    Illegal Immigration and the Hispanic Vote – What Does the RNHA and La Raza Have In Common?

    What a “coincidence” that on the eve of the Senate debate on the merits of Congressman Sensenbrenner's HR4437 bill on Border Protection, Antiterrorism, and Illegal Immigration Control ; Mr. Pedro Celis, Chairman of the National Republican Hispanic Assembly (RNHA) sent out a missive supporting Guest Worker Amnesty and the outsourcing of American jobs.

    As strange as it may seem, Pedro Celis would have us believe that Guest Worker Amnesty is something that the highly respected RNHA and racist and pro-illegal immigration organizations, such as MEChA and La Raza (The Race) organizations have in common. I find this hard to believe, but Mr. Celis' position leaves me wondering. My best guess is that Mr. Celis and the leaders of extremist Hispanic organizations, not related to the RNHA, want to reward law-breakers in our society, but for different reasons.

    In regards to border security and immigration, Hispanic organizations come in two flavors. There are Hispanic organizations that identify so strongly with their original homelands, in some cases to cling to exclusivist racists ideologies, that their loyalty to the United States is secondary. These extremist organizations find justifications for lawless behavior, such as supporting illegal immigration; aiding and abetting illegal aliens; illegally seeking or accepting work or illegally partaking of tax-paid benefits they are not legally entitled to, if it suits it's members needs and goals.

    The RNHA, on the other hand, stand for colorless integration into the American political and social landscape, undivided loyalty to the United States ; and a devout adherence to our Constitution and all the laws of this nation. For patriotic Hispanics, for example, border security including the building of a border wall or deploying the military to deter the $140 billion border trade in illegal drugs, for the security of all Americans, is more important than advocating open-borders.

    La Raza and MEChA are examples of extremist racist organizations that claim that the United States has no jurisdiction over several Southwestern states because only people that have at least marginal Amerindian descent have a right to live and rule a mythological land they call “Aztlan”. Ironically most members of these extremist organizations speak a language, Spanish, and profess to adhere to a religion, Catholicism, that originated in Europe . Furthering the confusion, some extremists claim instead that these lands “belong” to modern Mexico , not because Mexico represents Amerindian people, but because Spain ruled over those lands before modern Mexico defeated Spain in war. Well, those claims would seem to put Spain, a European nation, as the legitimate authority over those lands, otherwise Mexico would not have a claim based on having won a war with Spain. The Mexican occupation of California following the war with Spain lasted only 23 contested years. During those occupation years, Mexico only managed to muster about 300 troops to travel the distance to subdue the local Californians. This hardly represents a mandate to rule.

    The most extremist racist organizations make claims over “Aztlan” based on race alone. As the mythology goes, Aztlan is the ancestral land of the Aztecs, so that would rule out any role for other Amerindian people as well as people of European, African and Asian descent.

    This is what the MEChA Constitution says (Article II, section 1):

    "General membership shall consist of any student who accepts, believes and works for the goals and objectives of MEChA, including the liberation of AZTLAN, meaning self-determination of our people in this occupied state and the physical liberation of our land. "

    Luminaries spawned from MECha include the Mayor of the City of Los Angeles, Antonio Villaraigosa -Dem; Lieutenant Governor of California, Cruz Bustamante -Dem; California State Senator Gil Cedillo -Dem, California Assemblyman Fabian Nuńez -Dem; U.S. Congressman Xavier Becerra -Dem and U.S. Congressman Joe Baca -Dem to name a few.

    MEChA's logo reads,

    “ Movimiento Estudiantil Chicano de Aztlan (MEChA)
    “Chicano Student Movement of Aztlan”
    "Por La Raza todo. Fuera de La Raza nada."
    "Everything for the race. Everything outside the race, nothing."

    In total, MEChA is represented in about 400 colleges in the United States . American institutions of higher learning do not consider MEChA a racist organization and your guess is going to be as good as anyone as to why not!

    There are a number of other Hispanic organizations with a race-based orientation and less than enthusiastic loyalty to the United States and its laws, which provide a supporting role to MEChA. They include:

    The Brown Berets de Aztlan, Organization for the Liberation of Aztlan, La Raza Unida, the National Council of La Raza, LULAC and MALDEF.

    On the other end of the spectrum we have the Republican National Hispanic Assembly (RNHA). Among law-abiding Americans of Hispanic descent there is no finer organization than the RNHA. Patriotism and dedication to the principles embodied in our Constitution run high and is foremost for its members. Among the organization's pledges is the belief in equal rights, equal justice and equal opportunity for all, regardless of race, creed, sex, age or disability. Its members believe that the strength of our nation lies with the individual and that each person's dignity, freedom, ability and responsibility must be honored.

    In 1979 Ronald Reagan stated that Hispanics are a conservative force in this nation. Today the Republican National Hispanic Assembly (RNHA) is the nation's premier organization for Hispanic Republicans. For over three decades the RNHA has prided itself as a national grassroots membership organization, fostering the principles of the GOP in the Hispanic community and allowing Hispanic Republicans with a forum to play an influential role in politics.

