LOS ANGELES (Reuters) - Federal agents raided about 20 Southern California locations on Tuesday suspected of involvement in "maternity tourism" schemes offering travel and lodging services to pregnant foreign women seeking to give birth in the United States, U.S. immigration officials said.

Authorities say the so-called maternity hotels targeted in the sweep catered largely to women from China who paid $15,000 to $50,000, depending on services provided, in hopes of obtaining U.S. citizenship for their children.

Based on the results of previous investigations, the women apparently pay cash for pre-natal medical treatment and actual delivery of their babies, according to a statement issued by the U.S. Immigration and Customs Enforcement Agency, or ICE.

The locations searched included apartment complexes and other sites in Los Angeles, Orange and San Bernardino counties that were suspected of housing foreign clients, ICE said.

No criminal arrests were anticipated from Tuesday's raids, but investigators were seeking evidence related to such possible criminal offenses as visa and tax fraud, money laundering and conspiracy, according to the agency.

Any women encountered at the locations raided on Wednesday were to be interviewed, and those identified as potential material witnesses will be instructed where and when to report for further questioning, ICE said.

Over the past five years or so I have noticed a growing trend in my delivery rooms, with new mothers asking almost immediately after I deliver their child, “How fast can I get the birth certificate?”

As many of you know, I deliver babies in the New York tri-state area. For years now, I have been amazed by the number of international women who arrive at Newark Liberty International Airport, John F. Kennedy International Airport and LaGuardia International Airport nearly full-term. They are then whisked off to nearest hospital ready to deliver their baby in America, gaining their child U.S. citizenship in the process.

I don’t know how these women are medically cleared to travel in such a state, and many times, I am sure that they attempt to conceal their pregnancy. As a practicing high-risk OB-GYN, the most frightening element of this trend is that it creates a dangerous scenario for the mother-to-be, baby and medical staff. The attending medical staff is dealing with very little medical information and almost no knowledge of what kind of prenatal care the pregnant woman has received.

Despite these dangers, and the fact that the practice is not new, there hasn’t been anything done to prevent it, which is why it did not surprise me to read the article “Feds crack down on Chinese ‘birth tourism,’” by Fox’s William La Jeunesse on our website. In it, he details a raid by federal officials in Southern California who served warrants at “Chinese birthing houses” or “maternity hotels.”

According to the article, wealthy Chinese couples were paying up to $80,000 to have their child born in the U.S., guaranteeing them U.S. citizenship.

This practice presents a rare ethical dilemma for us in the medical field. What makes it hard is that for physicians who really care about neonatal outcomes and minimizing internal injuries, these types of deliveries are putting both women and children in harm’s way. I will never deny obstetrical care to a patient who shows up at my doorstep, it is my bound duty to give them the best care that I can. But I am being asked to play a part in a script that I did not write.

We know that our immigration policy in America is broken, and I understand that the federal government is already trying to deal with the millions of illegal immigrats already here. But if we don’t find ways to protect humans from themselves, things will only get worse before they get better.

Political and economic conditions around this planet of ours are quite unstable, so I understand why parents do want to seek a U.S. birth certificate for their children. But I also know from personal experience in my practice, that there are parents who, as soon as their child receives citizenship, return to their native homeland. For what purpose, I do not know, but there are many American children who spend just a few weeks in their country before being brought back to their parents’ native homeland.

This is not a way to grow a nation, and it’s certainly something that medical societies and federal agencies must address. Women need protection, children need protection, but our health care system needs protection too.

Oh, so no crimes were committed. This was just an exploratory raid, what they call on Law and Order, a fishing expedition. What's the issue? That a bunch of rich Chinese visitors came here on visas to drop some anchor babies? What's the problem? A bunch of Mexican illegal aliens who came here illegally without visas are doing the same thing, and we're handing them tax credits, Medicaid, welfare, work authorizations, amnesty, deferred action, low income housing, food stamps, free school lunch and ..... oh yeah, a path to citizenship.

I guess the difference is the Chinese came here legally and paid their own way. Well damn them all to hell! We want criminals who come here illegally and do not pay their own way, because this is how we become the World's Largest Banana Republic and the Biggest Pig Sty on the Planet.

Transformation, folks. That's what we want. Transformation. A new country of losers within our country of winners that plants "seedlings" of losers who "navigate" through our winners to infect US with failure.

Federal Agents Carry Out Search For Evidence Of Illegal Support For 'Birth Tourism'

Federal agents searched more than three dozen locations across three counties in Southern California yesterday for evidence of "maternity tourism" operations.

