoriety over that," city manager Jim Crosby said.) The fine for Warden's mother has been dropped and the ticket was amended to contributing to the delinquency of a minor. That still seems harsh, but it's much, much cheaper. [Source]

Fired Piedmont police officer was only doing his job, his attorney said

The attorney for a fired Piedmont police officer says the officer will fight to get his job back. The officer wrote a ticket to the mother of a 3-year-old boy who dropped his pants in the family's front yard.

PIEDMONT — A police officer who lost his job over a public urination ticket he wrote was just doing his job, his attorney said Wednesday.

Ken Qualls, 45, wants his job back, attorney Jarrod Leaman said.

Qualls, who has 18 years' experience as a law officer, was investigating complaints of someone urinating on vehicles when he wrote the ticket Nov. 4 to Ashley Warden because her 3-year-old son, Dillan, dropped his pants in the family's front yard.

Police Chief Alex Oblein confirmed extra patrol had been ordered for the area where the Wardens live because neighbors had complained about loud music, beer bottles being thrown in their yards, vehicles being urinated on and obscene language being used.

Qualls worked a little more than a year in Piedmont before he was fired Nov. 16.
“He is disappointed with the city because he put his life on the line for the city every day,” Leaman said.

Piedmont Mayor Valerie Thomerson said she has responded to more than 200 emails from residents who are upset the ticket was written but has not heard any support for the officer. She said she supports the city manager's decision to fire the officer.

“I will not defend stupid,” Thomerson said. “I will defend the police and the police department, but not this officer's action.”

Bozo Cop Booted For Ticketing Tinkling Toddler

When it comes to bureaucratic insanity versus common sense in modern America, it seems that bureaucratic insanity usually wins. But in the case of a cop who recently wrote a $2,500 ticket to the mother of a 3-year-old who was urinating outdoors, it looks like common sense has prevailed.

Officer Ken Qualls of Piedmont, Okla., wrote Ashley Warden a $2,500 ticket for public urination when he spotted her 3-year-old son Dillan put his still-developing potty training skills to use by unzipping and beginning to relive himself in his front yard on Nov. 6.

According to NewsOK, the resulting public backlash stemming from the officer’s lack of discretion in ticketing the youngster’s mother has prompted the local city council to relieve Qualls of his duty. Piedmont City Council members reported receiving emails about the ticket from as far away as Canada, England and Australia.

Local Police Chief Alex Oblein told NewsOK that the ticket was written to the mother initially for public urination, but that the complaint was later amended to contributing to the delinquency of a minor. He agreed that the citation was inappropriate for the situation.

Qualls is expected to appeal the city’s decision.
