OHIO - Juan Us Ralios, also known as Minguel A. Marcano, is awaiting sentencing in New Philadelphia Municipal Court on traffic and criminal charges that stemmed from a crash in Strasburg two years ago.
Us Ralios pleaded guilty Monday to charges of operating a vehicle while intoxicated, no operator’s license, falsification and obstructing official business as a result of the January 2006 incident. No sentencing date has been set.
Us Ralios was granted a recognizance bond in the cases but was not released from the county jail. He is serving a nine-month jail sentence imposed after a traffic crash in June that left a Dover man dead. Us Ralios is expected to be deported when his sentence is served.
According to Strasburg police, Us Ralios – a 23-year-old illegal immigrant from Guatemala – gave the other name when he was arrested for driving drunk and crashing into a tree on Jan. 3, 2006. Police said officials from Immigration and Customs Enforcement instructed them to not file any charges as a result of the crash because they were going to deport him. Us Ralios never was deported and returned to the area.

Concerned about the level of crime among the immigrant population and how that population established itself in Tuscarawas County, Prosecutor Amanda Spies recently conducted a joint interview, along with The Times-Reporter, with Juan Us Ralios, a 23-year-old Guatemalan who has served six months of a nine-month jail sentence after pleading no contest in the June 26 traffic death of John Barr, 42, of Dover.
Angel Colon, an independent translator who sometimes translates for area police, conveyed Us Ralios’ answers.
Us Ralios, now 23, said he has been in America about two years, including his jail time. He entered the country with the help of two “coyotesâ€

This guy kills someone and gets a sweetheart deal. People do more jail time on a trespassing conviction . On top of that they do not even charge him with a felony which means he could potentially end up back here in this country. I wonder if an American Citizen would have got such a deal.
The victims surviving relatives should file a civil claim and get what money this guy has left before he is deported to Guatemala. it's a disgrace this guy should leave the country with more than he arrived with after killing someone.
Where's MADD on the issue of illegals and drunk driving? Additional jail term ordered for Us Ralios

Juan Us Ralios, also known as Minguel A. Marcano, will spend 140 additional days in the Tuscarawas County jail for charges stemming from a crash in Strasburg that occurred two years ago. He already is serving a jail term for a traffic death that occurred 18 months after the first crash.
Us Ralios pleaded no contest and Judge Mary Wade Space found him guilty of the four charges pertaining to the Jan. 3, 2006, incident – operating a vehicle while intoxicated, no operator’s license, falsification and obstructing official business – during his pretrial conference today in New Philadelphia Municipal Court.
For operating a vehicle while intoxicated, Space ordered him to serve 20 days in jail, six points on his driver’s license, a one-year license suspension and a fine of $250. He was given 30 days for not having an operator’s license and an additional 90 days for the falsification and obstruction charges. Those terms are to be served consecutively.
His days served began Jan. 17 when he was granted a $50,000 bail but he remained in jail, serving a nine-month jail sentence for the June 2007 crash in which John Barr of Dover died.
Strasburg Prosecutor Steven Anderson said that two years ago, Us Ralios consumed 14 beers and crashed his car into a tree. He gave police the Marcano name.
According to Strasburg Police Chief Bill McCamant, the 23-year-old illegal immigrant from Guatemala was arrested for the incident but was not charged with any crimes because immigration officials instructed police not to file any charges because Us Ralios would be deported. Us Ralios never was deported and he returned to the area.

WIDOW FIGHTS FOR CHANGE

John Barr was killed when his vehicle was struck head-on by a tractor-trailer driven by an illegal immigrant who didn’t have a license. Sitting with Kelly S. Barr is Kelly C. Barr and Alison.
Kelly C. Barr was widowed at the age of 28 last June.
Her husband, John, 42, was struck head-on by a tractor-trailer on U.S. 250 in northern Tuscarawas County. John also left behind a 3-year-old daughter, Alison.
The man who caused the crash was an illegal immigrant who was driving without a license.
The Dover woman is on a crusade to close what she calls a loophole in Ohio law that would allow unlicensed drivers to be charged with felonies in cases such as her husband’s.