Maternity tourism — or birth tourism — is when a citizen of another country travels to the U.S. to give birth, so the child automatically receives U.S. citizenship.

That in itself is not illegal. But federal authorities are investigating several businesses that may be breaking the law by helping wealthy Chinese women obtain U.S. visas under false pretenses.

Claude Arnold is the lead investigator for U.S. Immigration and Customs Enforcement. He says the agency is looking at three organizations that advertise online to wealthy Chinese women who may want to give birth in the U.S.

"[The organizations] facilitate their travel," Arnold said. "They make arrangements for lodgings here, their medical care, etc.

So that [their clients] can have children born here as United States citizens."

In affidavits filed for the search warrants, federal authorities said that the businesses charged women up to $60,000 for coaching, facilitating travel to the U.S., lodging, hospital expenses, even nanny support.

Arnold said nobody has been charged at this point. They're just collecting evidence. He added that as investigators encountered pregnant women they weren't arrested, but interviewed.

"They're being treated as material witnesses to the overall conspiracy that we're investigating," said Arnold.

What is the "offense"? To have a foreign baby on US soil so the US government hands them citizenship? Last time I checked, that is US government policy with every baby born on US soil. It's wrong for the government to do that, it's not a protected right under the US Constitution or any law under the jurisdiction of the United States, but that IS what the US government has been for doing many years. So what is the "conspiracy" to commit what "offense"? Tax evasion? Is there any evidence the businesses did not pay income tax on their income? And since when is ICE a tax collection agency?

From what I can see, there is no "conspiracy", because there is no "offense" to begin with. If DHS doesn't like Chinese anchor babies, then it better wise up and and stop granting birthright citizenship to any children of any foreign person, not under the jurisdiction of the United States, including illegal aliens and foreign tourists, business visitors, students, visa workers, and consumers.

Would their visa have been denied if they said they were coming here to use medical services? Would their visa have been denied if they said they were pregnant?

It's incredible how this "raid" exposes the racism in DHS that desires to fabricate some phony "conspiracy" "offense" against Chinese visitors coming here legally on a visa to have a baby and pay for it, where DHS can't get enough of those Mexican and Hispanic visitors coming here illegally without permission to do anything let alone have an anchor baby and demand Medicaid Services and US taxpayers pay for it.

Makes you wonder just exactly what US Civil Rights Act DHS thinks it's subject to. Apparently, like every other law of the United States, none.

What is the "false pretense"? What is different about the "coaching" of these Chinese women than all the "coaching" of illegal aliens by the government, immigration attorneys, pro-immigration National Council of La Raza and thousands of other illegal Hispanic alien organizations? What is the difference between these businesses helping these Chinese women than all the labor networks actually breaking US immigration law?

Don't get me wrong, I wish these women were committing visa fraud, I wish these women couldn't come here and have an anchor baby and in return the US government grants their children US citizenship and generates chain migration. I wish the US government which in this case is the Department of Homeland Security wasn't steering, commandeering, scheming, plotting, and committing all types of conspiracies to defraud US taxpayers with visa fraud. But out of all this travesty, ICE wants to target some Chinese women who actually went through the legal channels to obtain a visa, who actually brought money of their own to pay for everything from the pre-natal care to the deliveries and so forth?

Well, needless to say, I am unimpressed, and it looks like outright race discrimination to me because what they're doing is far less serious than what millions of others of a difference race are doing. And unless ICE asked if they were pregnant and they said no, and unless ICE asked if they were planning to have a baby while they were here, and unless ICE would deny a visa because someone was pregnant and planning to have a baby here at their own expense at no cost to the US taxpayer, then I can't see an Offense, which means there is no Offense to commit a conspiracy about. And if it's illegal to enter the US to have a baby for citizenship purposes, then it's time ICE started checking birth records and legal status of the mothers, and start rounding up the whole gang of breeders and get them out of here, off our dole and out of our future.

Otherwise, I think you're just going to be sued over civil rights violations, and in this instance, rightly so.

In fact, unless it's illegal to enter the US to have a baby, I don't even know how ICE had sufficient probable cause to raid the businesses.

IRVINE – Federal agents on Tuesday raided at least 20 residences in Southern California, including an apartment complex near John Wayne Airport, in an attempt to crack down on the growing practice of maternity tourism.

Federal and local law enforcement officials served search warrants and seized computers and documents at homes across Orange, Los Angeles and San Bernardino counties. They also interviewed pregnant women who investigators say paid tens of thousands of dollars to companies that seek mostly Chinese clients, touting American citizenship, free education and other perks for their U.S.-born babies.

