Refugee From Rwanda Accused of Raping 90 y/o In Ohio

A refugee from Rwanda pleaded guilty to a sex crime in Utah. He was not deported. Instead he moved to Ohio where he is accused of raping a 90 year old woman.
The case in Utah was only considered a misdemeanor.

U.S. Immigration and Customs Enforcement or ICE for short put a detainer on Jean Paul Mpanurwa, meaning as soon as the local authorities are done with him, federal officials want to take him into custody.

Jean Paul Mpanurwa is in the Montgomery County Jail on a $500,000 bond. He is charged with rape, felonious assault and kidnapping. The alleged victim is a 90 year old woman who had been walking along a bike path in Dayton.

In 2012, Mpanurwa pleaded guilty to a sex charge in Utah and earlier this year he pleaded guilty to a disorderly conduct charge out of Riverside.
