Editor's Note: In light of recent news reports that Washington, D.C., law enforcement authorities will be seeking charges against jailed Salvadoran illegal immigrant Ingmar Guandique for the murder of Chandra Levy, HUMAN EVENTS is reprinting an article from 2002 by Terence P.
