LOU DOBBS, CNN ANCHOR: Good evening, everybody. Tonight, an astonishing proposal to expand our borders to incorporate Mexico and Canada and simultaneously further diminish U.S. sovereignty. Have our political elites gone mad?

We'll have a special report. Border violence raging in Mexico. Assassins murder a Mexican police chief in cold blood. Yet, incredibly, the Mexican government declares U.S. warnings about border violence unnecessary.

And massive population growth in our western states is straining already short water supplies. Twenty-six western states are in the grip of the worst drought ever. We'll have that report.....

..... DOBBS: Border security is arguably the critical issue in this country's fight against radical Islamist terrorism. But our borders remain porous. So porous that three million illegal aliens entered this country last year, nearly all of them from Mexico.

Now, incredibly, a panel sponsored by the Council on Foreign Relations wants the United States to focus not on the defense of our own borders, but rather create what effectively would be a common border that includes Mexico and Canada.

Christine Romans has the report.

(BEGIN VIDEOTAPE)

CHRISTINE ROMANS, CNN CORRESPONDENT (voice-over): On Capitol Hill, testimony calling for Americans to start thinking like citizens of North America and treat the U.S., Mexico and Canada like one big country.

ROBERT PASTOR, IND. TASK FORCE ON NORTH AMERICA: The best way to secure the United States today is not at our two borders with Mexico and Canada, but at the borders of North America as a whole.

ROMANS: That's the view in a report called "Building a North American Community." It envisions a common border around the U.S., Mexico and Canada in just five years, a border pass for residents of the three countries, and a freer flow of goods and people.

Task force member Robert Pastor.

PASTOR: What we hope to accomplish by 2010 is a common external tariff which will mean that goods can move easily across the border. We want a common security perimeter around all of North America, so as to ease the travel of people within North America.

ROMANS: Buried in 49 pages of recommendations from the task force, the brief mention, "We must maintain respect for each other's sovereignty." But security experts say folding Mexico and Canada into the U.S. is a grave breach of that sovereignty.

FRANK GAFFNEY, CENTER FOR SECURITY POLICY: That's what would happen if anybody serious were to embrace this strategy for homogenizing the United States and its sovereignty with the very different systems existing today in Canada and Mexico.

ROMANS: Especially considering Mexico's problems with drug trafficking, human smuggling and poverty. Critics say the country is just too far behind the U.S. and Canada to be included in a so-called common community. But the task force wants military and law enforcement cooperation between all three countries.

UNIDENTIFIED MALE: Indeed, an exchange of personnel that bring Canadians and Mexicans into the Department of Homeland Security.

ROMANS: And it wants temporary migrant worker programs expanded with full mobility of labor between the three countries in the next five years.

ROMANS: The idea here is to make North America more like the European Union. Yet, just this week, voters in two major countries in the European Union voted against upgrading -- updating the European constitution. So clearly, this is not the best week to be trying to sell that idea.

DOBBS: Americans must think that our political and academic elites have gone utterly mad at a time when three-and-a-half years, approaching four years after September 11, we still don't have border security. And this group of elites is talking about not defending our borders, finally, but rather creating new ones. It's astonishing.

ROMANS: The theory here is that we are stronger together, three countries in one, rather than alone.

DOBBS: Well, it's a -- it's a mind-boggling concept. Christine Romans, thank you, as always.

There is no greater example than our next story as to why the United States must maintain its border security with Mexico, and importantly, secure that border absolutely. The police chief of the violent Mexican border town, Nuevo Laredo, was today executed. It was his first day on the job.

Alejandro Dominguez, seen here at his swearing-in ceremony, was ambushed by a number of gunmen several hours just after that ceremony as he left his office. The assassins fired more than three dozen rounds that struck Dominguez.

He was the only person who volunteered to become Nuevo Laredo's police chief. The position has been vacant for weeks after the previous chief of police resigned. The town is at the center of what is a violent war between Mexican drug lords. The State Department has issued two travel warnings for Americans about that area just this year. And amazingly, the Mexican government calls those State Department warnings unnecessary.

This is the serious of articles I put together on the end of the United States through open borders; convergence with Canada and Mexico; the Security and Prosperity Partnership which is the common borders program with Mexico and Canada pushed by the PRESIDENT OF THE UNITED STATES; and the end of the sovereign territory of the United States paving the way for one world government under the control of the United Nations.

