Ex-agent pleads guilty to fake papers scheme

LAREDO, Texas—A former Customs and Border Protection agent pleaded guilty to conspiring to produce fraudulent travel documents for foreigners looking to enter the United States.
The former agent, Ramiro Villarreal, and another man from Laredo, Juan Esteban Velasquez, admitted in a plea agreement accepted in federal court Tuesday that they fraudulently produced documents used to travel into the nation's interior.

Villarreal admitted he created documents for foreigners who didn't apply in person, as they're required to do. The men sold the documents to foreign travelers.

They face up to five years in prison when they are sentenced on Oct. 2.