As part of the package, women were promised they would receive Social Security numbers and U.S. passports for their infants, which mothers would take with them when they left the U.S. After the U.S.-born children reach adulthood, they can then apply for visas for family members living abroad.

The operators advertised their services in China, charging fees ranging from $15,000 to $50,000. The more the client paid, the more perks the women got, including trips to Disneyland, shopping malls and outings to a firing range.

Authorities estimate a couple who ran You Win USA Vacation Resort in Irvine made $2 million in 2013 and helped women give birth to 400 children in Orange County, according to affidavits released Tuesday by U.S. Immigration and Customs Enforcement.

It is not illegal for foreign nationals to give birth in the United States.

But authorities say operators instructed their clients to deceive the federal government on visa applications and make false claims of indigence to get lower fees for health services.

In some cases, according to the affidavits, the women were even told what to wear to hide their pregnancies at airports to avoid questions about the purpose of their visits.

Authorities are trying to build criminal cases against three companies, You Win USA Vacation Resort, USA Happy Baby Inc. and Star Baby Care.

They’re looking for evidence of visa and tax fraud, money laundering and conspiracy, according to the affidavits.

No arrests were made. The couple who runs You Win USA Vacation Resort, Chao Chen and Dong Li, could not be reached for comment, and the company’s website was down late Tuesday.

In Irvine, federal agents arrived around 7 a.m. to present search warrants at The Carlyle at Colton Plaza, an apartment complex billed by its owners as “sumptuous.”

Neighbors said the women, who stayed at a dozen apartments in the complex, appeared to be well-treated, and were often chauffered to medical appointments and other outings.

“I saw the big, white van taking them shopping,” said Carlyle resident Tatyana Alali, 22. “They come back with bags from Gucci, Prada.”

The women also seemed to have cooks who catered their meals after preparing them in one or two of the apartments.

“They wear chef’s outfits, and they transport their food in carts down the hallway,” Alali said.

In addition to The Carlyle, agents searched an apartment and two homes in Irvine, an apartment in Mission Viejo and multiple dwellings in Rancho Cucamonga, Rowland Heights and Walnut.

Women interviewed Tuesday are cooperating with authorities, and some of them may become material witnesses against the three Chinese companies that brought them here, said Claude Arnold, special agent in charge with the Homeland Security Investigations.

The crackdown launched Tuesday is the latest step in a long-running investigation that started with a pair of anonymous tips and included undercover agents.

The documents say Irvine police contacted Homeland Security in June 2014 after receiving an anonymous letter detailing the business practices alleged at You Win USA, run by Chen and Li.

Earlier, a separate letter with similar information was sent to U.S. Citizenship and Immigration Services headquarters in Washington, D.C.

Early in the investigation, an agent who is fluent in the Chinese dialects of Mandarin and Cantonese placed a phone call to the man operating You Win USA Vacation Resort, later identified as Chen.

The agent asked to visit The Carlyle at Colton Plaza to view an apartment where a family member from China might stay before giving birth in the U.S., according to the affidavit.

Equipped with an audio- and video-recording device, the agent toured the apartment and gathered more information about the business.

Chen is alleged to have told the agent that up to two women are housed in a single room, adding that he has a system to help clients prepare for visa interviews to avoid detection by officials, the affidavit states.

Later in 2014, undercover agents had additional conversations with Chen, and Homeland Security Investigations conducted surveillance at The Carlyle at Colton Plaza, according to one affidavit.

“Homeland Security Investigations ... observed numerous Asian pregnant women being picked up and dropped off,” one affidavit reads.

Meanwhile, authorities began looking into reports about similar cases in San Bernardino and Los Angeles counties.

The practice, known as birth tourism, is not restricted to China.

The Center for Immigration Studies, a Washington, D.C.-based group that supports lower levels of immigration, estimates there are roughly 40,000 birth tourists each year from China, Nigeria, Turkey and other countries.

“I think what irks Americans about this situation is that birth tourists are effectively taking control over U.S. immigration and citizenship policy by turning a grant of temporary admission into a permanent stay,” said Jon Feere, legal policy analyst for the center.

Well, what actually irks Americans about this situation is that the US government is misapplying the 14th Amendment to misappropriate US citizenship, not so much of the 40,000 involved in birth tourism, but of the millions who receive this status through admission into the country, whether it's legal or illegal., whether proper or improper, whether straight up illegal entry or finessed legal entry through a visa.

