Schwarzenegger will discuss border issues with Fox
Gov. Arnold Schwarzenegger will tell the Mexican president he opposes using the military for law enforcement, but is prepared to comply with the Bush administration's plans.

SACRAMENTO – Gov. Arnold Schwarzenegger said today he will talk to Mexican President Vicente Fox about President Bush's plan to use National Guard troops at the border when the Mexican president visits the State Capitol on Thursday and Friday.

"I will make it clear to President Fox that I oppose the using of military for law enforcement duties," Schwarzenegger said in a press conference this morning. "However, I am prepared to commit the California National Guard troops in support of Border Patrol operations."

Schwarzenegger described immigration as "difficult issue to discuss" with President Fox, but said the "friendship between Mexico and California is strong and I believe open and honest communication can only make our friendship stronger."

The governor said he will reiterate his position "that immigration and border security is a federal issue" and will encourage President Fox to consider legislation outlawing tunnels underneath the border.

Schwarzenegger also said he plans to talk to Fox about the environment and strengthening trade with Mexico.

"I'm delighted about President Fox's visit so we can address more than just the immigration issue," Schwarzenegger said.

Fox began his four-day tour of the U.S. today in Salt Lake City, where he told representatives of the state's Mexican community that building a wall on the U.S.-Mexican border is not the answer.

"It's not with fences that we are going to solve this problem," he said.
