North Chicago gets tough on drivers who don't have licenses, insurance

NORTH CHICAGO — A law that could cost uninsured motorists up to $500 in fines and impoundment of their vehicles was approved this week by the City Council.

The law is similar to one in Waukegan and Park City. The Waukegan law provoked an uproar last year when it was adopted. Critics charged it unfairly targeted the city's Hispanic immigrant community.

Waukegan has thousands of illegal immigrants, mainly from Mexico. While most drive to work, many have no valid driver licenses or vehicle liability insurance.

The council voted 5-1 to approve the tough measure, with no discussion. Third Ward Ald. Valerie DeVost cast the only dissenting vote. Seventh Ward Ald. Thelma Mayers was absent.

The measure was first proposed as a means to improve the city's finances but Mayor Leon Rockingham said last month that the measure, called Operation Safe Streets, is needed for public safety. "It's something we need," he said.
"We're implementing this more for the safety of motorists. It will benefit the citizens of North Chicago."

The council also approved an increase in the hotel/motel tax from 6 percent to 9.5 percent and creation of a new 1 percent city sales tax on food and beverages.

Even with a 4.9 percent property tax increase, the maximum allowed without going to a public hearing, the measures aren't expected to bring in enough revenue to cover the city budget of $49 million.

City spending is expected to exceed revenue by about $900,000 in the 2006-2007 fiscal year.

Sixth Ward Ald. Larry Hightower, Finance Committee chairman, called the action a step in the right direction. :For the last five years we've been going into the surplus," he said at a committee meeting last month. "We'll still have a $925,000 deficit but this is the first time we've taken some aggressive action (to reduce the deficit)," he said.

Okay, can someone please tell me why every time there is a law established to protect people (all people) the Hispanic illegal immigrant advocates come out screaming they are being unfairly targeted? Once again, more evidence to prove that these people do not care for law and order.

It's only unfair to them since they are the majority at breaking that law. Like it's hard to discuss illegals without most peoples thoughts going to Latinos since they are the majority and the ones causing the most significant problems in schools and language etc. They demanded the lime light and now they got it. Problem is the light doesn't descern between the parts you want people to see from the part you don't. Reality is what it is and they don't want to admit a great failure in so many areas of law breaking since it clouds the sympathy from their plight.

Because they think that's the only way they will get any type of reponse from the bleeding hearts of America.
Pathetic, they are all like a bunch of damn spoiled rotten kids.

North Chicago is the next town to me, Waukegan. This article appeared in the Immigration News Daily site too. I was thrilled to say the least -publicity of our pain. Earlier this year the hispanics and local self-proclaimed activist had a march in town because of this issue -there's pictures and info on the Illinois Minutemen site.

Saw that......it's really hard to get people to wake up since there's so many pro-illegal politicians here. I was surprised there was support!! We may not be over yet!

If it's more Hispanics/Latino's in this country illegally than any other race of illegals,,, naturally they would holler the loudest!

They think if they start saying "racists" ppl will get uncomfortable and may back off.
Because of our countries history with racisim, and slavery...many ppl are uncomfortable when they are called racists.

Therefore Illegals and their promoters use that word to inflame emotions in both Blacks and whites.

I am Black, and it does not bother me one bit if they say I am racists because I DO NOT want Illegal Aliens invading my country.

When I lived in Nebraska it was mostly white people. They aren't screaming about how their "targeting" white people because there are people of other races there. And there is, how can I say this.....a different attitude since it is so rural. They've lived there for generations and because there is such minimul traffic, things are, to a degree, overlooked. You very could well drive away from the local bar drunk and in alot of cases, since everybody knows everybody, the cop is likely to just follow you home and make sure you didn't end up in a cornfield. If I didn't live there I would have found it hard to beleive. There was an instance in which an old timer was drunk and driving on the wrong side of the road. The cop stopped him and his answer was......my taxes paid for this side of the road too and I just wanted to drive on it. There....you could. It might have been a good half hour till another vehicle went down the road. So many of the accidents don't involve another person or vehicle. Maybe you swerved to miss a turkey....or a cow got out....a deer ran across the road. It will be difficult for them to adjust to severe scrutiny when the population increases. They aren't used to it. I ran into a bean field when a bunch of baby pheasants went flying in front of my car. I made a hole in a barbed wire fence. The farmer helped me out. I wasn't drunk, wasn't speeding, but you can be sure I'd be charged with something if it was in the city!

An how do you know they are illegals? Most of them are Salvadorians, Guatemalans, Hondurans and they are protected under the T.P.S., they are 100% legal. Besides Chicago is the second city after New York with the largest population of Puerto Ricans, they are U.S. citizens.
The problem is that you are a racist red neck..!!! Go back to the North Pole.!!