In the largest operation of its kind, early Tuesday morning federal officials in Southern California served warrants at "Chinese birthing houses" or "maternity hotels," where wealthy Chinese nationals paid up to $80,000 for the sole purpose of giving birth in the U.S. to obtain citizenship for their children, earning in-state tuition to U.S. universities for them and permanent U.S. residency for the parents.

"It is essentially citizenship for sale," said Center for Immigration Studies analyst Jessica Vaughan. "Something U.S. citizens hold very dear and cherish is essentially being purchased by people for their own economic self-interests or potentially more nefarious purposes."

Birth tourism is big business. An estimated 40,000 babies are born to couples posing as tourists each year. The U.S. is one of the few countries in the world that automatically grants citizenship to any child born here, regardless of the parents’ nationality. While it is not against the law, lying to obtain a visa to enter the U.S. under false pretense is illegal. Companies offering to help foreign nationals give birth in the U.S. operate openly on the Internet, promising a U.S. passport, birth certificate and Social Security number for their newborn. Prices range from $8,000 to $80,000, depending on the services. Wealthy couples from China, the Middle East, Africa and South Korea predominate the trade.

According to an affidavit filed Tuesday in federal court, Department of Homeland Security investigators posed as Chinese nationals wanting a relative in Beijing to have a child in the U.S. Agents met with Chao Chen and Jie Zhu, a husband and wife in Orange County, Calif., who gave the undercover agent a tour of the Caryle Apartments near John Wayne Airport. According to the document, 17 to 20 apartments are all rented in Chen's name. Each unit contains one or two pregnant Chinese nationals who paid Chen and Zhu from "$40,000 to $80,000" for a package deal that includes transportation to and from the airport, visits to the grocery store, restaurants, entertainment and prenatal visits to a physician.

It also includes fraud. The "niece" living in China provided Chen's associates a resume that showed no college education, a low income and few family ties. Chen's company, 'You Win USA Vacation Resort' changed the information to appear more acceptable to the U.S. Consulate, which granted her application for a business visa. She also was told not to reveal her pregnancy and how to conceal it when she arrived at customs in the U.S. The agent also was routed through Honolulu "for a higher success rate," since officials at LAX were already on alert to potential "birth tourism" fraud.

According to the affidavit, Li advised the undercover agent "not to go to get her visa too late, if her stomach is too big she won't be able to get the visa." In addition, LI said "they can coach her on how to get through customs."

In February, agents visited the 'You Win USA Travel' website. It contains photos of a classroom-style presentation featuring a slideshow, with images whose titles included: "American Baby" and

"What you need to know to get an ID."

During the search warrant, agents hope to obtain evidence of visa fraud, marriage fraud and tax evasion. Documents show Chen and Zhu claimed to have divorced in 2012, then entered into sham marriages in Las Vegas a few months later with U.S. citizens, allowing both to obtain lawful U.S. residency. Both then paid off their purported U.S. citizen spouses, in one case $10,000 in a series of 16 bank deposits.

Chen and his business associate, Dong Li, "earn hundreds of thousands of dollars in income from their visa fraud scheme," according to court documents, yet Li filed no tax return and Chen filed a false return. Neither cited their foreign bank accounts as required by law. Chen drives a $200,000 Bentley, his wife a luxury BMW.

Investigators focused on three companies specializing in birth tourism fraud. In Orange County, the pregnant Chinese nationals tell hospital admission officials they're indigent, sticking U.S. taxpayers with the cost of their babies, "which often exceed $25,000," according to court records.

"We're creating a group of sort of pseudo citizens who live overseas, but can take advantage of the fact that they are U.S. citizens on paper," says Vaughan. "There is no question this is a threat to our national interest at worst. At best, it is something very distasteful because it cheapens U.S. citizenship."

Several of the customers identified in a “maternity tourism” scheme in California are employees of the Chinese government, including the provinces of Ningxia and Henan, according to court documents issued in the course of obtaining search warrants.

One search warrant documents reads, “Chinese government customers: Several of the customers of Lui and Dong’s immigration fraud scheme have been identified as being employed by the Chinese government, including in the provinces of Ningxia and Hanan, China.”

Breitbart previously reported on the bust of numerous southern California “maternity tourism” locations that were helping foreign national women give birth in the United States, making the children U.S. citizens.

Numbers released from Immigration and Customs Enforcement (ICE) reveal that over 30 locations were served with search warrants in Los Angeles, Orange and San Bernadino counties. The raid is the result of ongoing investigations into maternity tourism schemes.