    There is nothing vague about the RNHA historically standing firm for the United States and all its citizens which in the post 9/11 era includes border security. The members of the RNHA believe this is a nation of laws and not of men or opportunism.

    So all the more curious why the RNHA Chairman, Mr. Pedro Celis has sent out a news release advocating Guest Worker Amnesty to 15 to 20 million people illegally in the United States and the law-breaking employers who today are employing them.

    There is huge distinction between LEGAL immigration which the RNHA members and most Americans celebrate and illegal immigration and employer illegal hiring practices which all law-abiding citizens, Hispanic or not, DO NOT support.

    In the state of the union address this year President Bush spoke about freeing America of its addiction to foreign oil and warning us that it was a grave and dangerous situation. America 's other serious addiction is to cheap and docile foreign labor. Our present weakness is reminiscent of America 's dependency on slave labor before the civil war. The advocates of cheap imported labor before the Civil War argued that America could not survive without slavery. Following the Civil War, free men of all colors set to work and lo-and-behold the work got done and America flourished into the most powerful nation in the world. Today we hear the same distasteful and unpatriotic laments from the advocates of cheap labor. These pessimistic voices were wrong before the Civil War and we can show them wrong again today.

    The modern version of cheap docile labor advocacy is extremely hurtful to American workers. Today's Americans loose their jobs and have their wages depressed through four methods (borrowing from studies by renowned Harvard University Economist, George Borjas and other sources):

    • Allowing a large numbers of foreigners to immigrate (over 1 million per year) and compete with Americans for jobs.

    • Allowing a massive number of third world workers to violate our borders (up to 2.5 million per year); and then REFUSING TO ENFORCE either border security (four years after 9/11); or immigration laws. We have now been invaded by 12 million aliens, many with criminal records and potential terrorists.

    • By sending American jobs overseas to be done by foreigners in their impoverished home countries at a fraction of an American wage

    • Issuing H1b visas to teachers, nurses, and science and technology workers willing to pay the U.S. government $3000 to take the job that an American is or could be doing, at a lower cost to the employer.

    Senator Arlen Specter has introduced a bill in the Senate intended to dilute the Sensenbrenner Bill. Specter's bill would make the number of H1b visas basically unlimited. (Click here to learn more:

    Cheap docile labor is cheap only to the unethical employers who hire them, not to the tax-payer. It has also proven toxic for good employers who hire Americans, pay living wages and benefits and keep the money they earn in our country. Good Employers have been put our business by the employers that Mr. Celis would reward.

    The Federation of American Immigration Reform (FAIR) reports that the State of California pays $10.5 billion per year to provide services to people who do not have the right to live and work in the state. Dr. Madeline Cosman, who sadly passed away on March 2 nd , reported in a landmark study that in the last 9 years 60 hospitals in California closed due to unpaid bills, mainly due to illegal immigrants. The County of Los Angeles reported in 2005 a $365 million deficit caused mainly by providing services to illegal aliens. A UCLA report released earlier this year described the abominable living and working conditions of the second tier of illegal workers found in the shadows of our restaurant kitchens and other service industries. According to the report the workers are physically abused and often cheated of their already meager wages. Times Magazine reported that in 2005 2.5 million people from various parts of the world, mainly Mexico , had violated our borders. The same or more is expected this year. The number of people living illegally in the United States , abusing tax-payer services and committing crimes, is staggering. According to the FBI there are 500,000 criminal illegal alien fugitives roaming the land undetected. California pays $1.4 billion to incarcerate illegal aliens. When is enough going to be enough?

    Do a simple calculation. If illegal aliens, as the UCLA report indicates, are paid low wages and often cheated of their wages, how much in taxes could they be paying? It is illegal to be in the United States without permission. It is illegal to work in the United States without a work permit. It is illegal to employ undocumented workers. It is illegal to use a false Social Security card or a stolen one. It is illegal to earn income illegally and not report it and it is illegal not to pay taxes on earned income. The IRS reported in 2005 that approximately 9 million false Social Security numbers where used for gaining employment. So having said that, how much tax does one pay when the income is minimum wage, more or less? Not much- perhaps nothing, right? Well, now do the math. It costs California $7000 per year to educate ONE CHILD. It is not uncommon for illegal aliens to have more than one child. In fact, it is not uncommon for illegal aliens to cross the border illegally for the purpose of giving birth to a child in the United States , a so called ‘Anchor Baby.' There are over 400,000 illegal alien children in California alone. So how many thousands of dollars is a minimum wage illegal alien costing the State of California in education alone?





    I am a foreign-born Hispanic, now a naturalized citizen. My wife is also foreign-born and a legal immigrant. In my family we celebrate legal immigration. In our circle of friends we have many legal immigrants who have shown respect for this country and its laws. The privilege to live in the United States is the greatest gift and blessing. Mr. Celis would have us reward those who have violated our laws with the right to live and work in our country. Do NOT fall for the veiling of the intent and consequence of Guest Worker Amnesty. Guest Worker status to those in our country is amnesty to law-breakers and an offense against law-abiding legal immigrants and good patriotic employers.

