The growing exodus of Guatemalan emigrants to the United States has prompted that country to open its first-ever border consulate.
After Mexicans, Guatemalans usually top the list of the most illegal immigrants crossing into the U.S. Most go through the South Texas region. But their nearest consulate has been hours away in Houston. That’s why next month a new one will open in McAllen, just miles from the border.
Alba Cáceres will be in charge.

I think Guatamala is getting WAY too much money from the U.S. both in aid and remittances.

Why do this now though? Hasn't the flow of IAs slowed to a trickle or reversed direction? Does the Guatemalan government know something ours doesn't?
