    I have had a call into my states Worker's Compensation Division for several weeks now inquiring about the applicability of "worker leasing" to day labor centers. Heaven knows why they are dragging their feet on coming to a decision.

    When a contractor ---or, really, nearly any employer---employs a worker there must be insurance to cover injuries. The states don't want surprise claims---someone not paying for weeks or months and then claiming, if a guy is injured, that he just went to work for him and hadn't got the paperwork submitted yet. States can levy pretty huge fines if they catch someone employing people without Comp. Insurance. They consider this serious business.

    But since some employers only need help for a short time the category of "employee leasing" has arisen and "employee leasing companies" are required to provide insurance coverage. Because...... SOMEONE HAS TO HAVE IT! Many contractors use employee leasing companies---the contractor doesn't carry comp. but the leasing company does.

    Day Laborer centers should be no exception.!! If they are then employee leasing companies are facing unfair competition. If day labor centers had to provide comp they might start going under. As I said I have been pestering my state's office. SO GET OFF YOUR SILLY DUFF AND CHECK WITH YOUR STATE GOVERNMENT. Ask them about workers comp and employee leasing companies.

    the businesses needed to be held accountable for their role in attracting dayworkers.
    By what? Being open for business! Sheesh! In many instances these day laborers detract from business. I am not comfortable going to shop at a store with a gaggle of men with unknown purposes who act aggressively towards me as a shopper. They also "perform" services that the stores provide for a higher fee--for higher quality, warranted work.

    To extend another analogy the author used, it's like saying that banks attract robbers and therefore they should designate a parking space for the getaway car!
