    ESLMERE, Del. (AP) -

    Elsmere councilman John Jaremchuk is raising the volume on his campaign against illegal immigration.
    He's heading a new organization called "Delaware Citizens for Immigration Control." He tells W-I-L-M Radio that the primary focus will be exposing businesses employing illegal aliens.

    Jaremchuk says that without a demand for illegal workers, the supply will be reduced. He's planning pickets and media campaigns.

    Jaremchuk ran unsuccessfully for the 13th State House district seat last fall and he sponsored an anti-illegal immigration resolution that was shot down for a second time by the Elsmere council.

    John Jaremchuk, an Elsmere Councilman, has formed a new state-wide organization called “Delaware Citizens for Immigration Control” to deal with the problems caused by illegal immigrants in the first state. Jaremchuk says meetings will most likely be held in Kent County. Delaware Citizens for Immigration Control are currently seeking like-minded Delawareans as new members state-wide. Jaremchuk championed the cause against illegal immigration in a 2005 proposed Elsmere town ordinance which would fine landlords and employers for knowingly employing or housing illegal immigrants. Jaremchuk adds the problems facing Delaware in the illegal immigration struggle affect us all.

    Elsmere councilman forms group to crack down on illegal immigration

    John Jaremchuk wants to rid Elsmere of illegal immigrants.

    Buoyed by calls and letters from voters urging him to continue the fight, John Jaremchuk, who lost a bid for a seat in the state legislature, is creating a local anti-illegal immigration group.

    "We're going to focus on exposing employers who employ illegal immigrants," said Jaremchuk, an Elsmere councilman who unsuccessfully has proposed several laws aimed at ridding that town of undocumented immigrants. "We're bringing to light the issue [illegal immigration], and all the negative consequences that go along with it. Now is the time because it's obvious the federal government is not going to address the issue."

    The group, Delaware Citizens for Immigration Control, will hold its charter meeting later this month. The group is the first in Delaware, but just one more in a nationwide anti-illegal immigration movement that ranges from advocating reduced immigration levels to encouraging gun-toting vigilantes.

    "These groups have literally appeared in every corner of the country," said Mark Potok, director of the Southern Poverty Law Center's Intelligence Project. "The movement is spreading like wildfire."

    About 250 groups have formed in the past two years -- 140 of those groups have been deemed hard-line anti-immigration groups, Potok said.

    "Our distinction comes down to whether these groups target policies or persons," he said. "It's one thing to say immigration levels are too high and ought to be cut by half. It's another to say we're in a bad situation because dirty Mexicans are coming over."

    Joann Personti, an Elsmere councilwoman who campaigned for Jaremchuk, said the Delaware group's core members made a conscious decision to form a new organization -- rather than start a local chapter of a national organization, such as the Minutemen Civil Defense Corps -- to avoid any association with vigilantism.

    "Our intention is not to create an atmosphere of hate or cause people to live in fear," she said.

    The group will focus on "state and local elected officials who continuously avoid dealing with the local issues created by illegal immigration by saying 'it's a federal problem,' " she said. "There are significant local issues that must be addressed and our elected officials must be pressed to address them."

    She said the most common complaint she hears is that a Delaware driver got into a car accident with someone who didn't speak English, had no license and wasn't insured. Depressed wages and over-occupied housing units also are negative consequences of illegal immigration, she said.

    About 20 people from across the state have expressed interest in forming the group. And Jaremchuk expects that number to grow once bylaws are established.

    The group will not be a branch of the Minutemen, a nationwide hard-line anti-illegal immigration group that organizes controversial civil patrols along the border. But it will use some of the same tactics, such as picketing businesses and reporting suspected unauthorized immigrants to immigration officials, Jaremchuk said.

    Potok said the immigration debate is fueling a growth in what Intelligence Project terms "hate groups." The number of those groups rose from 603 in 2000 to 803 in 2005.

    "The rapid growth in hate groups is fueled by the immigration debate more than any other factor," he said. "I think this country very much needs robust debate on immigration."

    Unfortunately, Potok said, healthy debate often deteriorates into racism, as evidenced by the diatribes by Rep. Tom Tancredo, R-Colo., who has called Miami a "Third World country."

    "Where it becomes ugly and descends into extremism is when you get into the face of day laborers or people you suspect are illegal just because they look Hispanic," Potok said. "It's not difficult to understand why Hispanics feel it's out-and-out racism."

    Jaremchuk and Personti say their underlying motivation is not to stir up bigotry or hate.

    Maria Matos, executive director of the Latin American Community Center in Wilmington, said an atmosphere of fear, hate and intolerance already exists.

    "This group will put a name and face to all the people who are haters of immigrants," she said. "It will tell us exactly who are the people who are bigots and racists."
