    Talk is cheap.

    His true test will come at the NCLR conference. McCain can tell Mexicans in Mexico harsh things, and it won't matter because they can't vote. But it will matter at the NCLR conference because the NCLR can't start calling him a "Racist" and that will be the end of McCain.
