The sheriff's office said Santiago has been living illegally in the United States for the last 11 years. During most of that time he has lived in the city of Utica.

Santiago is accused of sexually abusing a child younger than 15 for the last four years.

Authorities began investigating and Santiago was arrested on May 15. The investigation was conducted by Sgt. Denise Luker, of the sheriff's office who is currently assigned to the Oneida County Child Advocacy Center.

Santiago was arraigned in Utica City Court and ordered held at the Oneida County jail in lieu of $50,000 bail. A detention order has also been filed by Immigration and Custom Enforcement, the sheriff's office said.

The case has been referred to the Oneida County District Attorney's Office for grand jury consideration.