Court documents identify “Chinese birthing houses” that were operated by the corporation USA Happy Baby Inc. The corporation belongs to Michael Wei Yeuh Liu and Jing Dong, according to the same documents.

At least a handful of pregnant Russian women board every flight from Moscow to Miami, according to Miami real estate agent Alexander Kronfeld. Kronfeld knows this because his realty company helps the expecting Eastern Europeans find three-to-five month leases in South Florida so they can give birth in warm weather.

HOUSTON -- It s the surest way to become a U.S. citizen -- make sure you re born here.

If you re born here, your citizenship is guaranteed by the Constitution, even if your mother is not a U.S. citizen or is in the country illegally.

It doesn t speak about the parentage as far as what nationality or status, said Gordon Quan, with FosterQuan, an immigration law firm in Houston.

That s why 11 News began looking into something called birth tourism: Foreigners coming to the U.S. to give birth so their babies become U.S. citizens, eligible for that coveted U.S. passport.

For years, Houston s Texas Medical Center has promoted itself internationally and has become a destination for people seeking the best care. And that includes women who want to have children.

We have them come from South America, Latin America, Australia, Europe, Asia, said Dr. Timothy Hickman, a fertility doctor at the Houston IVF Fertility Clinic, located at Memorial Hermann s new complex on the Katy Freeway.

But Dr. Hickman said he thinks the vast majority of his patients are attracted here for the care, not citizenship.

If that was the case, they didn t tell me about it. Didn t seem like it, they just wanted high-quality obstetric care, he said.

That said, 11 News found it does happen in Houston.

Gordon Quan, the immigration attorney, said his firm has represented pregnant women from countries, including Pakistan and China, who wanted to give birth in Houston.

We ve had to work with clients to get extensions of stay so they could be legally here to have their children, said Quan.

Though the Office of Homeland Security does not have policies specifically about pregnant women, Quan said officials were not easily persuaded to allow the women to extend their visitors visas.

I don t think they re encouraging it, at all, said Quan.

Quan said his clients were here legally on visitors visas and were wealthy. That s a big difference compared to what you may have already heard about -- impoverished, illegal immigrants coming here to give birth, supposedly so their children will qualify for government assistance.

We re the only nation on earth that allows an illegal alien to give birth to an automatic citizen, said U.S. Rep. John Culberson, a Republican from Houston.

Culberson has co-sponsored a bill that would deny citizenship to babies born here to foreigners.

The bill doesn t make any exceptions for birth tourism. In an interview from Washington D.C., Culberson was asked if birth tourism should be discouraged.

Well, the person that s here legally has obviously followed the rules and done the right thing. And the one right thing we want to encourage people to use the visa system, he said.

If the right thing includes getting a U.S. passport for their newborn, attorney Quan said you can hardly blame parents for wanting to give their child every advantage.

A passport is sometimes key to your future as to where you can go, Quan said. It gives them an edge in a globally competitive world.

And for now, it s an advantage guaranteed by the U.S. Constitution.

A Chinese couple arrived in Irvine, opened up a bank account, went on a spending spree, had a baby and flew back home.

But they allegedly left the hospital without paying their full bill.

Federal investigators looking at birth tourism – a practice that gained national attention this week following raids on more than 20 residences in Orange, Los Angeles and San Bernardino counties – say two local hospitals have been favorites for operators working in Orange County: Fountain Valley Regional Hospital and Medical Center and Hoag Hospital.

According to affidavits unsealed this week, the two hospitals were used by customers of You Win USA Vacation Resort, a company that brings women from China to Orange County with the specific intent of having babies with American citizenship. While that is not in itself illegal, obtaining visas under false pretenses, and fraudulently claiming to be indigent when seeking health care, is illegal.

You Win USA Vacation Resort is one of three companies under investigation. Federal investigators are looking for evidence of fraud, misuse of visas, tax evasion and other crimes. No arrests have been made.

Investigators say about 400 of the Orange County children were born in the Fountain Valley hospital and "many children" were born at Hoag, according to the affidavit.

They also detailed the financial story of one Chinese family at the Fountain Valley hospital:

Hongbao Xu and Xiaojing Cao arrived at LAX from China on Feb. 10, 2014. In March, they opened a bank account with $34,000. A few days later, there was a wire transfer of more than $203,000. Between March and May, there were several charges to that account from pricey outlets: the Wynn Las Vegas Hotel, the Bose Store, Rolex in Costa Mesa and Louis Vuitton in Beverly Hills.

