Carney: Obama to sign U.N. arms treaty ‘before the end of August’

White House spokesman Jay Carney said in June that Obama will sign the United Nations Arms Trade Treaty “before the end of August” as the Administration is waiting for translation-related issues to be resolved.

The United Nation’s Arms Trade Treaty — see text here — would require nations to create and maintain a “national control list” to track “all conventional weapons.” (See Article V and Article II.)

While Obama’s signature alone has not the power to bind the United States to the global Treaty, if the Senate should decide to give consent and ratify the gun-control agreement its language would be elevated to “supreme law” despite its clear conflict with the Second Amendment.
