    MONTPELIER, Vt. -- Gov. Peter Shumlin clarified his position Thursday after ordering an immediate investigation into State Police handling of a routine traffic stop on I-89 earlier in the week, one that sparked protest and the detention of two migrant farm workers from Mexico.

    Shumlin said "look the other way as much as we can" is Vermont policy on undocumented farm workers who play a critical role in the health of dairy farms across the state.

    The Mexican laborers were passengers in a car pulled over for speeding in Middlesex Tuesday morning. The driver - a U.S. citizen - received a speeding ticket.

    But the account released by state police said that during the stop "it was learned that the passengers were allegedly residing illegally" in the United States. The trooper notified the U.S. Border Patrol which requested VSP detain the Mexicans until federal agents arrived for the transfer to another facility for processing.

    Members of the Vermont Migrant Workers Solidarity Project were outraged state police would involve themselves in immigration matters. Three supporters -- including project leader Brendan O'Neill of Underhill -- were arrested for disorderly conduct while trying to block the Border Patrol vehicle from leaving the parking lot.

    O'Neill said the incident revealed racial profiling by the agency.

    The governor's office issued a statement Tuesday night expressing "concern" over the case, ordering a review of current police policy relating to undocumented workers.

    On Thursday Shumlin explained his rationale.

    "We have always had a policy in Vermont where we kind of look the other way as much as we can," the governor said. "I just want to make sure that's what's we're doing."

    Shumlin said Vermont farms simply "can't survive without workers from outside America. It's just the way it is. "

    The state has seen a proliferation of migrants in recent years, by some estimates, half of the Vermont's dairy farms rely on foreign labor to help milk the cows each day.

    "In order to harvest our crops, to get our milk to market there's no doubt about it," Shumlin added, "we need foreign workers."

    Asked if he would order state police not to intervene in immigration matters going forward, the governor declined comment -- at least until his legal counsel completes her review of the case. But he left little doubt about his intentions.

    "Look, Vermont State Police are the best in the world, they do a great job," the governor said. "But my question is do we have adequate policies that give them the protection they need to ensure they're doing the policy we think is right when it comes to this rather complicated question of how we deal with guest workers in Vermont? Farmers can't survive without them. We know the federal government wants to send them home. And we don't."

    Another load of BS which is completely and utterly false. We most certainly CAN and SHOULD go without Illegal alien workers here in the U S. We would actually prosper tremendously if we just tapped the nearly UN-UNSED labor source in Prison Inmate labor. Across the entire U S A all non violent offends who vollunteer to work outside the prisons should be given these jobs. FOR SEVERAL HUGE REASONS.

    1. It alleviates the boredom and most inmates would jump at the chance to do something outside.
    2. Inmates would learn many new skill sets in farming/agriculture, and biology and be able to put them to use after their release.
    3. It would get them away from the prison culture which only hardens inmates into lifetime criminals.
    4. It would save taxpayers BILLIONS as the farming industry can pay for inmate incarceration instead of us, and have plnty left over to buy steak dinners for the hard working inmates as payment/bonus for their work.
    5. We would no longer need Illegal Aliens and the dangers and costs affiliated.

    The benefits are just astronomical and NOT using Prison Inmate labor instead of Illegal Alien labor is ridiculously stupid.

    I am confused on your recent statements concerning the illegal immigrant population. There seems to be a distinct difference between Illegal or " Undocumented" workers and those who have the documentation enabling them to work in the United States. They are all being reduced into a single group . If farm workers are needed, and most rational people do not dispute this position , then they should be following the law as written and obtaining the proper documentation. It is inherently unfair for those without documentation to compete with those who do have the proper paperwork and American Citizens for those jobs. Turning a blind eye to this problem rather than addressing it head on is not the answer. You can see in other areas of the country where this was the initial approach , and it has become an even larger problem. Illegal labor was allowed to perform certain necessary jobs but then they became unsatisfied with the conditions and wage scale causing them to move into other areas of the economy displacing other workers. Construction seems to be the conduit for this movement into the mainstream economy. Well paying construction jobs are taken for cheaper wages and a downward spiral of wage scale begins. If the power of the Federal Government is powerless to prevent this , certainly the power of the Unions will be unable to combat it as well. They have infiltrated the workforce of the entire country to a certain degree and in some places , particularly in the southern and border states , have had a definate and pronounced negative effect on blue collar wages. I realize Vermont has not experienced this in the same way as Texas or California , but it all started the exact same way many years ago. Today labor in these states is seriously depressed especially with regard to wages. Lower wages translates into reduced economic activity across the board. The economic health of the entire country relies on a unified effort to enforce the laws of the country in a consistent manner for the benefit of all. The importation of use of the Illegal labor force has resulted in a decline of wage scale in areas where this is pervasive and unchecked. The so called " American Dream" has always relied upon economic growth , rising wages and an increase in the basic standard of living to be a reality. There is a bigger picture here and the economic wellbeing of Americans across the country are tied to the policies and practices of the individual states in ways that may not be immediately apparent. The economic health and success of individual Americans and the country as a whole is inextricably interconnected and reliant upon sound decisions being made with the greater good of all being placed ahead of the interests of the few. I would respectfully ask that you reconsider your statements and position regarding this issue and consider the larger impact these policies may have on American workers and Citizens that may be removed from Vermont but that will feel the impact of Vermont's policies in ways that may not have previously been considered.

    Utilizing inmate labor in areas where it exists does seem to be a viable solution. Many could obtain skills and make some money at the same time. Most are released without any resources to speak of and allowing them to perhaps have a savings acct for that day, earning funds to pay restitution's ect, would not be a bad idea. in other areas of the country this simply would not be practical. It would be very hard to find the labor force inmate or otherwise in areas of the Midwest where populations are few and far between. I know it would be hard in Grant NE to find the labor needed to weed or thin thousands of acres of sugar beets, among a population of 2,000 year round people. The system seemed to work until no one was paying attention and the system started to be abused. Seasonal farm work in some areas of agriculture requires migrant labor and it is a fact. Americans are not particularly migrant in their lifestyle. i do not know too many people who would move around following the annual rotation of crops needing attention.
