Man charged in sexual assault at Mandan hotel

A man arrested while carrying two weapons stolen from a North Dakota Highway Patrol vehicle now faces attempted murder and gross sexual imposition charges in relation to a Mandan sexual assault.

Alman Andrew Wong, 32, was charged Thursday with Class Afelony attempted murder and Class AAfelony gross sexual imposition for the May 28 incident. The gross sexual imposition charge carries a minimum mandatory sentence of 20 years in prison and a maximum penalty of life in prison without parole.

A warrant was issued Thursday for Wong's arrest.

On May 28, a 33-year-old Mandan woman working as a maid at a Mandan hotel went into a public bathroom between 8 and 8:30 a.m. When she exited the bathroom stall, she was confronted by a man who spun her around, put his hand over her mouth, choked her with his arm and pushed her to the ground. She was knocked unconscious and sexually assaulted.

The woman regained consciousness as the man exited the bathroom, then reported the incident to a coworker and the police. She later was admitted to a hospital with neck injuries.

Mandan Police Deputy Chief Paul Leingang said DNA evidence linked Wong to the crime. He said DNA recovered from the crime was processed and run through a national database by the state crime lab, but there were no matches in the system. Then, someone in the community called with information about Wong.

"One thing led to another, and we were able to get the DNA match," Leingang said.

Getting to the bottom of such cases involves good police work, assistance from other agencies and a "stroke of luck," Leingang said.

"That call by the citizen was really helpful," he said.

According to a complaint signed by Mandan Police Det. Jon Vanderhoef, Wong is accused of trying to kill the woman by "choking her to unconsciousness on multiple occasions in the course of committing gross sexual imposition."

Because of allegations of inflicting serious bodily injury during the course of committing gross sexual imposition, Wong faces a mandatory minimum sentence of 20 years in prison under a law passed by the 2007 North Dakota Legislature.

Wong was arrested in Mineral County, Mont., on June 1 during a crime sweep involving several law enforcement agencies, including the U.S. Customs and Border Patrol, and the Immigration and Customs Enforcement. He was arrested for driving under revocation initially, then authorities found two stolen weapons in his vehicle.

The weapons found in Wong's vehicle, a shotgun and an M-14 rifle, belonged to the North Dakota Highway Patrol. They had been stolen from a trooper's squad car, which had been parked at a Bismarck hotel, between May 27 and 30.

He faces federal charges in Montana for that incident and will undergo a psychiatric evaluation, according to the U.S. Attorney's Office in Montana.

Wong is being housed at the Federal Detention Center-SeaTac in Seattle, Wash.

Leingang is not sure when Wong might be brought back to North Dakota. The Morton County Sheriff's Department, which handles extraditions, will have to work with other agencies where Wong faces charges.

"I think that will probably be worked out at a later time," Leingang said. "With what he has pending out there, we're not sure when we'll be able to get him back here."

illegals of all countries have no right to be here....time for them all to go to their country of origin. America continues to get dumped on....the worst of the worst come here for their "Welfare goodies packages".