The couple had a baby on April 16. The hospital charged them $28,845.29 for his birth.

The father paid $4,080.

On May 29, they transferred out $220,000 to China. A day later, the couple went back to China with their newborn infant.

"It appears that H. Xu and Cao had hundreds of thousands of dollars available to pay the full hospital charges," wrote Jeffrey Eastman, a special agent with Homeland Security Investigations, in the affidavit.

On Wednesday, a Fountain Valley Regional Hospital spokeswoman declined to talk about the issue in detail, saying only that the hospital has cooperated with law enforcement "and will continue to do so."

At Hoag, "many children" who were connected to an Irvine couple under investigation by federal authorities were born at the hospital since 2013, according to the affidavit. Shannon Dwyer, an attorney for St. Joseph Hoag Health, said Wednesday that the hospital is cooperating with authorities and provides medical care "to all who walk through our doors, regardless of their background or ability to pay."

That open-door policy can be problematic if a birth tourist operator floods a hospital with patients.

“When an influx of deliveries occurs, it causes undue stress on the resources of the hospital,” said Suzanne Richards, interim chief executive of Integrated Health Care, which oversees Western Medical Center in Santa Ana.

The practice known as birth tourism, or maternity hotels, is not new.

The Center for Immigration Studies, a Washington, D.C.-based group that promotes slow immigration, estimates that some 40,000 babies are born in the U.S. each year from mothers who crossed the border with the specific intent of giving their infant American citizenship.

The companies that operate the birthing operations offer the women housing, medical care and shopping opportunities, according to the affidavits by the Department of Homeland Investigations.

The more expensive packages include deluxe accommodations, trips to Disneyland and other venues. They also instruct the women on what to wear and say upon arrival to avoid detection by immigration officials.

One company, Star Baby Care, charged an extra $10,000 for its Irvine location, according to an affidavit filed by special agent Jared Harada. That company says it has provided services to 8,000 women since 1999, including 4,000 from China. Their packages range from $10,000 to $25,000, Harada wrote.

The operators’ websites tout the benefits of U.S. citizenship. One company includes the image of a woman arriving pregnant and leaving with a baby wrapped in a U.S. flag.

But Jon Feere, legal policy analyst with the Center for Immigration Studies, said Wednesday that while the three-county investigation in Southern California involved wealthy Chinese, many of the so-called birth tourists come from poorer backgrounds and may go under the radar.

“It’s very organized in China. But not every single person is wealthy and going through these providers,” Feere said.

“Some come with just a plane ticket.”

The people who wrote the Reconstruction Amendments - the 13th, 14th, and 15th - were clear about the 14th Amendment not applying to foreigners. During the congressional debates, one of the people who worked on those amendments specifically said that the 14th did not apply to children of diplomats or people who were in the country temporarily.

The language of the amendment is clear: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens... Foreigners may not like their government, but they remain subject to its jurisdiction.

We can of course apply our laws to foreigners. If we catch people stealing, for example, we can put them in jail and then deport them. But putting foreigners in jail does not transform them into citizens, it just makes them criminal aliens whom we will deport. The same principle applies to everybody, including those practicing "birth tourism." They're not citizens; they're criminal aliens.

The only foreigners who should be covered by Section 1 of the 14th Amendment are permanent legal residents with green cards who have vacated/denounced their citizenship in all other countries, sworn allegiance to the United States and intend to become US citizens. The situation we have now with states handing out birth certificates that are then used to secure SS numbers and US passports for babies whose parents are citizens of another country is just insanity whether they're in our country legally or not, permanent legal residents with green cards excluded. I hope Congress fixes the stupidity. Steve King has a bill that would prohibit children of illegal aliens being given automatic birthright citizenship, but it also needs to clarify that others who are here visiting, attending school or working temporarily are not eligible either, except for permanent legal residents, which complies with the Wong Kim Ark Ruling.

Your article states that efforts to outlaw the practice have been unsuccessful. Who are these lawmakers protecting? The crime is especially heinous because many of the families are leaving us taxpayers to pay their hospital bills.

As for the woman who shopped at the Rolex and Louis Vuitton stores but paid only a small portion of her medical costs, we must make it clear that she can buy all the scarves and watches she wants, but she cannot buy her baby U.S. citizenship.

To the editor: First, the 9/11 terrorists come to the United States on visas and orchestrate the killing of thousands. Now, Chinese nationals come here on visas to essentially rob our country by way of subsidized natal care and advantages in college applications for their offspring in the future.

