Fugitive sent back to Mexico to face murder charge

NOGALES, AZ - A man wanted in Mexico for homicide and assault and battery was turned over to Mexican authorities at the Arizona border Tuesday.

Efrain Espinoza-Quintana, 36, is wanted for his involvement in a fight in Sinaloa in May 2006 in which he is accused of shooting and killing a man and also shooting and injuring a 14-year-old boy, according to Vincent Picard with Immigration and Customs Enforcement.

Espinoza-Quintana was picked up by Enforcement and Removal Operations agents in Kingsburg, California on August 9 at a court hearing following his arrest for driving under the influence.

ICE was told of Espinoza-Quintana's court appearance and arrest and on August 18 he was transferred to the Eloy Detention Center in Eloy, Arizona where an immigration judge ordered his removal to Mexico.

He was transferred at the DeConcini Port in Nogales on Tuesday.

"We will not allow foreign fugitives a chance to find safe haven by illegally entering the United States," said Katrina S. Kane, field office director of ICE ERO in Phoenix.

Picard clarified the transfer of Espinoza-Quintana was a deportation from the United States coordinated with Mexican authorities, not an extradition.