The Canadians already know about it and are wondering why the Americans haven't already shut it down. Obviously we can't shut down what we didn't know and are just now uncovering.

The President of the United States has this on a fast-track pace, pushing an agenda he knows the American People will vehemently oppose.

The US will be flooded with foreign nationals, over population so over-bloated that we will all be reduced to the massive poverty of the masses such that as Americans we will have no power or influence to fight the end of our nation.

The media has failed to report it and that is why we have just through incredible research efforts been able to discover the plot to "take us" out economically, socially and politically.

Please read the entire set of articles, educate yourself about the plan, and then get on the phone and faxes and make it clear that anyone pushing this agenda is considered a Traitor to the United States of America and an enemy of the American People.

Please do not remain apathetic. Please do not deny the facts. Please act, organize, communicate. We do not have time to mull it over further.

The Security and Prosperity Partnership converges Mexico and Canada. CAFTA converges the Central American countries with us. And then the Free Trade Agreement of the Americas is to be ratified by the countries of South America to converge with us by December 31, 2005!!

We will not just be a Great Continent, we will be a Great Hemisphere.

We will lose all the rights we know. We will lose our economy entirely. We will become slaves in a tightly controlled one world government, if we do not fight this now on every level.

We've been betrayed. We've been deceived. We've been kept in the dark. We've been lied to.

You can no longer trust this Administration on any level on any subject.

This is not just a "recommendation" from a private Council on Foreign Relations. The is a "recommendation" to support the work of this President on an agenda the President and his entire cabinet has been working on for the past 5 years behind our backs to implement open borders this year, 2005.

For those who do not know, I am a 4th generation Republican; supported Nixon through his ordeal; and would never belittle or criticize, a Republican candidate or elected official unless I knew with absolute certainty, that official was working at cross purposes with the best interest of the American People.

In an effort to understand why this President refused to stop illegal immigration and secure our borders, I went on a "deep search" hoping to find an answer. What I discovered ran my blood cold; made me physically ill to the point where I vomited for 4 hours; because I realized that I had helped put a traitor in the White House, without knowing it, who intended to destory our nation and the American People.

There is no question about this. I have a degree in International Relations with a minor in Economics. I've spent 30 years in economic development, industrial development, corporate real estate, and re-development working in many different states to create jobs and fill empty industrial facilities. EVERYTHING this Administration is saying about our economy and its ability to absorb illegal aliens is a bold face lie. EVERYTHING this Aministration is representing with respect to the number of illegal aliens presently in the country is also a lie. There are 50,000,000, not 12,000,000--and this truth will also be borne out soon enough.

We are totally infiltrated and completely surrounded by millions of foreign nationals who seek nothing but the end of the United States, the enslavement of Americans...and the President and this entire administration supports them, not US.

That is the, to use Lou's word, "mind-boggling" truth of the status of the United States.

BUT for one thing....they have all forgotten, over-looked, underestimated, or discounted by error which is:

This is the United States.

WE are the Americans.

WE not only decide what happens here,

WE control what happens here.

THIS WILL NOT FLY HERE!! And every single person involved in this scam against the American People will be pink-slipped, their assets confiscated under RICO, and then jailed in solitary confinement drinking recycled water and eating genetically-modified mush for the rest of their natural lives. God will decide what to do with their souls.

It's now or never, People. There is NO TIME TO DELAY....get on those phones and lay it on the line.

Thank you Mr. Dobbs for your story, however you failed to memtion the fact that the DEMAND for drugs is overwhelming in the United States and has created this frenze along the border to get the drugs up to the USA, then you place the blame on us, the Mexicans, because we are not doing enough to stop the flow. Please, Mr. Dobbs don't be so naive. When was the last time you heard that a big drug distribution dealer was caught anywhere in the USA? Sure, they intercept some of the drugs on the border but plenty get to the big distributing rings in major cities across the USA. Please don't put the monkey on our back, the DEMAND is the driving force behind all this violence.

This is also the reason we have to get busy defeating CAFTA.

They are debating it now......we don't have the luxury of time on our side.

If CAFTA is defeated, they will not be able to go through with FTAA.

At least not for a while, on the time schedule they are counting on.

Folks the fight is on. Contact your senators and state reps to say NO on CAFTA or they can be prepared to look for another profession come election day.