Neither of these types of people contributed anything to the U.S. yet were allowed to come right in with the blessing of U.S. immigration officials.

So naturally, now more than ever, we really have to focus all our attention on those Mexicans and Central Americans coming across our southern border looking for work and who provide us Americans with low-cost produce, meat and services.

Newport Beach's Hoag Hospital and luxury apartments in Irvine this week were linked to a federal investigation that has targeted suspected "birth tourism" schemes involving pregnant Chinese women on fraudulent visas giving birth in the United States so their children would be American citizens.

According to Homeland Security affidavits unsealed this week, since 2013, "many children" born of Chinese nationals at Hoag were connected to birthing operators, who charged the women around $50,000 each for the service.

One of the three suspected operations, You Win USA, also utilized Fountain Valley Regional and Medical Center, where at least 400 children are believed to have been born in connection with the schemes, according to the affidavits.

The documents also state that federal agents suspect the otherwise financially capable women either failed to pay the hospitals any of the cost of healthcare — about $25,000 — or paid about $4,000, claiming they were low-income patients without insurance.

On Tuesday, federal investigators entered a dozen units at the Carlyle at Colton Plaza apartment complex in Irvine, near John Wayne Airport, as well as homes in Irvine's Portola Springs and Woodbridge neighborhoods.

The week's raids, which also took place in Los Angeles and San Bernardino counties, marked the largest investigation of its kind in the effort to crack down on the practice of foreign nationals coming to the U.S. only to have babies, according to the Los Angeles Times.

The Times also reported that foreign nationals giving birth in the U.S. is not necessarily illegal, and recent legislative efforts to address the practice have been unsuccessful.

According to the affidavits, however, federal investigators suspect that the birth tourism operators committed visa, marriage and tax fraud, as well as defrauding the hospitals.

The investigation is continuing and no arrests have been made, a U.S. Immigration & Customs Enforcement spokeswoman said Friday.

In a statement, St. Joseph Hoag Health's general counsel, Shannon Dwyer, noted that Hoag Hospital is not a subject of the investigation and is cooperating with authorities. St. Joseph Hoag Health represents the affiliation between Hoag Hospital & St. Joseph Health.

Furthermore, she added, as a healthcare provider, the facility "is responsible for providing medical care to all who walk through our doors, regardless of their background or ability to pay. Our only priority is providing the very best care for those in need."

Fountain Valley Regional spokeswoman Dina Edwards said the hospital has "cooperated fully with all requests for information from law enforcement and will continue to do so throughout the investigation."

Most, if not all, of the women at the center of a suspected birth tourism operation in Irvine, who traveled from China to give birth to American babies, are sticking with their plan. They won’t go back home until their babies are born.

They have hired attorneys. Their husbands or other family members have flown in. And while they are preparing to leave the Irvine apartment complex where they were staying, they’re looking for new places in Southern California to hunker down during their pregnancies.

Meanwhile, the government is looking to build a case against the company that brought the women to Orange County, along with two similar companies operating in Los Angeles and San Bernardino counties that specialize in a practice dubbed birth tourism.

In court hearings this week, four of the Chinese visitors in Orange County and 24 in Riverside were designated as material witnesses, meaning they are temporarily required to remain in the country, said Thom Mrozek, public affairs officer for the U.S. Attorney’s Office in L.A.

Homeland Security Investigations agents accuse the operators of three birth tourism companies of various crimes, including visa fraud, tax evasion, money laundering and conspiracy.

The government is targeting the companies and not the pregnant women.

No charges have been filed against any of the companies: You Win USA Vacation Resort, USA Happy Baby Inc. and Star Baby Care. The companies have been unavailable for comment.

SCARY MORNING

For the women, their world turned upside down early on the morning of March 3.

That’s when agents from local and federal agencies pounded on their doors to serve search warrants at three dozen apartments and houses in Irvine, Mission Viejo, Rancho Cucamonga, Rowland Heights and Walnut.

In Orange County, 12 of the units searched are at the Carlyle at Colton Plaza in Irvine, near the airport and across the street from an office belonging to U.S. Immigration and Customs Enforcement.

Irvine attorney Ken Z. Liang, who represents seven of the women at the Carlyle, called the scene “discombobulated.”

“Everything was in a state of stress and disarray,” Liang said.

“Most mothers went to this location because You Win advertised the pregnancy center as an enclosed place (and) extremely safe,” Liang said. “They were expecting a lot of peace and quiet.”

Since the raid, some of the pregnant women have left the Carlyle and others are looking for new places to stay, Liang said.