    In addition, understand that the government does not have the will to enforce temporary visas. Starting in 1998 the United States government issued Temporary Protective Status (TPS) visa (a “temporary” residence visa) to 300,000 Central American aliens. The visas have expired several times and the government has REFUSED to ENFORCE the expiration. In the mean time the aliens have had thousands of anchor babies and are well embedded in their communities. THEY WILL NEVER GO HOME. Guest Worker Programs nor temporary visa programs work here or abroad.

    Germany and France is going through their worse unemployment period since Second World War. Twenty years ago the Guest Workers started coming into Europe on a “temporary” basis during period of temporary labor shortages. Since then there have been several depression but these Guest Workers do not go home, the government does not send them home and frankly, they will NEVER GO HOME. Guest Worker Programs do not work, they never have.

    Before we can talk one word about Guest Workers, the borders must be completely secured. A border wall, physical and/or virtual, must be built. The Military must be deployed to stop rogue Mexican army incursions; and drug and human trafficking. Illegal immigration and hiring illegal workers must be criminalized and severely punished. We must stop granting automatic citizenship to people born in the United States to illegal aliens. All tax-paid benefits to illegal aliens must end, except emergency life saving medical attention. All Federal funds must be cut off to cities, counties, and states that aid and abet illegal aliens and offer sanctuary to law-breakers. The H1b visas must not be increased. No alien that is in the United States illegally may be offered the possibility to stay or become legalized as this constitutes a reward for criminality. In other words, the Sensenbrenner Bill HR 4437 must be passed by the Senate without adding rewards to law-breakers.

    Americans understand that labor in a free-market economy like ours gets its value from the same forces as cars, homes and sugar. It is supply and demand. The more workers there are for any given job and the more desperate those workers are, the cheaper the labor becomes. This is not rocket science.

    Businesses have much greater resources to influence the marketplace and the political system than the American worker. For example, businesses lobby our elected officials for import tariffs and quotas on imported good. Why? To reduce foreign competition and allow prices to rise domestically. Businesses lobby our elected officials to look the other way on massive illegal immigration, and to increase the number of foreign workers by issuing H1b visas. Why? To increase the number of workers and thereby drive the wages of American workers down.

    Each wave of desperate desperate illegal alien displaces Americans unwilling to work for the wage of an cheap and docile illegal worker. When new arriving illegal immigrants compete for jobs they are more likely to take them from previously arrived illegal immigrant and low-skilled legal and illegal workers. The displaced workers, legal and illegal, seek compensatory services from the social services network. The crooked employers do not pay for the tax-paid social services, education and healthcare of illegals, you and I, the tax-payers do. Cheap labor is only cheap for crooked employers.

    According to the Pew Hispanic Center now one in 20 workers is an illegal alien. The numbers are increasing by 2.5 million per year, the size of a large city every year! We are fast becoming a land of law-breakers.

    “American Workers At All Levels Are Vulnerable To Outsourcing”, report says.

    Before you dismiss the issue of unethical employer influence buying and the over supply of illegal workers as other people's problem, the signs are all over the landscape that middle-class people and their children are also targeted by the heartless policies that drive over-supply of labor and outsourcing jobs as a means of cheapening and weakening the negotiating power of American labor.

    Senior reporter, Peter Gosselin reports on the front page of the Los Angeles Times on March 7 th that a “Good Education Not Good Enough” on the face of open-borders and globalization attacks on the American worker. The report contends that “American workers at all levels are vulnerable to outsourcing, experts say, posing a challenge to the assumption that more schooling is the answer.”

    “When President Bush met with a group of business school students in the Indian city of Hyderabad last week, he came face to face with the very people whose first-rate educations, rising aspirations and readiness to work for a fraction of U.S. wages were tugging jobs overseas, away from even well-educated Americans.”

    Gisseling quotes several distinguished economists, such as Princeton University economist and former Federal Reserve Vice Chairman Alan S. Blinder.

    Gisseling writes,

    “The president's assertion that the answer to foreign outsourcing is education, a mantra embraced by Democrats as well as Republicans, is being challenged by a growing body of research and analysis form economists and other scholars. Education . . . is no longer quite the economic cure-all it once was, nor the guarantee of financial security Americans have come to expect from college and graduate degrees”

    If you care about American jobs, YOUR JOB, there is not a minute to spare.

    Mr. Celis is entitled to his position that law-breakers should be allowed to remain in this country and their status legalized, but his position is not consonant with the principals of the RNHA. Law-abiding members of the RNHA must reject this position and instead ask their Senators to support HR4437. We must refuse Guest Worker Amnesty to anyone in our country illegally.

    There are going to be serious consequences in the coming elections. Two thirds of the House and one third of the Senate is up for re-election. Border security and fair and legal immigration will the decisive issue in the election. Rewarding law-breakers is repugnant to Americans. Mr. Celis is in the wrong side of this issue and he is going to cost the Republican party seats.

    I am a member of the RNHA. If you agree with me that Mr. Celis's position does not best represent your views and your interests, I invite you to join me. Contact me and we will draft a letter asking Mr. Celis to tone down his stand for rewarding law-breakers and to distance the RNHA from foreign nationalist and racist extremist organizations that are lobbying for the same goals as he does.
