Immigration personnel will be rotated to prevent crime links

(CNN México) - The immigration staff in Mexico will be rotated regularly and 1,500 officers will be tested to avoid corruption or possible ties to organized crime , the commissioner of the INM, Salvador Beltran del Rio, reported Sunday.

In a press conference, the commissioner of the National Migration Institute (INM) said, according to Notimex, that August 2010 to April 2011, of 1,152 officers, there were 200 officers were dismissed for engaging in various anomalies , and 40 are subject to criminal prosecution.

Beltran del Rio, who acknowledged that some officers charges are related to human rights violations, rejected the militarization of "migrant route" and stated that the work of the Army is only to assist immigration authorities.

He reported that the Interior Minister, Francisco Blake, will unveil next week a number of actions that will be launched on the southern border , to facilitate documented crossings.

In addition, he stated that in the state of Tamaulipas 890 migrants were seized in 23 operations, in which 95 traffickers were also arrested.

The heads of regional branches in the states of Tamaulipas, Veracruz, Tabasco, Oaxaca, Mexico State, San Luis Potosi and Quintana Roo were removed. These states are more highly traveled by migrants seeking to reach the United States.

The National Human Rights Commission (NHRC) said in its report last year that 11,333 migrants were abducted in 2010. That agency has reported on several occasions that the problem has been compounded by the complicity of officials and immigration agents .

Investigate alleged violation of Honduran

Moreover, regarding the minor from Honduras who claimed to immigration staff of sexual exploitation in Comalapa, Tapachula, INM Commissioner stressed that both officers were dismissed from their duties. The commissioner said that the Special Prosecutor for Violent Crimes against Women and Trafficking in Persons (Fevintra) is investigating Damián Vázquez and Carlos Raul Moreno, deputy chief of station area subdelegado migration in Tapachula and Ciudad Cuauhtémoc, respectively. The federal official said that currently "the investigation continues and people are no longer in office, and as soon as evidence supports the arrest warrants, if any, we’ll then proceed accordingly."

A Honduran teenager reported on Saturday during a forum on human trafficking in Tapachula, in Chiapas state that INM agents delivered her in 2010 to the charge of a brothel to be sexually exploited , and she was forced to have sex with officials.

The Attorney General’s office announced that Angel Garcia Herrera, aka El Tata or El Abuelo, leader of a Arellano Felix cartel cell, has been arrested. He is considered to be the right hand man of Francisco Javier Arellano Felix, aka El Tigrillo, who was arrested some time ago. His son was also arrested. El Tata had been on the most wanted list for, among other things, kidnapping.






CUAJINICUILAPA, GUERRERO

Two men kidnapped from their homes by armed men claiming to be Mexican military. Later their tortured, executed bodies found in irrigation canal. The family recovered the bodies to take home and bury after a funeral. (This is common in much of the country, as often they are not able to pay the costs of a funeral home and burial, which is even more if it includes a burial plot or marker.)


CIUDAD JUAREZ, CHIHUAHUA

Dismembered man found with his vehicle, license plates from Texas. His head and arm were left on the hood, and the rest inside the vehicle.



GRAN MORELOS, CHIHUAHUA

Gunmen stormed the town on Friday, shot it up but injured no one, and ordered all officials to leave. Municipal facilities were closed, the police chief, and others left. The Mayor left 2 weeks ago, and after 2 attacks and multiple threats, he has asked for asylum in the US. Currently the town is in the hands of the cartel gunmen.


VILLA DE RAMOS, SAN LUIS POTOSI

Late Friday, cartel gunmen in several luxury vehicles started firing AK-47’s, trying to terrorize residents. Unknown to them, the residents were waiting, and returned fire, surprising the gunmen who fled. The people chased them in a caravan, where at a gas station, the gunmen abandoned their vehicles and fled on foot. The vehicles were sprayed with gasoline, and set on fire. This was also done with another truck of theirs nearby. Along a highway outside of town, there was another clash, where the cartel gunners abandoned an armored Lincoln and fled afoot. In the end, three died and one was injured. The dead included a handcuffed man, believed to have been kidnapped by the gunmen. Another was a resident of a nearby town, and his 16 year old son was injured. Three cartel trucks were burned, the Lincoln was shot up as was the car of the resident that died.

Nine bodies stacked at entrance booth to bull ring. Site had been used before in March, when dead police officers were left there.

CIUDAD ALTAMIRANO, GUERRERO

Police officers having breakfast suddenly attacked, killing four cops and three civilians. Two more civilians were wounded.


HUEJUQUILLA EL ALTO, JALISCO

Sunday clash between Zeta and state police resulted in 2 bad guys dead, and others arrested.


CARDENAS, TABASCO

Cartel assassins entered a machine shop and shot down eight people.

MONCLOVA, COAHUILA

Shootouts since Monday between cartel and MX Marines/Army and police have kept some businesses closed, schools closed, and people indoors. No reports on dead or injured, as shooting still ongoing.




GUADALUPE, NUEVO LEÓN

Zetas attacked the Municipal Police, using bazookas and at least 4 grenades, plus hundreds of rounds. Witnesses said the gunmen were in at least 12 trucks. Three police officers killed, and others wounded.

APAXTLA DE CASTREJÓN, GUERRERO

Group of gunmen attacked military, and lost. Three gunmen dead.