During a visit to the apartments this week, You Win nannies in pastel-toned clothing could be seen caring for babies, while other staff members delivered food to apartments. Several families were readying to move. Liang said family members have flown in from China to help the women.

“All the families I talked with have accepted their current predicament, but they are angry at You Win pregnancy center for telling them their operation was completely legal. And all the individuals paid a premium to be at this so-called legal, seven-star pregnancy center.”

The women paid $40,000 to $60,000 to You Win for the accommodations and services, which include meals, transportation and outings. That fee did not include medical and hospital bills, Liang said.

You Win operators are working to accommodate their current clientele by offering pro-rated refunds and renegotiating its contract with the Carlyle, Liang said. Some of the women are getting eviction notices because You Win had not paid this month’s rent, he said.

LEGAL QUESTIONS

Federal investigators said the maternity companies coached the women on what to wear and what to say to avoid being singled out for their pregnancies as they entered the country. In one case, an employee made up employment and income information for a client who turned out to be an undercover federal agent, according to court documents.

Liang acknowledged that You Win advised women to wear loose clothing. But he said his clients did nothing illegal and they confirmed their pregnancies when asked. “The pregnancy center told them, if anyone asks you about your pregnancy you have to be honest.”

It is not illegal for a foreigner to give birth in the United States. U.S. law does prohibit issuing a non-immigrant visa to anyone who is likely to become a public charge to the state, including those who might require medical care.

Customs and Border Patrol agents who question pregnant visitors upon arrival would take into consideration the due date of a pregnancy, how long the tourist plans to stay in the country and whether she has proof that she can pay for the medical care. Entry is allowed or denied at the discretion of the admitting officer, according to the Department of Homeland Security.

Immigration officials also pointed out that lying on a visa application is illegal.

Liang said the women had two options on their applications: business or pleasure. The women said they were traveling for pleasure.

During interviews at the U.S. Embassy in China and at their port of entry, a few were asked if they were pregnant and they said yes, according to Liang. They were not denied entry.

In court documents, federal agents said many of the women went through vacation destinations to avoid greater scrutiny at Los Angeles International Airport. Liang said his clients came through Hawaii first because they wanted to vacation there.

The attorney also responded to government accusations that some women leave the country without paying their medical bills. He said his clients get a price reduction from doctors and hospitals because they pay in full.

Several of his clients, he said, are here to have a second child, which is difficult in China.

Liang said he asked his new clients why they came to the United States. “They say America is the strongest nation on this planet and the fairest.”

CONTROVERSIAL VISITORS

The raids elicited numerous tips about other suspected similar operations, and officials said they are looking into them, as resources allow.

One group, the Orange Club Political Action Committee, urged the federal government to protect the rights of the pregnant women and newborns.

“We’re not against cracking down on illegal activities, but we think this was way out of proportion,” said Alex Chen, president of the group that advocates for Chinese Americans.

The government should allocate resources instead to addressing the bigger issue of illegal immigration and the estimated 11.5 million people residing in the United States without permission, he said.

An ICE spokeswoman said: “Any scenario that involves the subversion of the visa application process poses a potential security vulnerability and demands further scrutiny.”

Meanwhile, Liang said his clients should be welcome here.

“We shouldn’t be ashamed to have these people here. We fashion democracy and hospitality and perhaps the next export of American culture is a little baby that is born here.”

What? We're not "ashamed" to have them here. They are welcome to come and visit and spend and enjoy our country for as long as their tourist visa allows. We're mad however that they applied for passports for their babies as if they were US citizens when they're not, we're angry that they use our hospitals and walk away from medical bills without payment, and we're furious that our stupid government would allow such a thing as being in our country, having a baby and wanting US citizenship for the newborn, whether the parents are Chinese or Mexican or any other nationality.

This practice of recognizing these births as citizenship births is so absurd and so beyond the pale, it's disgusting and must be stopped either by administrative rule change or preferably a law passed by Congress so no Administration ever does such a stupid horrible thing again, because making mockery of US citizenship will not stand. It's going down, no matter how many ethnic or race-based PACS want it differently. One should ask such organizations why they would advocate such a thing to begin with. Perhaps you aren't who you claim to be.

And what is all this race-based lobbying about anyway? Doesn't that violate the 14th Amendment? Latino this and Mexican that, Chinese this and Arab that? The only organization actually entitled to this type of lobbying is the one that represents the race that was enslaved and cheated for centuries in this country, and that is the NAACP, the people for whom the 14th Amendment was actually written.
