Yes, Bush did have a similar program. The difference is that the guns "walked" under the Bush program contained tracking devices and the great majority of them were intercepted before crossing the border. Very few of the weapons actually made it to Mexico. In addition, the Mexican government was alerted and participated in the program, rather than being hidden from their government by the Obama administration. Not a fan of Bush, but I don't want him painted with the same brush as Obama and/or Holder.
