    Immigrant youth sanctuary proposal moves ahead

    SAN FRANCISCO — San Francisco supervisors moved closer Monday to implementing a proposal that would require underaged illegal immigrants arrested by police to be convicted of a crime before they are turned over to immigration authorities.

    The measure was approved by the Board of Supervisors' Public Safety Committee after a lengthy public hearing.

    If adopted, the measure would reverse Mayor Gavin Newsom's stance. The current city policy allows U.S. Immigration and Customs Enforcement to be contacted at the time of the youth's arrest.

    Immigrant advocates argue this takes minors who have not been proven guilty away from their families and deprives them of their right to due process.

    Supervisor David Campos, who sponsored the proposal, said San Francisco has led the way in arenas from same-sex marriage to universal health care. This is yet another issue in which the city can take leadership, he said.

    "San Francisco has been on the forefront of protecting the rights of immigrants," he said. "What we do here has implications for other parts of the country."

    The proposal has drawn criticism from the mayor, the city's police chief, and the district attorney.

    Newsom enacted the current policy after the San Francisco Chronicle reported that young felons who had escaped deportation because of a loophole in the city's 1989 sanctuary city policy had committed other crimes.

    The mayor and other opponents of the proposal argue this change would open the city's sanctuary policy to attack in the court system.
    But the proposal, supported by immigrant advocates, also has the backing of a veto-proof majority of city supervisors. It is scheduled to go before the full board on October 20.

    This is really getting old!

    "It doesn’t seem to matter if it is Police Officer in Houston attempting to safe guard his city, a high school student in Los Angeles standing in front of his home while his mother is half way around the world defending her/our country, or a father and his sons in San Francisco driving home all became targets of ILLEGALS and were murdered because of the greed of "our" Elitist Politicians and their Elitist Contributors in search of "cheap labor" to help their "bottom line"!

    Our FAMILIES are at the mercy of ILLEGALS and their Anchors being murdered, raped, infected with disease, or robbed. We can see the results of the ILLEGAL invasion in our courts every day! But NOT to worry the Chamber of Commerce will get their cheap labor increasing their privatized PROFITS while socializing the benefits for their ILLEGALS on the back of U. S. Citizens, thanks to our past and current Presidents, the Congressional Leadership(?), and local elected and appointed officials!

    P.S. Houston, Los Angeles, and San Francisco are all SANCTUARY Cities!"

    We are so over run with crime and every state is just turning away from crime they see by illegals. We don't have the space to detain them, Ice won't pick them up and our courts are full. The only thing going to jail and facing high fines are Americans.

    Depressing. California is a magnificantly beautiful state which has become a predictable source of never-ending lowered expectations for its residents of all ages and backgrounds.

    SAN FRANCISCO — As controversial legislation about San Francisco’s sanctuary policy moves toward a vote, the new police chief told The Examiner he’s seeking a balance between opposing sides.

    Supervisor David Campos has proposed legislation that would make it so illegal immigrant youths charged with felonies are reported to federal authorities only if they are convicted.

    The current sanctuary policy requires that youths be reported to Immigration and Customs Enforcement after being arrested on suspicion of a felony. That policy was put in place by Mayor Gavin Newsom after it was reported last year that The City was shielding undocumented youths convicted of felonies from deportation.

    Police Chief George Gascón, a Cuban immigrant and a sanctuary city supporter, said one possibility that he’s discussed is waiting for the District Attorney’s Office to file felony charges before the Juvenile Probation Department contacts federal immigration authorities.

    Gascón said immigration laws can be used as a tool for deporting hardened criminals. But on the other hand, he has seen teens who have lived in the U.S. since early childhood deported for traffic violations.

    'Sanctuary' absurdity

    The fact that debate about San Francisco's "sanctuary city" ordinance centers on when to report juvenile illegal aliens' felonies to federal officials, not on scrapping "sanctuary" outright, shows just how ridiculous and misguided that ordinance is.

    In a measure enacted last year by Mayor Gavin Newsom, the feds are notified when juvenile illegals suspected of felonies are arrested. Advocates for illegals want such notification delayed until conviction. But either way, San Francisco still will be putting "sanctuary" for illegals ahead of the interests of its own citizens.

    That's absurd.

    San Francisco wrongly would have the rest of America believe that its soft spot for illegals is nobody's business but its own. Yet the interests of all Americans, not just those of San Franciscans, are at stake, as is the rule of law.

    That said, those pushing for this notification change might yet do some actual good -- inadvertently.

    Mayor Newsom warns that enactment of the notification change likely would lead to a federal legal challenge that could threaten the entire "sanctuary" ordinance.

    Barring a sudden, massive outbreak of sanity in the Bay Area, such litigation might be San Franciscans' best hope for freedom from an ordinance that endangers them -- and all Americans -- by coddling illegal juvenile felons in their midst.
